PCI DSS compliance in Uganda at a glance
In Uganda, PCI DSS is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.
Card data in Uganda sits under two kinds of rule. The National Payment Systems Act, 2020 has the Bank of Uganda license and supervise payment providers, lets it appoint an external auditor and requires electronic money issuers to keep a complete audit trail, while the Data Protection and Privacy Act treats financial information as special personal data needing appropriate security. PCI DSS, set by the payment card industry, is the contractual layer that card brands and acquirers enforce on merchants, processors and service providers, including BPOs that handle card data for overseas clients. Compliance is validated by a Qualified Security Assessor or by self-assessment, as the brands and acquirer require; no accredited certificate exists and Sterling does not validate. Sterling's Nairobi office scopes the cardholder data environment, drives remediation and prepares evidence for the assessor.
Who needs PCI DSS in Uganda, and what happens without it
These are the organisations in Uganda that most often need to show PCI DSS.
- Payment service providers and system operatorsThe Bank of Uganda licenses and supervises them and may appoint an external auditor.
- Electronic money issuers and mobile money operatorsThe Act requires control mechanisms for a complete audit trail.
- Merchants, BPOs and processors handling card dataFinancial information is special personal data under the Data Protection and Privacy Act.

Take the PCI DSS readiness checkPCI DSS requirements in Uganda
Strip away the vocabulary and PCI DSS asks any business that stores, processes or transmits card data to comply in six areas.
In Uganda these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: PCI DSS explained →

How long does PCI DSS compliance take in Uganda?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Uganda these are the factors that set the timeline.
- Scope of the cardholder data environment and network segmentation
- Merchant or service provider level and validation method
- Third-party service providers handling card data
- Remediation of technical controls before assessment
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does PCI DSS compliance cost in Uganda?
The cost has two parts: the consulting work to build and prove the system, and any external assessor’s fees, which are quoted separately. In Uganda these factors move both.
- Size and complexity of the cardholder data environment
- Segmentation, logging and vulnerability management fixes
- Penetration testing
- Assessor fees quoted separately
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
PCI DSS consultants and assessors in Uganda
Two different organisations are involved. A consultant helps you build the system and prove it works; your regulators, customers and auditors then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers PCI DSS and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Uganda are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive PCI DSS in Uganda (2)
| Instrument | How it treats the standard |
|---|---|
| National Payment Systems Act, 2020 | Does not name PCI DSS Licensing and supervision by the central bank, external audits under section 21 and audit trail controls for electronic money issuers under section 58. |
| Data Protection and Privacy Act, 2019 (Cap. 97), sections 9 and 20 | Does not name PCI DSS Financial information is special personal data, and controllers must adopt appropriate security measures and generally accepted information security practice. |
Accreditation, audit language and remote audits in Uganda
PCI DSS is a compliance programme rather than an ISO certification: validation is by a Qualified Security Assessor or by self-assessment, as the payment brands and your acquirer require. Accreditation of certification bodies does not apply. An external audit appointed by the Bank of Uganda under the National Payment Systems Act is a separate regulatory step and is not a PCI assessment. Sterling prepares you but does not validate. Edition and transition details: PCI DSS hub →
Audit language
Assessment evidence, policies and reports are normally kept in English; agree the language of interviews with the assessor.
Remote and on-site
Assessments combine remote evidence review with on-site visits to data centres and operations, as the assessor decides.
PCI DSS in Uganda: questions clients ask
Does the Bank of Uganda require PCI DSS?
The National Payment Systems Act does not name it. The Act has the central bank license and supervise payment providers, allows external audits and requires audit trail controls for electronic money issuers. PCI DSS is driven by the card brands and acquirers. Check your licence conditions with the Bank of Uganda.
How does Uganda's data protection law treat card data?
As sensitive. The Data Protection and Privacy Act lists financial information among special personal data and requires appropriate security measures and generally accepted security practice. PCI DSS controls help meet that duty for card data, though the Act does not name the standard. Take legal advice on lawful basis.
Who validates PCI DSS compliance for a Ugandan business?
A Qualified Security Assessor or, where the payment brands and your acquirer allow, a self-assessment questionnaire completed by your own team. There is no certificate from an accredited certification body, and an external audit appointed by the Bank of Uganda is a separate regulatory step with its own scope.
What decides the effort of a PCI DSS project?
Scope above all. Every system that stores, processes or transmits card data, or can affect it, falls in, so segmentation is the first lever. Your level and validation method, third-party providers and the extent of technical remediation then set the pace.
