AS9100 certification in Uganda at a glance

One Ugandan instrument bears on AS9100. It does not name the standard. So why do buyers in Uganda keep asking for the certificate?

Aerospace customers, not regulators, are what bring AS9100 into a Ugandan business. The Uganda Civil Aviation Authority oversees airworthiness and publishes its own regulations and directives, and its approvals are aviation permissions; they do not certify a quality management system. AS9100 adds aerospace requirements such as configuration management, first article inspection and control of special processes to an ISO 9001 base, and maintenance firms may find AS9110 a better fit. Certificates come only from certification bodies approved under the aerospace sector's scheme and suitably accredited; the Uganda National Accreditation Service lists no aerospace scheme, so most will carry foreign accreditation. Sterling does not certify. Sterling's Nairobi office prepares suppliers against customer requirements and brings 20+ years of quality system practice to the work.

The need

Who needs AS9100 in Uganda, and what happens without it

In Uganda the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Aircraft maintenance and component service organisationsUCAA oversees airworthiness; customers in the aerospace supply chain may also ask for AS9100.
  • Manufacturers supplying aerospace parts or materialsAerospace customers usually make AS9100 a supplier approval condition.
  • Logistics and distribution firms handling aerospace partsSupply chain partners may be asked for a related aerospace quality certificate.

AS9100 requirements in Uganda

Strip away the vocabulary and AS9100 asks a supplier to prove six things about delivering aerospace products safely and on time.

Product safety is managedRisks to product safety are identified and controlled throughout the product's life, from design to delivery.
Configuration is under controlThe approved configuration of each product is identified, changes are controlled and records match what was delivered.
Counterfeit parts are kept outPurchasing, inspection and supplier controls stop counterfeit or suspect parts from entering the product.
Operational risks are managedRisks to delivery and product conformity are assessed and controlled during planning and production.
Production is proven before it runsProduction process verification, such as first article inspection, confirms that processes can make conforming product.
Delivery and conformity are measuredOn-time delivery and product conformity are measured, and human factors are considered when nonconformities are investigated.

In Uganda these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: AS9100 explained →

How Sterling gets an Ugandan company certified

How to get AS9100 certified in Uganda

One team from the Nairobi office carries the work from scoping to certificate. Clients across Uganda are served from Sterling's Nairobi office, on-site where the work needs it and remotely otherwise.

    1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
    2. Gap assessment against AS9100 and the Ugandan requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
    3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
    4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.
    5. Certification body stage 1 and stage 2, then surveillanceAn accredited body audits and decides. Sterling supports the audits and the three-year cycle.
    Included in every engagement

      Time

How long does AS9100 certification take in Uganda?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Uganda these are the factors that set the timeline.

      • Product and process complexity, including special processes
      • Configuration management and first article inspection practice
      • Customer-specific requirements to build in
      • Availability of an approved certification body

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

      Cost

How much does AS9100 certification cost in Uganda?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Uganda these factors move both.

      • Number of sites and special processes
      • Measurement and inspection equipment upgrades
      • Training on aerospace requirements
      • Certification body audit fees quoted separately

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

        Choosing a partner

AS9100 consultants and certification bodies in Uganda

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

        • Check that the body’s accreditation or approval covers AS9100 and your sector, and that its certificates can be verified online.
        • Ask the consultant how the local requirements in Uganda are mapped into the same system, so nothing runs twice.
        • Ask for client references in your sector; Sterling’s client letters are available on request.
        • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive AS9100 in Uganda (2)

          InstrumentHow it treats the standard
Uganda Civil Aviation Authority (UCAA) airworthiness oversightDoes not name the standard
UCAA lists airworthiness among its safety oversight areas and publishes its Act, regulations and directives; an aviation approval is a separate regulatory permission.
UGANAS accreditation of management system certification bodiesContext
UGANAS lists a scheme for management system certification bodies in line with ISO/IEC 17021; UGANAS's scheme list shows no aerospace-specific scheme, so ask each body which accreditation and sector scheme approval back its AS9100 certificates.

Accreditation, audit language and remote audits in Uganda

AS9100 certificates come from certification bodies approved under the aerospace sector's own scheme, so accreditation alone is not enough: confirm with your customer which bodies it accepts. Choose a certification body accredited for this standard by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA), or by the Uganda National Accreditation Service (UGANAS) where its accreditation scope covers the standard; check that the scope covers your sector. A UCAA approval is an aviation authority permission and does not replace an AS9100 certificate. Edition and transition details: AS9100 hub →

          Audit language

English is the language of Uganda's Acts of Parliament, regulators' guidance and most business records; interviews with operators or suppliers may need an interpreter for a local language. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.

          Remote and on-site

Document review and some interviews can be remote at the certification body's discretion; operational areas, plants and service locations are normally visited during the stage audits.

AS9100 in Uganda: questions clients ask

Does UCAA require AS9100 from maintenance organisations?

No. The Uganda Civil Aviation Authority oversees airworthiness and publishes its regulations and directives, and its approvals are regulatory permissions. AS9100 is a voluntary quality certificate that aerospace customers request. A maintenance business may need both, so ask UCAA about its own approval conditions.

Who can certify AS9100 for a Ugandan supplier?

Only a certification body approved under the aerospace sector's scheme and suitably accredited. Accreditation by itself does not settle it, so ask your customer which bodies it accepts. UGANAS lists no aerospace scheme, which means most bodies serving Uganda will carry foreign accreditation.

Is AS9110 more suitable than AS9100 for maintenance work?

Often, yes. AS9100 is written for organisations that design and manufacture aerospace products, while AS9110 covers maintenance organisations and AS9120 covers distributors. The right choice depends on what your customer contract demands and which activities you actually perform. Clarify which standard the customer names before starting a gap analysis.

What makes AS9100 slower than ISO 9001?

The aerospace additions. Configuration management, first article inspection, control of special processes and customer-specific requirements all need evidence, and approved certification bodies are fewer. A company with ISO 9001 already in place starts with a sound base but still has these gaps to close.
