ISO 45001 certification in Uganda at a glance
In Uganda, ISO 45001 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.
Section 14 of the Occupational Safety and Health Act, 2006 already asks larger employers for a written safety and health policy statement, and the Act has workplaces registered with the Commissioner and recorded in a General Register. ISO 45001 takes those duties and builds a full system around them: hazard identification, risk control, worker participation, incident investigation and improvement. Manufacturers in industrial parks and contractors on public projects, where bidding documents may set safety criteria, are the most frequent candidates. The certificate is voluntary and is issued by a certification body accredited for ISO 45001, through the Uganda National Accreditation Service where its scope covers it or an accreditation body within the international arrangements; Sterling does not certify. Sterling's Nairobi office works on-site and remotely, and Sterling Academy training is included with the engagement.
Who needs ISO 45001 in Uganda, and what happens without it
In Uganda the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Employers above the threshold in section 14 of the OSH ActThey must keep a written safety and health policy statement and bring it to employees' notice, which ISO 45001 builds on.
- Occupiers of registered workplacesRegistration with the Commissioner and a General Register are legal duties that an OH&S system keeps current.
- Contractors on public and infrastructure projectsBidding documents may set safety criteria for contractors.
- Manufacturers in industrial parksMachinery, chemicals and shift work make a structured hazard control system valuable.

Strip away the vocabulary and ISO 45001 requires a company to prove six things about keeping its people safe and healthy at work.
In Uganda these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 45001 explained →

How long does ISO 45001 certification take in Uganda?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Uganda these are the factors that set the timeline.
- Number of sites, shifts and contractors in scope
- Hazard identification and risk assessment maturity
- Worker consultation and participation arrangements
- Incident records and corrective action history
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 45001 certification cost in Uganda?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Uganda these factors move both.
- Headcount and number of sites in scope
- Physical improvements such as guarding, ventilation or emergency equipment
- Training needs across shifts
- Certification body audit fees quoted separately
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 45001 consultants and certification bodies in Uganda
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 45001 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Uganda are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive ISO 45001 in Uganda (3)
| Instrument | How it treats the standard |
|---|---|
| Occupational Safety and Health Act, 2006 | Does not name ISO 45001 Written safety and health policy statement for employers above the section 14 threshold, registration of workplaces with the Commissioner and a General Register kept by occupiers. |
| Public Procurement and Disposal of Public Assets Authority (PPDA) | Context Does not make ISO 45001 a general requirement. safety criteria appear only where a bidding document sets them. |
| UGANAS accreditation of management system certification bodies | Context UGANAS lists a scheme for management system certification bodies in line with ISO/IEC 17021; ask each body which accreditation covers ISO 45001. |
Accreditation, audit language and remote audits in Uganda
Choose a certification body accredited for this standard by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA), or by the Uganda National Accreditation Service (UGANAS) where its accreditation scope covers the standard; check that the scope covers your sector. UGANAS lists an accreditation scheme for management system certification bodies in line with ISO/IEC 17021, and the Ministry of Trade, Industry and Cooperatives stated in 2025 that the testing and certification facilities in Uganda accredited by then held accreditation from foreign accreditation bodies, so ask each body for its accreditation certificate and scope. Audit language
English is the language of Uganda's Acts of Parliament, regulators' guidance and most business records; interviews with operators or suppliers may need an interpreter for a local language. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.
Remote and on-site
Workplace visits are normally required so that hazards, controls and worker participation can be seen; document review can be partly remote.
ISO 45001 in Uganda: questions clients ask
Does Ugandan law require a safety and health policy?
Yes, for employers above the threshold in section 14 of the Occupational Safety and Health Act, 2006. They prepare and revise a written policy statement, make arrangements to carry it out and bring it to employees' notice. ISO 45001 builds a fuller system around that duty. Confirm whether the threshold reaches your workplace with your adviser.
Is workplace registration in Uganda the same as ISO 45001?
No. Registration is a legal step: the Commissioner keeps a register of workplaces and issues a certificate of registration, and occupiers keep a General Register. ISO 45001 is a voluntary management system certificate from an accredited body. The two work well together, but one never substitutes for the other.
Which bodies issue ISO 45001 certificates in Uganda?
Independent bodies with accreditation for occupational health and safety management systems issue them. Look at who granted that accreditation, UGANAS or a foreign accreditor, and at whether the scope fits your industry, such as construction or food processing. Your main customers may also have a view on acceptable bodies.
What usually holds up ISO 45001 in a Ugandan workplace?
Hazard identification and worker participation are the common gaps. Several shifts, sites or contractors multiply the risk assessments needed, and certification bodies look for genuine consultation with workers rather than signatures on a form. A thin incident, near-miss and corrective action history also slows the stage two audit.
