In short

HACCP certification in the UAE at a glance

Dubai Municipality Food Code requires HACCP for the organisations it covers. Most UAE buyers ask for it anyway.

Dubai Municipality's Food Code requires every food establishment to implement and maintain a Municipality-approved food safety programme — defined in the Code as a food safety management system based on the principles of HACCP — and to keep it documented, reviewed and audited by an approved third-party food safety auditor unless the Food Control Department grants a waiver. The Code also requires a certified Person in Charge on site. For restaurants, caterers, central kitchens and food traders, HACCP is therefore a regulatory baseline rather than an optional extra. Some buyers also ask for HACCP certification from a certification body as evidence that the plan works in practice. Sterling's Dubai office writes the hazard analysis, critical control points, monitoring and verification records, trains the team and prepares the establishment for the Municipality-approved audit or a certification audit. Larger food businesses often progress to ISO 22000 or FSSC 22000. Local questions are answered below.

The need

Who needs HACCP in the UAE, and what happens without it

For some organisations in the UAE it is a legal requirement. For most, the question comes from a buyer, a regulator or a partner that wants proof before it signs. These are the organisations that get asked.

  • Food establishments in Dubai — restaurants, caterers, central kitchens, food tradersThe Food Code requires a Municipality-approved food safety programme based on HACCP principles.
  • Food businesses supplying hotels, airlines and retailersBuyers may ask for HACCP certification from a certification body.
  • Food logistics and storage operators in JafzaCold-chain and storage hazards need documented control.

HACCP requirements in the UAE

Strip away the vocabulary and HACCP asks a food business to prove six things about how it controls food safety hazards.

A team knows the product and processA competent team has described each product, its intended use and a verified flow diagram of how it is made.
Hazards are analysedEvery significant hazard at each step is identified, and the measures that will control it are decided.
Critical control points have limitsThe steps where control is essential are identified, each with critical limits that separate safe from unsafe.
Monitoring and correction are routineEach critical point is monitored, and corrective action is defined in advance and taken whenever a limit is breached.
The plan is verifiedChecks confirm the plan works, from validating limits to reviewing records and reassessing when anything changes.
Records prove itDocuments and records show the plan was followed, ready for customers, auditors and food inspectors.

In the UAE these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: HACCP explained →

Time

How long does HACCP certification take in the UAE?

There is no standard duration: it depends on your scope and on how much of the system already runs. In the UAE these are the factors that set the timeline.

  • Number of outlets, kitchens or production areas
  • Existing Food Code programme and audit findings
  • Staff training and Person in Charge certification status

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does HACCP certification cost in the UAE?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In the UAE these factors move both.

  • Number of sites and menu or product complexity
  • Certification body or approved auditor fees quoted separately from consulting
  • Equipment and monitoring upgrades for critical control points

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

HACCP consultants and certification bodies in the UAE

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers HACCP and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in the UAE are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in the UAE

For Dubai food establishments the food safety programme is audited by a third-party food safety auditor approved by Dubai Municipality. Separate HACCP certification is issued by a certification body; choose one accredited for the scope. No body is named here unless verified. Edition and transition details: HACCP hub →

    Audit language

English audits are the norm; agree the audit and document language with the certification body at application.

    Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

HACCP in the UAE: questions clients ask

Is HACCP mandatory for food businesses in Dubai?

For food establishments in Dubai, the Dubai Municipality Food Code says they should implement and maintain a Municipality-approved, documented food safety programme. That programme is defined as a food safety management system based on HACCP principles, so HACCP thinking is expected in practice. Confirm how the Code applies to your type of establishment with the Food Control Department.

Who audits the food safety programme in Dubai?

An approved third-party food safety auditor audits it. Dubai Municipality approves these auditors, and the Food Control Department can grant a waiver, in which case the audit is not needed. This is separate from any HACCP certificate you may choose to hold, which comes from a certification body accredited for the scope.

What is a Person in Charge?

A Person in Charge, or PIC, is the individual the Food Code expects to be present and certified in food safety. The Code calls for at least one full-time PIC on site at the establishment. Check the current certification requirements for that role with Dubai Municipality before nominating someone.

Should we move from HACCP to ISO 22000?

ISO 22000 adds management-system requirements to the HACCP-based approach, so it suits a business that wants a wider certifiable system. Where a customer requires a GFSI scheme, FSSC 22000 is the route to weigh instead. Let your customers' specifications and the scope you want to demonstrate guide the choice.
