ISO 37001 certification in the UAE at a glance
In the UAE, ISO 37001 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.
Anti-bribery management has visible adopters among Dubai's government-owned entities: the Dubai Electricity and Water Authority, for example, reports recertification to ISO 37001:2016 for its anti-bribery management system. That sets a benchmark that contractors, consultants and suppliers to such entities may be asked to meet in due diligence covering gifts and hospitality, third-party checks, conflicts of interest and whistleblowing. ISO 37001 provides a certifiable framework for those controls: a bribery risk assessment, policy and leadership commitment, due diligence on business associates, financial and non-financial controls, investigation and review. Certification is issued by an accredited certification body following stage 1 and stage 2 audits. Adoption is voluntary, driven by buyers, lenders and the organisation's own governance. Sterling's Dubai office implements the system and trains staff through Sterling Academy, with Effivity included. Local questions follow.
Who needs ISO 37001 in the UAE, and what happens without it
In the UAE the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Suppliers and contractors to government-owned entitiesGovernment-owned entities such as DEWA hold ISO 37001; their suppliers may face anti-bribery due diligence.
- Construction, engineering and oil and gas contractorsLarge contracts carry third-party bribery risk and lender scrutiny.
- Free-zone trading companies dealing with multiple jurisdictionsCounterparties ask for anti-bribery controls.

Strip away the vocabulary and ISO 37001 requires a company to prove six things about how it prevents, detects and responds to bribery.
In the UAE these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 37001 explained →

How long does ISO 37001 certification take in the UAE?
There is no standard duration: it depends on your scope and on how much of the system already runs. In the UAE these are the factors that set the timeline.
- Number of business associates requiring due diligence
- Existing gifts, hospitality and conflict-of-interest procedures
- Evidence of training and controls in operation
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 37001 certification cost in the UAE?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In the UAE these factors move both.
- Number of entities, sites and high-risk functions in scope
- Certification body audit fees quoted separately from consulting
- Volume of third-party due diligence
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 37001 consultants and certification bodies in the UAE
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 37001 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in the UAE are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive ISO 37001 in the UAE (2)
| Instrument | How it treats the standard |
|---|---|
| DEWA ISO 37001:2016 recertification (DEWA announcement, 16 August 2024) | Market driver A Dubai government-owned utility reports certification of its anti-bribery management system; not a requirement on others. |
| EIAC accreditation of management-system certification bodies (ISO/IEC 17021-1) | Market driver Accredited certification for management-system standards is available through a UAE accreditation body; no mandate. |
Accreditation, audit language and remote audits in the UAE
Use a certification body accredited for this standard by EIAC or by another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. No body is named here unless its UAE accreditation scope has been verified. Edition and transition details: ISO 37001 hub →
Audit language
English audits are the norm; agree the audit and document language with the certification body at application.
Remote and on-site
Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.
ISO 37001 in the UAE: questions clients ask
Is ISO 37001 required in the UAE?
No mandate has been identified. Adoption is driven by buyers, lenders and governance expectations and not by a UAE rule, so the useful question is who is asking you for it. Check your own contracts and financing terms for any such request.
What does an ISO 37001 audit look for?
An audit looks at your bribery risk assessment, the due diligence carried out on business associates, the controls applied, how concerns are investigated, and how the system is reviewed. Expect to show that each of these works in practice, not merely that it is written down.
Can ISO 37001 be combined with ISO 37301?
Yes. The two standards share a compliance management structure, so policies, risk assessment and reporting lines can serve both. Ask the certification body whether a combined audit is on offer and how it would be run, and what it would need from you to plan one. Treat the shared structure as an advantage in design, not a guarantee of a single visit.
