PCI DSS compliance in Türkiye at a glance
One Turkish instrument bears on PCI DSS. It does not name the standard. So why do buyers in Türkiye keep asking for evidence of it?
Neither Turkish law nor the PCI Security Standards Council makes a company comply with PCI DSS; the Council says it develops the standards and does not enforce them, leaving payment brands, acquirers and customers to decide who must validate. For payment institutions governed by Law No. 6493, merchants, contact-centre firms handling card data for overseas clients and software providers, that decision arrives through an acquirer or contract. Validation is by a Qualified Security Assessor or a self-assessment questionnaire, depending on the entity and the validation level required. Banks work under the Banking Regulation and Supervision Agency's information systems regulation, which does not name the standard. Sterling's Dubai office helps scope the card data environment and prepare evidence, on-site or remotely, with Effivity and Sterling Academy included with the engagement.
Who needs PCI DSS in Türkiye, and what happens without it
These are the organisations in Türkiye that most often need to show PCI DSS.
- Payment institutions and electronic money institutionsThe payment services framework law governs these firms, and payment brands and acquirers set card-data security expectations on top.
- Merchants and online retailers taking cardsAcquirers ask merchants to validate compliance as the payment brands require.
- Contact-centre and outsourcing firms handling card data for overseas clientsClients abroad require evidence that card data is handled under PCI DSS.
- Software and payment service providersCustomers and acquirers ask providers whether their products and hosting are in scope.

Take the PCI DSS readiness checkPCI DSS requirements in Türkiye
Strip away the vocabulary and PCI DSS asks any business that stores, processes or transmits card data to comply in six areas.
In Türkiye these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: PCI DSS explained →

How long does PCI DSS compliance take in Türkiye?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Türkiye these are the factors that set the timeline.
- Scoping of the cardholder data environment and network segmentation
- Remediation of technical and process gaps before assessment
- Evidence to be collected across the assessment period
- Assessor and acquirer scheduling around holiday periods
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does PCI DSS compliance cost in Türkiye?
The cost has two parts: the consulting work to build and prove the system, and any external assessor’s fees, which are quoted separately. In Türkiye these factors move both.
- Size of the cardholder data environment and number of systems and sites
- Technical remediation, tokenisation or outsourcing to reduce scope
- Assessor fees, quoted separately
- Vulnerability scanning and penetration testing
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
PCI DSS consultants and assessors in Türkiye
Two different organisations are involved. A consultant helps you build the system and prove it works; your regulators, customers and auditors then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers PCI DSS and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Türkiye are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive PCI DSS in Türkiye (3)
| Instrument | How it treats the standard |
|---|---|
| PCI Security Standards Council | Scheme rule The Council develops and maintains the standards and does not enforce compliance; whether an entity must comply or validate compliance is decided by organisations that manage compliance programmes, such as a payment brand or acquirer. |
| Law No. 6493 on Payment and Securities Settlement Systems, Payment Services and Electronic Money Institutions | Framework law The payment services framework administered with the Central Bank of the Republic of Türkiye; it is not recorded here as citing PCI DSS, and secondary rules should be checked with the Central Bank. |
| BDDK Regulation on Information Systems of Banks and Electronic Banking Services | Does not name the standard It sets information systems, penetration testing and outsourcing requirements for banks without naming PCI DSS. |
Accreditation, audit language and remote audits in Türkiye
Compliance, not certification by Sterling or by an accreditation body: PCI DSS compliance is validated by a Qualified Security Assessor or, where the payment brands allow, by a self-assessment questionnaire, and reported to the acquirer or payment brand that asks for it. The PCI Security Standards Council does not enforce compliance. Sterling is not a Qualified Security Assessor and does not validate compliance. Edition and transition details: PCI DSS hub →
Audit language
Turkish is the usual working language and the audit is normally run in it; agree the audit language, any interpreter and the language of controlled documents with the certification body at application, and say early if records will be in English.
Remote and on-site
Assessors review documentation remotely and test systems and premises on-site; self-assessments are completed by the entity as its acquirer directs.
PCI DSS in Türkiye: questions clients ask
Who requires a Turkish company to comply with PCI DSS?
Payment brands, acquirers and similar organisations running compliance programmes, not the PCI Security Standards Council, which says it does not enforce compliance. A merchant or provider learns its obligation from its acquirer or customer contract. Ask them which validation level and report type they expect before you plan the assessment.
Is a Qualified Security Assessor always needed?
No. Whether a Qualified Security Assessor or a self-assessment questionnaire is accepted depends on the entity's role and the validation level its acquirer or payment brand sets. Larger service providers usually need an assessor. Ask the acquirer in writing which route applies, then choose the cheapest valid one.
Does the banking regulation replace PCI DSS?
No. The Banking Regulation and Supervision Agency's regulation covers banks' information systems, penetration testing and outsourcing, and it does not name PCI DSS. Card-data requirements come from the payment brands and acquirers. Banks and other regulated firms should ask the Agency and their acquirer how the two sets of expectations fit together.
How can a Turkish business reduce PCI DSS scope?
By limiting where card data is stored, processed or transmitted. Common approaches are tokenisation, hosted payment pages and outsourcing to a provider that is itself compliant, plus network segmentation. A smaller scope lowers assessment effort and risk. Confirm with the acquirer that the reduced scope is acceptable before you rely on it.
