ISO 13485 certification in the UAE at a glance
MOHAP refers to ISO 13485, yet none of the UAE instruments checked makes it compulsory. Buyers in the UAE ask for it anyway.
Medical device manufacturers registering a manufacturing site in the UAE find ISO 13485 written into the checklist: the Ministry of Health and Prevention lists a valid, legalised ISO 13485 certificate issued by the competent authority in the country of origin among the documents for registering medical device manufacturing sites. Local manufacturers, contract manufacturers and distributors — Jafza counts healthcare distribution among its sectors — use the same standard to show design, production, traceability and complaint controls that stand up to customer and regulatory scrutiny. Certification is issued by an accredited certification body after stage 1 and stage 2 audits that look closely at risk management, design controls where applicable, supplier control and post-market processes. Registration requirements change, so the current checklist is confirmed with the regulator at the start of each project. Sterling's Dubai office builds the quality management system around the device's regulatory file, with Effivity and Sterling Academy training included. Local questions follow.
Who needs ISO 13485 in the UAE, and what happens without it
In the UAE the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

- Local device manufacturers and contract manufacturersHospital and distributor customers ask for a certified quality management system.
- Distributors and service providers in Jafza handling medical devicesJafza lists healthcare distribution among its sectors; manufacturers extend quality requirements to them.

Strip away the vocabulary and ISO 13485 requires a company to prove six things about making medical devices that are safe and work as intended.
In the UAE these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 13485 explained →

How long does ISO 13485 certification take in the UAE?
There is no standard duration: it depends on your scope and on how much of the system already runs. In the UAE these are the factors that set the timeline.
- Device classification and whether design is in scope
- Maturity of risk management and technical documentation
- Supplier and sterilisation controls evidence
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 13485 certification cost in the UAE?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In the UAE these factors move both.
- Number of sites and device families
- Certification body audit fees quoted separately from consulting
- Extent of design and process validation work
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 13485 consultants and certification bodies in the UAE
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 13485 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in the UAE are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

ISO 13485 in the UAE: questions clients ask
Does UAE registration require ISO 13485?
Not as a blanket rule, but MOHAP's registration of manufacturing sites for human medical products lists a valid legalised ISO 13485 certificate, issued by the competent authority in the country of origin, among the documents required for medical device sites. Checklists change, so confirm the current requirements with MOHAP when the project starts.
Who issues ISO 13485 certificates?
A certification body accredited for ISO 13485 issues it. Use one accredited by EIAC, or by another accreditation body within the international mutual recognition arrangements, and check that the scope covers the standard and your sector. The IAF MLA functions passed to Global Accreditation Cooperation Incorporated in 2026.
Does ISO 13485 apply to distributors?
It can. ISO 13485 may apply to distributors, with scopes such as storage, distribution and servicing. Whether it suits you depends on the activities you perform and what customers or authorities ask for, so define the scope you want certified before you approach a certification body.
