ISO 27701 certification in Sri Lanka at a glance
Data Protection Authority Circular No. 01/2026 refers to ISO/IEC 27701, yet none of the Sri Lankan instruments checked makes it compulsory. Buyers in Sri Lanka ask for it anyway.
Sri Lanka's first personal data law changes what a customer can expect from a processor. Under the Personal Data Protection Act, No. 9 of 2022, as amended by Act No. 22 of 2025, Part I on processing and Part III on controllers and processors take effect on 1 January 2027 by an Order of 22 July 2026, and the Data Protection Authority may recognise certification and certifying bodies for personal data protection. The Act names no ISO standard, so ISO/IEC 27701 is a way to organise and evidence privacy controls on top of an ISO 27001 system, not a legal requirement. Certificates are issued by accredited certification bodies, never by Sterling. Sterling's Mumbai office helps organisations map personal data, define controller and processor roles and prepare for audit, with Effivity software and Sterling Academy training included with the engagement.
Who needs ISO 27701 in Sri Lanka, and what happens without it
In Sri Lanka the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- ICT and business process management firms processing personal data for overseas clientsCustomers abroad ask outsourced providers to show a privacy information management system, and Sri Lankan law now applies to processors as well as controllers.
- Controllers and processors preparing for the Personal Data Protection ActPart I (processing) and Part III (controllers and processors) of the Act take effect on 1 January 2027.
- Banks and finance companies handling customer dataThey already hold ISO 27001 obligations and carry customer data covered by the Act.
- Public bodies and their contractorsThe Authority's circular tells public authorities to start compliance activities, including appointing a data protection officer.

Strip away the vocabulary and ISO/IEC 27701 requires a company to prove six things about how it handles personal data.
In Sri Lanka these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 27701 explained →

How long does ISO 27701 certification take in Sri Lanka?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Sri Lanka these are the factors that set the timeline.
- State of the ISO 27001 system and personal data inventory
- Controller and processor roles across services
- Cross-border transfers and supplier contracts
- Readiness of impact assessment and breach processes
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 27701 certification cost in Sri Lanka?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Sri Lanka these factors move both.
- Headcount and number of sites in scope
- Number of data processing activities and suppliers
- Certification body audit fees quoted separately from consulting
- Tooling for records, consent and rights requests
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 27701 consultants and certification bodies in Sri Lanka
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 27701 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Sri Lanka are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Sri Lanka
Choose a certification body accredited for this standard by the Sri Lanka Accreditation Board (SLAB) or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. ISO/IEC 27701 builds on an ISO/IEC 27001 system, and the Personal Data Protection Act does not make the certificate a requirement; the Authority may recognise certification and certifying bodies, so ask it what it will accept. SLAB's recognition page does not name privacy information management among its management systems scopes, so ask the certification body about its accreditation. Audit language
Business records, standards and tenders are mostly in English, and the Constitution names English as the link language alongside Sinhala and Tamil; interviews with operators and workers may run in Sinhala or Tamil. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.
Remote and on-site
Audits are on-site and remote review of records is common at the certification body's discretion.
ISO 27701 in Sri Lanka: questions clients ask
Does Sri Lanka's data protection law require ISO 27701?
No. The Personal Data Protection Act, No. 9 of 2022 names no ISO standard. Part I on processing and Part III on controllers and processors take effect on 1 January 2027, and the Authority may recognise certification and certifying bodies for personal data protection. An ISO 27701 certificate can support compliance but is not itself compliance, so confirm recognition with the Authority.
When do the Act's main obligations start?
The Order in Gazette Extraordinary No. 2498/16, dated 22 July 2026, fixes 1 January 2027 for sections 2 and 3, Part I on processing and Part III on controllers and processors. Other Parts are not named in it. Plan against that date, and ask the Data Protection Authority about anything the Order leaves open.
Can a certificate help with cross-border transfers of personal data?
Possibly. The Authority's circular says a draft directive recognises instruments such as contractual clauses, codes of conduct, certifications and transfer impact assessments for transfers abroad, and that the 2025 amendment lets controllers use cloud services if binding safeguards exist. The directive is a draft, so ask the Authority what it will accept.
What should an organisation do before the Act takes effect?
Map personal data, assign accountability and prepare processes for rights requests, impact assessments and breach reporting. The Authority has published drafts on data protection management programmes, impact assessments, breach notification, officers and cross-border processing for consultation. Drafts may change, so check the Authority's site and your counsel before finalising procedures.
