ISO 20000-1 certification in Sri Lanka at a glance
Banking Act Directions No. 16 of 2021 requires ISO/IEC 20000-1 for the organisations it covers. Most Sri Lankan buyers ask for it anyway.
A Sri Lankan bank's service desk, change board and outsourced operations all fall within one regulatory sentence: Banking Act Directions No. 16 of 2021 require licensed banks to implement the latest edition of ISO/IEC 20000. Assurance may come from the internal audit function through the Board Audit Committee or from an external party approved by the Board, reviewed at least every two years, so a certificate is an option and not a mandate. SLAB's recognition page does not name IT service management among its management systems scopes. Certificates are issued by accredited certification bodies, never by Sterling. Sterling's Mumbai office helps banks and their providers map incident, change and service level processes to the standard and prepare for assurance, with Effivity software and Sterling Academy training included with the engagement.
Who needs ISO 20000-1 in Sri Lanka, and what happens without it
For some organisations in Sri Lanka it is a legal requirement. For most, the question comes from a buyer, a regulator or a partner that wants proof before it signs. These are the organisations that get asked.

Strip away the vocabulary and ISO/IEC 20000-1 requires a company to prove six things about how it plans and delivers IT services.
In Sri Lanka these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 20000-1 explained →

How long does ISO 20000-1 certification take in Sri Lanka?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Sri Lanka these are the factors that set the timeline.
- Number of services, locations and teams in scope
- Maturity of incident, change and service level processes
- Relationship with an ISO 27001 system
- Certification body scheduling and sector-qualified auditor availability
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 20000-1 certification cost in Sri Lanka?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Sri Lanka these factors move both.
- Headcount and number of services in scope
- Number of customers, contracts and supplier arrangements
- Certification body audit fees quoted separately from consulting
- Service management tooling and process automation
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 20000-1 consultants and certification bodies in Sri Lanka
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 20000-1 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Sri Lanka are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Sri Lanka
Choose a certification body accredited for this standard by the Sri Lanka Accreditation Board (SLAB) or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. The banking Directions accept assurance from internal audit or from an external party approved by the Board, so a certificate is one option among several. SLAB's recognition page does not name IT service management among its management systems scopes, so ask the certification body which accreditation covers it. Audit language
Business records, standards and tenders are mostly in English, and the Constitution names English as the link language alongside Sinhala and Tamil; interviews with operators and workers may run in Sinhala or Tamil. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.
Remote and on-site
Audits are on-site at the service desk and operations areas; document review and interviews can be remote at the certification body's discretion.
ISO 20000-1 in Sri Lanka: questions clients ask
Must Sri Lankan banks certify to ISO 20000?
Banks must implement the latest edition of ISO/IEC 20000 for service delivery functions under Banking Act Directions No. 16 of 2021, but assurance can come from the internal audit function or from an external party approved by the Board, reviewed at least every two years. Certification is therefore one route among several. Check your approach with the Central Bank.
Do bank suppliers need ISO 20000?
The Directions do not require supplier certification to ISO 20000, unlike ISO 27001 for security operations suppliers. Banks nevertheless carry accountability for services operated through third parties, so many ask providers for evidence. Ask the bank what evidence it expects before choosing between a certificate and an assurance report.
Does SLAB accredit certification bodies for ISO 20000?
IT service management does not appear in the management systems scopes listed on SLAB's recognition page. A body offering ISO/IEC 20000 certification therefore needs to explain what accreditation it holds for it. Request the accreditation certificate, read its scope, and have your bank confirm in writing that it will accept the result.
How does ISO 20000 relate to ISO 27001 for a bank?
The Directions treat both as mandatory standards, with ISO 27001 requiring certification or approved assurance and ISO 20000 requiring assurance from internal audit or an approved external party. They cover different ground, security controls versus service delivery, but share processes such as incident and change management, so planning them together saves effort.
