In short

ISO 37001 certification in Türkiye at a glance

In Türkiye, ISO 37001 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

A Turkish contractor, an energy-services firm and a defence subcontractor have one thing in common when a bid or a group audit arrives: someone asks how they control bribery risk through agents, permits, gifts and public contacts. ISO 37001 gives them a certifiable answer. Turkish tender law does not require it; the Public Procurement Law lets each contracting authority name the certificates it wants from accredited institutions. Global ACI lists ISO 37001 in TÜRKAK's scope tree without a recognition date, so check the certification body's accreditation certificate carefully. Sterling's Dubai office runs risk assessments, policies, due diligence and training, on-site or remotely, bringing 8,100+ client engagements in 60+ countries, with Effivity and Sterling Academy included with the engagement.

The need

Who needs ISO 37001 in Türkiye, and what happens without it

In Türkiye the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Contractors and suppliers dealing with public bodiesAnyone selling to the public sector faces integrity questions in tenders, and an anti-bribery system answers some of them.
  • Subsidiaries and suppliers of multinational groupsGroup codes and third-party due diligence questionnaires ask local entities to show anti-bribery controls.
  • Construction, energy and infrastructure firmsProjects with many intermediaries and permits carry higher third-party risk.
  • Defence and aerospace suppliersExport and offset transactions invite extra customer scrutiny of intermediaries.

Requirements

ISO 37001 requirements in Türkiye

Strip away the vocabulary and ISO 37001 requires a company to prove six things about how it prevents, detects and responds to bribery.

Leadership says no to briberyTop management and the governing body set an anti-bribery policy and show visible, consistent commitment to it.
Someone independent oversees complianceAn anti-bribery compliance function has the authority and independence to oversee the system.
You assessed your bribery risksBribery risks across activities, locations, business partners and transactions are assessed and kept up to date.
People and partners are checkedDue diligence covers relevant staff, business partners and projects, with controls on gifts, hospitality and donations.
Financial and other controls workFinancial and non-financial controls make it hard to pay or receive a bribe without it being noticed.
Concerns can be raised and investigatedStaff can report concerns in confidence without retaliation, and suspected bribery is investigated and acted on.

In Türkiye these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 37001 explained →

Time

How long does ISO 37001 certification take in Türkiye?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Türkiye these are the factors that set the timeline.

  • Bribery risk assessment across third parties, projects and gifts
  • Policies, due diligence and reporting channel to put in place
  • Anti-bribery function and training to set up
  • Certification body scheduling around holiday periods

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 37001 certification cost in Türkiye?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Türkiye these factors move both.

  • Number of entities, projects and third parties in scope
  • Due diligence tooling and training
  • Certification body audit fees, quoted separately
  • Combination with ISO 37301 or ISO 9001

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 37001 consultants and certification bodies in Türkiye

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 37001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Türkiye are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 37001 in Türkiye (2)

    InstrumentHow it treats the standard
TÜRKAK recognition entries (Global ACI)Market driver
Global ACI lists ISO 37001 (with ISO/IEC TS 17021-9) in TÜRKAK's management systems scope tree without a recognition date, so confirm the accreditation status with any certification body; this is not a mandate.
Public Procurement Law No. 4734 and the Public Procurement AuthorityDoes not make the standard compulsory
A contracting authority may ask for certificates from accredited institutions, and the tender documents say which.

Accreditation, audit language and remote audits in Türkiye

Use a certification body accredited for ISO 37001 by TÜRKAK or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Global ACI lists ISO 37001 in TÜRKAK's scope tree without a recognition date, so ask each body for its accreditation certificate and check that it names this standard. The certification body decides, not Sterling. Edition and transition details: ISO 37001 hub →

    Audit language

Turkish is the usual working language and the audit is normally run in it; agree the audit language, any interpreter and the language of controlled documents with the certification body at application, and say early if records will be in English.

    Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; plants and operational sites are normally visited on-site.

ISO 37001 in Türkiye: questions clients ask

Do Turkish public tenders require an anti-bribery certificate?

Not as a general rule. The Public Procurement Law lets a contracting authority ask for certificates from accredited institutions certifying conformity with the standards named in the tender documents, and each authority sets its own list. Read the qualification section of the tender to see whether ISO 37001 appears, and ask the authority if it is unclear.

Who may issue an ISO 37001 certificate in Türkiye?

Only a certification body with suitable accreditation; Sterling does not issue it. The Global ACI page for TÜRKAK lists ISO 37001 in its scope tree but gives no recognition date, which is why you should ask any body to prove its accreditation for this standard in writing, whichever accreditation body granted it.

Does the certificate protect a company from liability for bribery?

No. The standard requires measures that give reasonable assurance, and certification shows that an accredited body audited them, but it does not guarantee that bribery never occurs or provide a legal defence. Take advice from counsel on how the certificate relates to your exposure under Turkish criminal law and any foreign laws that apply.

How are agents and intermediaries handled under ISO 37001?

Through due diligence proportionate to risk before engagement, contract clauses on anti-bribery commitments, and monitoring afterwards. Auditors sample intermediary files and ask how high-risk relationships were approved. Build a register of third parties early, then rank them by country, role and contact with public officials.
