PCI DSS compliance in Singapore at a glance
In Singapore, PCI DSS is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.
Card data moves through Singapore at scale — regional payment processors, fintechs, e-commerce platforms, airlines, hotels and contact centres handling transactions for overseas clients all store, process or transmit it. PCI DSS is the card industry's standard, owned by the PCI Security Standards Council and enforced through the payment brands and acquirers rather than by a Singapore regulator. Compliance is validated either by a Qualified Security Assessor, an independent firm qualified by the Council, or through a self-assessment questionnaire, depending on what the acquirer or brand requires; no regulator issues a PCI certificate. Locally, two other layers sit beside it: MAS expects financial institutions to manage technology risk, and the Cybersecurity Act 2018 licenses penetration testing providers, which matters when choosing who tests the cardholder data environment. Sterling scopes the environment, reduces it through segmentation, closes gaps and prepares evidence for the QSA or the self-assessment from its Singapore office. Local questions follow.

Take the PCI DSS readiness checkPCI DSS requirements in Singapore
Strip away the vocabulary and PCI DSS asks any business that stores, processes or transmits card data to comply in six areas.
In Singapore these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: PCI DSS explained →

How long does PCI DSS compliance take in Singapore?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Singapore these are the factors that set the timeline.
- Size of the cardholder data environment and segmentation
- Number of third-party service providers in scope
- Evidence of quarterly scans and penetration testing
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does PCI DSS compliance cost in Singapore?
The cost has two parts: the consulting work to build and prove the system, and any external assessor’s fees, which are quoted separately. In Singapore these factors move both.
- Scope of the cardholder data environment
- QSA fees quoted separately from consulting
- Technical remediation (encryption, logging, segmentation)
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
PCI DSS consultants and assessors in Singapore
Two different organisations are involved. A consultant helps you build the system and prove it works; your regulators, customers and auditors then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers PCI DSS and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Singapore are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

PCI DSS in Singapore: questions clients ask
Is PCI DSS a Singapore law?
No. It is the card industry's standard, enforced through payment brands and acquirers rather than by a Singapore statute. If you accept or process cards, your acquirer tells you what to validate. Raise any legal question with your counsel. Your acquirer's contract is the document to read first.
Do we need a QSA or a self-assessment?
That depends on the payment brands, your acquirer and your transaction volume. A Qualified Security Assessor, qualified by the PCI Security Standards Council, validates adherence where required; otherwise a self-assessment may be accepted. Ask your acquirer which route applies to you.
Can a CSA-licensed penetration testing provider do our PCI testing?
Not automatically. CSA licenses penetration testing providers in Singapore, but PCI DSS testing requirements still apply on top of that licensing. Check the requirement in the standard and with your assessor before choosing a provider. A licence alone does not settle whether the test meets the standard's requirements.
