ISO 37301 certification in Uganda at a glance
In Uganda, ISO 37301 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.
Compliance obligations stack up quickly for a Ugandan business. A payment provider answers to the Bank of Uganda for licensing, inspection, external audit and audit trail duties under the National Payment Systems Act, 2020; almost every organisation registers with the Personal Data Protection Office and must report breaches and safeguard overseas transfers; and the Anti-Corruption Act reaches the private sector. ISO 37301 brings these into one compliance management system, with an obligations register, risk assessment, owners, monitoring and reporting to the governing body. None of these laws names the standard, and certification does not prove compliance with any of them. Certificates come from certification bodies accredited for ISO 37301, through the Uganda National Accreditation Service where its scope covers it or an accreditation body within the international arrangements; Sterling never certifies. Sterling's Nairobi office builds the register with your legal team, using Effivity to track it.
Who needs ISO 37301 in Uganda, and what happens without it
In Uganda the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Regulated financial and payment businessesLicensing, inspection and audit powers under the National Payment Systems Act create a wide set of obligations to track.
- Organisations processing personal data at scaleRegistration, breach reporting and transfer duties under the data protection law add recurring compliance tasks.
- Groups facing anti-corruption and procurement rulesThe Anti-Corruption Act and public procurement rules sit alongside sector licences.

Strip away the vocabulary and ISO 37301 requires a company to prove six things about how it meets its legal and other obligations.
In Uganda these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 37301 explained →

How long does ISO 37301 certification take in Uganda?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Uganda these are the factors that set the timeline.
- Number of laws, licences and regulators to map
- Compliance obligations register and risk assessment maturity
- Reporting lines and independence of the compliance function
- Certification body availability
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 37301 certification cost in Uganda?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Uganda these factors move both.
- Number of entities and regulated activities
- Compliance monitoring tools
- Training and awareness across business units
- Certification body audit fees quoted separately
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 37301 consultants and certification bodies in Uganda
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 37301 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Uganda are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Uganda
Choose a certification body accredited for this standard by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA), or by the Uganda National Accreditation Service (UGANAS) where its accreditation scope covers the standard; check that the scope covers your sector. UGANAS lists an accreditation scheme for management system certification bodies in line with ISO/IEC 17021, and the Ministry of Trade, Industry and Cooperatives stated in 2025 that the testing and certification facilities in Uganda accredited by then held accreditation from foreign accreditation bodies, so ask each body for its accreditation certificate and scope. Audit language
English is the language of Uganda's Acts of Parliament, regulators' guidance and most business records; interviews with operators or suppliers may need an interpreter for a local language. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.
Remote and on-site
Document review and some interviews can be remote at the certification body's discretion; operational areas, plants and service locations are normally visited during the stage audits.
ISO 37301 in Uganda: questions clients ask
What would an ISO 37301 register include for a Ugandan payment provider?
Obligations from its licence and the National Payment Systems Act, such as inspection, external audit and audit trail duties, plus data protection duties such as registration and breach reporting. Each obligation gets an owner, a control and a monitoring step. Your counsel should confirm the legal content of the register.
Is ISO 37301 the same as ISO 37001?
No. ISO 37001 deals with bribery risk only, while ISO 37301 manages every compliance obligation an organisation has, from licences to data protection to anti-corruption. Many organisations combine them, with the Anti-Corruption Act sitting in the wider register and the bribery controls feeding the same reporting to management.
Who issues ISO 37301 certificates in Uganda?
Accredited certification bodies whose scope names compliance management systems. Few accreditors have added ISO 37301 so far, so a body serving Uganda will more often show a foreign accreditation than one from UGANAS. Read the scope line on the accreditation certificate rather than relying on a logo.
What is the hardest part of ISO 37301?
Building a complete obligations register. Mapping every law, licence, regulator and contract commitment, then assessing compliance risk for each, takes the most effort. The standard also expects a compliance function with genuine independence, enough authority and direct access to the governing body when something goes wrong.
