ISO 13485 certification in Singapore at a glance

HSA requires ISO 13485 for the organisations it covers. Most Singapore buyers ask for it anyway.

Health Sciences Authority licensing makes ISO 13485 a legal matter for Singapore medical device dealers. To hold a manufacturer's dealer's licence for Class B, C or D devices, a company needs ISO 13485 certification from a certification body accredited by the Singapore Accreditation Council, or an MDSAP certificate; for Class A, a declaration of conformity to ISO 13485 is accepted. Importers and wholesalers may choose ISO 13485 or GDPMDS certification on the same accredited basis. That makes the choice of certification body a licensing question, not only a commercial one — the body's SAC accreditation scope must cover the standard and the device types. ISO 13485 itself asks for risk-based controls across design, production, suppliers, sterilisation and special processes, and post-market feedback. Sterling implements the quality system from its Singapore office, with Effivity for document and record control and Sterling Academy for internal auditor training, and prepares the team for the certification audit that supports the HSA application. Local questions follow.

The need

Who needs ISO 13485 in Singapore, and what happens without it

For some organisations in Singapore it is a legal requirement. For most, the question comes from a buyer, a regulator or a partner that wants proof before it signs. These are the organisations that get asked.

  • Medical device manufacturers (Class B, C and D)HSA requires ISO 13485 certification from SAC-accredited certification bodies (or MDSAP).
  • Importers and wholesalers of medical devicesHSA accepts ISO 13485 or GDPMDS certification for Class B, C and D.
  • Class A device manufacturersDeclaration of conformity to ISO 13485 accepted.
  • Contract manufacturers and precision engineering suppliers to device makersSAC lists ISO 13485 among key certifications for precision engineering.

ISO 13485 requirements in Singapore

Strip away the vocabulary and ISO 13485 requires a company to prove six things about making medical devices that are safe and work as intended.

Regulatory requirements are built inThe quality system covers the regulatory requirements of each market you supply and your role in the device supply chain.
Design is controlledDesign and development are planned, verified and validated, with changes controlled and a file kept for each device.
Risk management runs through the life cycleRisks to safety and performance are managed from design through production, delivery and use.
Production and suppliers are controlledProduction, process validation, cleanliness, sterilisation where relevant and purchased components are controlled and recorded.
Every device can be tracedIdentification and traceability let you find the components, batches and records behind any device you have released.
Complaints and feedback drive actionComplaints and nonconformities are handled, reported to regulators where required, and closed through corrective and preventive action.

In Singapore these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 13485 explained →

Time

How long does ISO 13485 certification take in Singapore?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Singapore these are the factors that set the timeline.

  • Device classes and product families in scope
  • Design and development records available
  • Supplier controls and sterilisation or special processes

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 13485 certification cost in Singapore?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Singapore these factors move both.

  • Number of device families and sites
  • Certification body audit fees quoted separately from consulting
  • Validation of special processes

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 13485 consultants and certification bodies in Singapore

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 13485 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Singapore are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

HSA — Quality Management System for medical devices (dealer's licence)Requires
ISO 13485 certification from certification bodies accredited by SAC (or MDSAP) for manufacturers of Class B, C and D devices; ISO 13485 or GDPMDS for importers and wholesalers.

Accreditation, audit language and remote audits in Singapore

For HSA dealer's licence purposes the certificate must come from a certification body accredited by SAC, or be an MDSAP certificate. Check that the body's SAC accreditation scope covers ISO 13485 and your device types. No body is named here unless verified. Edition and transition details: ISO 13485 hub →

    Audit language

English audits are the norm; agree the audit and document language with the certification body at application.

    Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

ISO 13485 in Singapore: questions clients ask

    Does HSA require ISO 13485?

Yes, for many. HSA's dealer's licence rules expect manufacturers of Class B, C and D medical devices to hold ISO 13485 certification, whereas for Class A devices a declaration of conformity to ISO 13485 is enough. Check your device classification with HSA, since your class decides which applies.

Must the certification body be SAC-accredited?

For HSA dealer's licence purposes, yes: the certificate must come from a certification body accredited by SAC, unless you hold an MDSAP certificate instead. Before you sign, confirm that the body's SAC accreditation scope covers ISO 13485 and your type of device.

We only import devices — ISO 13485 or GDPMDS?

Either is accepted for importers and wholesalers of Class B, C and D devices, as long as the certificate comes from a SAC-accredited body or you hold MDSAP certification. Class A needs only a declaration of conformity. Choose on what your overseas suppliers and local customers recognise.
