In short

ISO 13485 certification in Spain at a glance

In Spain, ISO 13485 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Spanish medical device makers deal with two layers. The legal layer is Real Decreto 192/2023, which regulates operating licences for manufacturing, grouping, sterilisation and import facilities, notified bodies, vigilance and market inspection alongside Regulation (EU) 2017/745, with the Agencia Española de Medicamentos y Productos Sanitarios as competent authority; it does not name ISO 13485. The commercial layer is the supplier approval that device makers, distributors and investors run, where an accredited ISO 13485 certificate is the familiar evidence of a medical-device quality system. Certification is issued by a body accredited by ENAC or another body within the international recognition arrangements, not by Sterling, and it is not a CE marking or a licence. Sterling's Enschede office builds the quality system, design and risk files and internal audit programme for Spanish clients, with Effivity and Sterling Academy included with the engagement.

The need

Who needs ISO 13485 in Spain, and what happens without it

In Spain the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Manufacturers, grouping and sterilisation businesses and importers of medical devicesReal Decreto 192/2023 sets operating licences for facilities carrying out these activities, issued under the AEMPS as competent authority.
  • Contract manufacturers and component suppliers to device makersDevice makers ask suppliers to show a medical-device quality system as part of supplier approval.
  • Distributors and economic operators dealing with the AEMPSThey need quality procedures that support vigilance, traceability and market inspection under the decree.
  • Software and diagnostics start-ups moving into regulated devicesA certified system gives investors and notified bodies a recognisable quality structure.

Requirements

ISO 13485 requirements in Spain

Strip away the vocabulary and ISO 13485 requires a company to prove six things about making medical devices that are safe and work as intended.

Regulatory requirements are built inThe quality system covers the regulatory requirements of each market you supply and your role in the device supply chain.
Design is controlledDesign and development are planned, verified and validated, with changes controlled and a file kept for each device.
Risk management runs through the life cycleRisks to safety and performance are managed from design through production, delivery and use.
Production and suppliers are controlledProduction, process validation, cleanliness, sterilisation where relevant and purchased components are controlled and recorded.
Every device can be tracedIdentification and traceability let you find the components, batches and records behind any device you have released.
Complaints and feedback drive actionComplaints and nonconformities are handled, reported to regulators where required, and closed through corrective and preventive action.

In Spain these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 13485 explained →

Time

How long does ISO 13485 certification take in Spain?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Spain these are the factors that set the timeline.

  • Device classes and number of product families
  • State of design controls and risk management files
  • Supplier and outsourced-process controls
  • Time to show internal audit and management review

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 13485 certification cost in Spain?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Spain these factors move both.

  • Number of sites and product families
  • Regulatory documentation to build or update
  • Complaint, vigilance and corrective action systems to put in place
  • Certification body fees quoted separately from consulting

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 13485 consultants and certification bodies in Spain

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 13485 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Spain are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Audits run in Spanish or English by agreement with the certification body; confirm the language of the audit, the certificate and controlled documents at application, and follow any tender or contract clause.

    Remote and on-site

Remote elements are at the certification body's discretion; manufacturing, sterilisation and storage areas are normally visited on-site.

ISO 13485 in Spain: questions clients ask

Does Real Decreto 192/2023 require ISO 13485?

The decree does not name ISO 13485. It regulates licences for manufacturing, grouping, sterilisation and import facilities, notified bodies, market placement, clinical investigations, vigilance and market inspection alongside Regulation (EU) 2017/745. The standard is a voluntary framework that many manufacturers use to organise the quality system those rules assume. Take regulatory advice on what your device needs.

Which authority is competent for medical devices in Spain?

The Agencia Española de Medicamentos y Productos Sanitarios (AEMPS). Real Decreto 192/2023 designates it as the competent authority referred to in Article 101 of the MDR, independently of the competences of other health authorities. It also decides questions such as the classification of a product. Contact the AEMPS directly for facility licences and market questions.

Does an ISO 13485 certificate give us a CE mark or an AEMPS licence?

No. An ISO 13485 certificate is issued by an accredited certification body and is not a CE marking or an operating licence. Facility licences and market access follow Real Decreto 192/2023 and the MDR, with the AEMPS as competent authority. A certified system can support your files, but each approval has to be obtained from the body that grants it.

Who accredits ISO 13485 certification bodies in Spain?

ENAC, the Entidad Nacional de Acreditación designated by Real Decreto 1715/2010, accredits certification bodies, or you can use a body accredited by another member of the international recognition arrangements. Because accreditation is scope-specific, ask the certification body to show that medical device quality management is within its scope.
