In short

ISO 37301 certification in Qatar at a glance

In Qatar, ISO 37301 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

A Qatari financial institution may answer to several rulebooks at once. Qatar Central Bank issues technology risk, insurance cyber security and data handling texts, NCSA administers the PDPPL, and firms in the Qatar Financial Centre also work under their own regulatory authority and data protection regulations. Keeping those obligations current, owned and evidenced is what ISO 37301 formalises: a compliance management system with a register of obligations, risk assessment, controls, monitoring, reporting and improvement. The standard is voluntary, so it works as a voluntary signal to regulators, clients and boards. Accredited certification bodies issue the certificate, within the Global ACI arrangements, and the GCC Accreditation Centre (GAC) serves Qatar. Sterling builds the register and the system from Sterling's Dubai office, with Effivity and Sterling Academy included, and with 8,100+ client engagements in 60+ countries behind the method.

The need

Who needs ISO 37301 in Qatar, and what happens without it

In Qatar the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Banks, insurers and exchange houses under QCBSeveral QCB texts set obligations on technology, data handling and cyber security that need a managed register.
  • Firms in the Qatar Financial CentreThe centre has its own regulatory authority and data protection regime alongside national law.
  • Organisations handling personal dataObligations under the PDPPL need an owner, a register and monitoring.
  • Groups spanning onshore and free-zone entitiesMore than one rulebook applies inside one group.

Requirements

ISO 37301 requirements in Qatar

Strip away the vocabulary and ISO 37301 requires a company to prove six things about how it meets its legal and other obligations.

You know your obligationsObligations from laws, regulators, contracts and voluntary commitments are identified and kept current.
The governing body and management leadThe governing body and top management set the compliance policy and support a culture in which compliance is expected.
A compliance function has authorityA compliance function is resourced, independent enough to act and has direct access to the governing body.
Compliance risks are assessedRisks of failing to meet obligations are assessed, and controls are designed in proportion to them.
Concerns are raised and handledPeople can raise concerns without fear of retaliation, and suspected breaches are investigated and corrected.
You monitor and reportCompliance performance is monitored, reported to leadership, audited and reviewed so the system improves.

In Qatar these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 37301 explained →

How Sterling gets a Qatari company certified

How to get ISO 37301 certified in Qatar

One team from the Dubai office carries the work from scoping to certificate. Clients in Qatar are served from Sterling's Dubai office (GCC), on-site where the work needs it and remotely otherwise.

    1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
    2. Gap assessment against ISO 37301 and the Qatari requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
    3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
    4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.
    5. Certification body stage 1 and stage 2, then surveillanceAn accredited body audits and decides. Sterling supports the audits and the three-year cycle.
    Included in every engagement
    • End to end, from one team
    • Effivity ISO & GRC software
    • Preferential Sterling Academy access, with complimentary awareness training for your people

      Time

How long does ISO 37301 certification take in Qatar?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Qatar these are the factors that set the timeline.

      • Completeness of the obligations register across regulators
      • Number of regulators and regimes involved
      • Monitoring and internal audit evidence before stage 2
      • Certification body scheduling around Ramadan and Eid

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

      Cost

How much does ISO 37301 certification cost in Qatar?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Qatar these factors move both.

      • Number of entities, sites and regimes in scope
      • Depth of compliance risk assessment
      • Certification body audit fees, quoted separately from consulting
      • Training and culture work

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

        Choosing a partner

ISO 37301 consultants and certification bodies in Qatar

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

        • Check that the body’s accreditation or approval covers ISO 37301 and your sector, and that its certificates can be verified online.
        • Ask the consultant how the local requirements in Qatar are mapped into the same system, so nothing runs twice.
        • Ask for client references in your sector; Sterling’s client letters are available on request.
        • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Qatar

Use a certification body accredited for ISO 37301 by an accreditation body within the international mutual recognition arrangements now run by Global ACI (Global Accreditation Cooperation Incorporated). The GCC Accreditation Centre (GAC) serves Qatar, as ILAC lists it; check that the accreditation scope covers the standard and your sector. No body is named here unless its Qatar accreditation scope has been verified. Edition and transition details: ISO 37301 hub →

          Audit language

Agree the audit and document language with the certification body at application; Arabic and English are both used in the market, and a regulator or government buyer may set its own language requirement.

          Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

ISO 37301 in Qatar: questions clients ask

What does a compliance management system add for a QCB-supervised firm?

A single register of obligations drawn from several QCB texts, with owners, controls and monitoring. QCB's technology risk, insurance cyber and data handling texts each set separate duties. A managed system keeps them current and evidenced, though it does not replace the regulator's own assessment.

Is ISO 37301 recognised by Qatari regulators?

QCB's technology risk text names information security standards rather than this one. The certificate is a voluntary signal of a managed compliance process, not a supervisory requirement, so confirm with your regulator whether it carries any weight before you plan around it.

How does the QFC change the compliance picture?

The Qatar Financial Centre has its own regulatory authority, civil and commercial court and data protection regime. A firm there may deal with the QFC framework and national law at once. A compliance register that separates the regimes helps; counsel should confirm which applies.

Who can certify a compliance management system?

Only an accredited certification body can issue it, with accreditation from a body within the Global ACI arrangements; ILAC lists the GCC Accreditation Centre (GAC) as serving Qatar. Before appointing anyone, confirm that compliance management systems appear in the accreditation scope, as this is a newer area.
