ISO 37001 certification in Uganda at a glance
In Uganda, ISO 37001 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.
Corruption prevention in Uganda is not a public-sector matter only: the Anti-Corruption Act (Chapter 116) describes itself as an Act for the effectual prevention of corruption in both the public and the private sector. Companies supplying public bodies through procurement regulated by the Public Procurement and Disposal of Public Assets Authority carry obvious bribery risk around tenders, and subsidiaries of multinational groups face group policies and foreign laws as well. ISO 37001 gives them an anti-bribery management system: risk assessment, due diligence on agents and suppliers, controls on gifts and payments, training, and channels for raising concerns. Certificates are issued by certification bodies accredited for ISO 37001, through the Uganda National Accreditation Service where its scope covers it or an accreditation body within the international arrangements; Sterling does not certify. Sterling's Nairobi office designs the controls with your compliance and finance teams.
Who needs ISO 37001 in Uganda, and what happens without it
In Uganda the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Suppliers to public bodiesPublic procurement is regulated by the PPDA, and bribery risk sits at the heart of tendering.
- Private companies covered by the anti-corruption lawThe Anti-Corruption Act targets corruption in both the public and the private sector.
- Subsidiaries of multinational groupsGroup policies and foreign anti-bribery laws often require documented controls in each country.

Strip away the vocabulary and ISO 37001 requires a company to prove six things about how it prevents, detects and responds to bribery.
In Uganda these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 37001 explained →

How long does ISO 37001 certification take in Uganda?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Uganda these are the factors that set the timeline.
- Number of business units, agents and high-risk transactions
- Bribery risk assessment and due diligence maturity
- Gifts, hospitality and third-party payment controls
- Certification body availability
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 37001 certification cost in Uganda?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Uganda these factors move both.
- Number of entities and countries in scope
- Due diligence on agents and suppliers
- Training and whistleblowing channel set-up
- Certification body audit fees quoted separately
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 37001 consultants and certification bodies in Uganda
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 37001 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Uganda are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive ISO 37001 in Uganda (3)
| Instrument | How it treats the standard |

| Public Procurement and Disposal of Public Assets Authority (PPDA) | Context Does not make ISO 37001 a general requirement. the PPDA regulates public procurement and supplier registration. |
| UGANAS accreditation of management system certification bodies | Context UGANAS lists a scheme for management system certification bodies in line with ISO/IEC 17021; ask each body which accreditation covers ISO 37001. |
Accreditation, audit language and remote audits in Uganda
Choose a certification body accredited for this standard by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA), or by the Uganda National Accreditation Service (UGANAS) where its accreditation scope covers the standard; check that the scope covers your sector. UGANAS lists an accreditation scheme for management system certification bodies in line with ISO/IEC 17021, and the Ministry of Trade, Industry and Cooperatives stated in 2025 that the testing and certification facilities in Uganda accredited by then held accreditation from foreign accreditation bodies, so ask each body for its accreditation certificate and scope. Audit language
English is the language of Uganda's Acts of Parliament, regulators' guidance and most business records; interviews with operators or suppliers may need an interpreter for a local language. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.
Remote and on-site
Document review and some interviews can be remote at the certification body's discretion; operational areas, plants and service locations are normally visited during the stage audits.
ISO 37001 in Uganda: questions clients ask
Does Uganda's anti-corruption law apply to private companies?
Yes. The Anti-Corruption Act describes itself as an Act for the effectual prevention of corruption in both the public and the private sector. ISO 37001 is not named in it, but an anti-bribery management system gives a company documented controls. Ask your counsel how specific offences apply.
Do public tenders in Uganda ask for ISO 37001?
Not as a general rule. The PPDA regulates public procurement and registers suppliers, and any certificate criterion appears in the bidding document itself. ISO 37001 can still strengthen a bid by showing how bribery risk is managed. Read each tender's evaluation criteria carefully.
Who certifies ISO 37001 for organisations in Uganda?
An independent certification body that holds accreditation specifically covering anti-bribery management systems. Accreditation for ISO 37001 is still a narrower scope than for ISO 9001, so confirm it on the accreditation certificate, whether it was granted by UGANAS or a foreign accreditor. Sterling helps you prepare and never certifies.
Where do ISO 37001 projects usually need most work?
Due diligence and third parties. Agents, intermediaries and high-risk transactions need risk assessment and proportionate controls, and gifts, hospitality, donations and facilitation payments need clear rules. A working whistleblowing channel, investigation procedure and recorded training complete the evidence that auditors look for.
