ISO 27701 certification in the UK at a glance
Two UK instruments bear on ISO/IEC 27701. Not one of them names it. So why do buyers in the UK keep asking for the certificate?
Privacy teams at UK organisations often already hold an ISO/IEC 27001 certificate and still struggle to show, in one place, how personal data is governed from collection to deletion. ISO/IEC 27701 closes that gap by extending the information security management system into a privacy information management system, with defined controller and processor controls. The legal backdrop is moving: the Data (Use and Access) Act 2025 amends the UK GDPR, the Data Protection Act 2018 and PECR, with its changes commenced in stages, while processors serving EEA clients may also fall within the EU GDPR. Bank and insurer due diligence under the PRA's outsourcing statement asks about data protection compliance too. The ICO keeps its own register of approved UK GDPR certification schemes, so an ISO/IEC 27701 certificate should be presented as accredited certification, not regulatory approval. Certification is granted by an accredited certification body. Sterling's London office builds the extension on your existing ISMS, with Effivity and Sterling Academy included.
Who needs ISO 27701 in the UK, and what happens without it
In the UK the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Controllers and processors evidencing UK GDPR accountabilityA privacy information management system documents how personal data is governed.
- UK processors serving EEA clientsEU GDPR scope and client contracts call for demonstrable privacy controls.
- Technology providers to banks and insurersPRA SS2/21 due diligence considers data protection compliance and certified adherence to industry standards.
- Organisations already certified to ISO/IEC 27001ISO/IEC 27701 extends the existing ISMS to privacy.

Strip away the vocabulary and ISO/IEC 27701 requires a company to prove six things about how it handles personal data.
In the UK these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 27701 explained →

How long does ISO 27701 certification take in the UK?
There is no standard duration: it depends on your scope and on how much of the system already runs. In the UK these are the factors that set the timeline.
- Whether an ISO/IEC 27001 ISMS is already certified
- Number of processing activities and systems to map
- Controller, processor or joint roles across entities
- Changes from the Data (Use and Access) Act 2025 being commenced
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 27701 certification cost in the UK?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In the UK these factors move both.
- Scope of the existing ISMS and entities
- Volume of processing activities and data subjects
- Certification body audit fees, quoted separately from consulting
- Contract and notice remediation
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 27701 consultants and certification bodies in the UK
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 27701 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in the UK are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive ISO 27701 in the UK (4)
| Instrument | How it treats the standard |
|---|---|
| UK GDPR and Data Protection Act 2018 | Expected in practice Accountability and security obligations; certification not required. |
| Data (Use and Access) Act 2025 | Related Amends the UK GDPR, DPA 2018 and PECR, commenced in stages. |
| ICO certification schemes | Related ICO-approved UK GDPR certification schemes are listed on the ICO's register; check the register before describing any scheme as ICO-approved. |
| PRA Supervisory Statement SS2/21 Outsourcing and third party risk management | Expected in practice Due diligence considers providers' data protection compliance and certified adherence to recognised standards. |
"Expected in practice" means the instrument asks for the outcomes ISO/IEC 27701 covers without naming a standard, and ISO/IEC 27701 is what buyers and regulators commonly accept as evidence of them.
Accreditation, audit language and remote audits in the UK
Use a certification body accredited for this standard by UKAS or by another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. No body is named here unless its UK accreditation scope has been verified. ISO/IEC 27701 is certified together with, or as an extension of, ISO/IEC 27001; check the body's accreditation covers it. Audit language
English. Agree the audit language with the certification body at application; Welsh public body clients may set Welsh-language requirements.
Remote and on-site
Stage 1 is often remote; stage 2 normally includes on-site audit of the sites in scope, subject to the certification body's rules.
ISO 27701 in the UK: questions clients ask
Is ISO 27701 an ICO-approved certification?
Not on the facts we hold. The ICO keeps its own register of approved UK GDPR certification schemes, and a scheme should only be described as ICO-approved after you check that register. ISO/IEC 27701 certification is optional. Look up the current register before making any approval claim, and confirm it with the ICO.
Do we need ISO 27001 first?
In practice, yes. ISO/IEC 27701 extends an ISO/IEC 27001 information security management system to privacy, so the existing ISMS is the foundation. Organisations already certified to ISO/IEC 27001 are the natural candidates, and they can add privacy management to the system they already run and audit.
Does ISO 27701 help with EU clients?
It can help, because EU GDPR scope reaches a UK organisation offering goods or services to people in the EEA or monitoring their behaviour. UK processors serving EEA clients often face contract questions about privacy controls, and an ISO/IEC 27701 management system gives a structured answer. It does not replace EU GDPR compliance, so confirm your obligations with your counsel.
