ISO 20000-1 certification in the UAE at a glance
One UAE instrument bears on ISO/IEC 20000-1. It does not name the standard. So why do buyers in the UAE keep asking for the certificate?
Managed-service and cloud providers serving UAE banks work under a specific contractual pressure: the Central Bank's Outsourcing Regulation for Banks requires banks to ensure that their outsourcing service providers maintain an appropriate level of information security, risk management and service delivery. ISO/IEC 20000-1 is the international standard for a service management system, and certification gives a provider a structured answer on the service-delivery part — service level management, incident and problem management, change control, capacity and continuity. The certificate is issued by an accredited certification body after stage 1 and stage 2 audits, and its scope names the services covered. Sterling implements ISO/IEC 20000-1 from its Dubai office, often alongside ISO/IEC 27001 so that one management system covers service and security, with Effivity and Sterling Academy included in the engagement. Local questions follow.
Who needs ISO 20000-1 in the UAE, and what happens without it
In the UAE the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- IT outsourcing and managed-service providers to UAE banksCBUAE requires banks to ensure providers maintain an appropriate level of service delivery and information security.
- Data centre and cloud service providersEnterprise customers ask for evidence of controlled service management.
- Internal IT functions of government and semi-government entitiesService management discipline supports DESC and UAE IA obligations.

Strip away the vocabulary and ISO/IEC 20000-1 requires a company to prove six things about how it plans and delivers IT services.
In the UAE these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 20000-1 explained →

How long does ISO 20000-1 certification take in the UAE?
There is no standard duration: it depends on your scope and on how much of the system already runs. In the UAE these are the factors that set the timeline.
- Number of services and customers in scope
- Existing ITSM tooling and records
- Integration with an existing ISO/IEC 27001 system
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 20000-1 certification cost in the UAE?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In the UAE these factors move both.
- Number of services, sites and support teams
- Certification body audit fees quoted separately from consulting
- Tooling changes needed for evidence
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 20000-1 consultants and certification bodies in the UAE
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 20000-1 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in the UAE are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive ISO 20000-1 in the UAE (2)
| Instrument | How it treats the standard |
|---|---|
| Outsourcing Regulation for Banks (CBUAE Circular No. 14/2021) | Expected in practice Banks must ensure outsourcing service providers maintain an appropriate level of information security, risk management and service delivery; no standard cited. |
| EIAC accreditation of management-system certification bodies (ISO/IEC 17021-1) | Market driver Accredited certification for management-system standards is available through a UAE accreditation body; no mandate. |
"Expected in practice" means the instrument asks for the outcomes ISO/IEC 20000-1 covers without naming a standard, and ISO/IEC 20000-1 is what buyers and regulators commonly accept as evidence of them.
Accreditation, audit language and remote audits in the UAE
Use a certification body accredited for this standard by EIAC or by another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. No body is named here unless its UAE accreditation scope has been verified. Edition and transition details: ISO/IEC 20000-1 hub →
Audit language
English audits are the norm; agree the audit and document language with the certification body at application.
Remote and on-site
Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.
ISO 20000-1 in the UAE: questions clients ask
Do UAE banks require ISO 20000-1 from IT providers?
Not as a named requirement. The CBUAE Outsourcing Regulation for Banks (Circular No. 14/2021) expects banks to ensure that outsourcing providers keep an appropriate level of information security, risk management and service delivery, yet it cites no standard. Ask the bank which evidence it expects, since its own contract terms decide.
Can ISO 20000-1 and ISO 27001 be audited together?
Yes, as an integrated audit under the certification body's rules. Ask the body whether it offers a combined audit for the two standards and how it would plan and report it, because the arrangement is the body's to set and not something a consultant can promise on its behalf.
What does the scope of an ISO 20000-1 certificate cover?
It covers the defined services and the service management system behind them. That makes the scope statement important: it names the services you deliver, and anyone reading the certificate will take it to apply only to those. Define the scope carefully before you submit an application.
