In short

ISO 27701 certification in South Africa at a glance

One South African instrument bears on ISO/IEC 27701. It does not name the standard. So why do buyers in South Africa keep asking for the certificate?

Operators, in POPIA's language, carry much of the country's personal information: payroll bureaux, BPOs, cloud platforms and contact centres processing data for responsible parties. The Protection of Personal Information Act 4 of 2013 requires responsible parties to secure personal information through appropriate, reasonable technical and organisational measures and to make sure operators do the same, and the Information Regulator expects Information Officers to be registered before they take up their duties. The Act offers no certificate. ISO/IEC 27701 fills that gap with an internationally recognised privacy information management system, defining controller and processor controls and the records that show them working, so clients can see evidence rather than promises. Certification is issued by an accredited certification body; ISO/IEC 27701 is not among SANAS's sub-scopes on the IAF legacy listing, so confirm the body's accreditation for it. Sterling's Johannesburg office maps POPIA's conditions to the standard and builds the system, with Sterling Academy training for staff who handle personal information. The route and local questions follow.

The need

Who needs ISO 27701 in South Africa, and what happens without it

In South Africa the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Responsible parties processing personal information at scalePOPIA sets conditions for lawful processing and security safeguards.
  • Operators processing personal information for others (BPOs, cloud and payroll providers)Responsible parties must ensure operators apply security measures; certification gives clients evidence.
  • Organisations with an ISO/IEC 27001 ISMSISO/IEC 27701 extends the ISMS to privacy information management.

ISO 27701 requirements in South Africa

Strip away the vocabulary and ISO/IEC 27701 requires a company to prove six things about how it handles personal data.

You know whose data you hold and whyYou know what personal data you process, for which purposes and on what basis, and whether you act as controller, processor or both.
Privacy has an ownerManagement assigns responsibility for privacy and sets objectives, so everyone who handles personal data knows their role.
You assessed the privacy risksRisks to the people whose data you process are assessed and treated, including when new products and processes are designed.
People can exercise their rightsRequests to access, correct or delete data, and other individual rights, run through a defined and timely process.
Sharing and suppliers are controlledDisclosures, transfers and processors are governed by agreements and checks, so data is used only as agreed.
You can demonstrate itRecords of processing, notices and decisions are kept, and the privacy system is audited and reviewed like any management system.

In South Africa these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 27701 explained →

How Sterling gets a South African company certified

How to get ISO 27701 certified in South Africa

One team from the Johannesburg office carries the work from scoping to certificate. On-site from the Johannesburg (Sandown) office across Gauteng and, by arrangement, other provinces; remote delivery for distributed teams.

  1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
  2. Gap assessment against ISO/IEC 27701 and the South African requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
  3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
  4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.
  5. Certification body stage 1 and stage 2, then surveillanceAn accredited body audits and decides. Sterling supports the audits and the three-year cycle.

Time

How long does ISO 27701 certification take in South Africa?

There is no standard duration: it depends on your scope and on how much of the system already runs. In South Africa these are the factors that set the timeline.

  • Existing ISO/IEC 27001 ISMS and its scope
  • Controller and processor roles across processing activities
  • Records of processing and operator agreements

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 27701 certification cost in South Africa?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In South Africa these factors move both.

  • Number of processing activities and systems
  • Controller and processor scope
  • Certification body audit fees quoted separately from consulting
  • POPIA remediation identified at gap assessment

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 27701 consultants and certification bodies in South Africa

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 27701 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in South Africa are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 27701 in South Africa (2)

    InstrumentHow it treats the standard
Protection of Personal Information Act, 2013 (Act No. 4 of 2013)Expected in practice
Conditions for lawful processing and security safeguards; the Act does not cite ISO/IEC 27701 or require certification.
Information Regulator — Information Officer registrationRegulator requirement
Information Officers take up duties only after registration; part of the evidence a PIMS records.

"Expected in practice" means the instrument asks for the outcomes ISO/IEC 27701 covers without naming a standard, and ISO/IEC 27701 is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in South Africa

Use a certification body accredited for this standard by SANAS or by another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. No body is named here unless its South African accreditation scope has been verified. ISO/IEC 27701 is not among SANAS's sub-scopes on the IAF legacy listing; confirm the body's accreditation for ISO/IEC 27701 specifically. Edition and transition details: ISO/IEC 27701 hub →

    Audit language

English is the usual audit language; agree the audit and document language with the certification body at application.

    Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

ISO 27701 in South Africa: questions clients ask

Does ISO/IEC 27701 certification prove POPIA compliance?

No. POPIA requires compliance with its conditions; it does not cite ISO/IEC 27701 or require any certificate. A privacy information management system helps you organise the evidence, such as records, notices and operator agreements, but it does not replace compliance. For your legal position, consult your counsel or the Information Regulator.

Do we need ISO/IEC 27001 first?

Read the ISO/IEC 27701 hub page for how the current edition relates to ISO/IEC 27001, because that relationship is set by the standard and its edition. In practice many organisations extend an existing ISMS, and an established scope gives you a head start. A gap assessment will tell you what your own position requires.

Who certifies ISO/IEC 27701 in South Africa?

Whichever accredited body holds ISO/IEC 27701 in its scope. Privacy management is absent from SANAS's sub-scopes on the IAF legacy listing, which means a South African body may not be available. You may need one accredited by another member of the mutual recognition arrangements; ask each candidate for proof of its ISO/IEC 27701 accreditation.
