In short

PCI DSS compliance in Portugal at a glance

In Portugal, PCI DSS is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Card data turns up in unexpected places in Portugal, notably in the shared-services and customer-service centres that Portugal Global describes handling finance and support work for clients abroad, where agents take payments or process refunds. Those clients, and the acquirers and payment brands behind them, expect PCI DSS evidence. It is validated by a Qualified Security Assessor through a Report on Compliance, or by self-assessment where the brands allow it, and no Portuguese authority issues a certificate. DORA adds supplier due diligence for firms supervised by Banco de Portugal, the CMVM and the insurance supervisor. Sterling's Enschede office scopes the cardholder data environment, builds segmentation and controls and prepares the evidence pack, with Effivity and Sterling Academy included in the engagement. Sterling does not validate.

The need

These are the organisations in Portugal that most often need to show PCI DSS.

  • BPOs and shared-services centres handling card data for overseas clientsPortugal Global lists customer service and finance among the functions centres perform, and card refunds or payments bring them into PCI DSS scope.
  • Payment service providers and fintech firmsBanks and payment firms supervised by Banco de Portugal depend on their providers' security evidence.
  • Merchants and e-commerce businesses accepting cardsAcquirers and payment brands set validation levels for them.
  • Software and hosting firms whose products store, process or transmit card dataCustomers ask them for an attestation of compliance.

Requirements

PCI DSS requirements in Portugal

Strip away the vocabulary and PCI DSS asks any business that stores, processes or transmits card data to comply in six areas.

You know where card data livesThe cardholder data environment is scoped, data flows are mapped and the environment is segmented where possible.
Networks are protectedNetwork security controls restrict traffic to and from systems that handle card data, and configurations are hardened.
Stored data is minimised and protectedOnly the card data you need is kept, sensitive authentication data is not retained after authorisation except under issuer rules, and the rest is protected.
Access is restricted and authenticatedAccess to card data is limited to people who need it, with unique IDs and multi-factor authentication where required.
Systems are logged and testedActivity is logged and reviewed, vulnerabilities are scanned and patched, and penetration testing is carried out.
Policies and people keep it runningSecurity policies, staff awareness, vendor management and incident response keep controls working between assessments.

In Portugal these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: PCI DSS explained →

Time

How long does PCI DSS compliance take in Portugal?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Portugal these are the factors that set the timeline.

  • Cardholder data flows and the size of the cardholder data environment
  • Maturity of network segmentation, access and logging controls
  • Service-provider or merchant level set by acquirers or brands
  • Assessor availability and customer deadlines

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does PCI DSS compliance cost in Portugal?

The cost has two parts: the consulting work to build and prove the system, and any external assessor’s fees, which are quoted separately. In Portugal these factors move both.

  • Size of the cardholder data environment and number of systems
  • Segmentation, tokenisation or encryption remediation
  • Assessor fees, quoted separately from consulting
  • Scanning, testing and evidence effort

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

PCI DSS consultants and assessors in Portugal

Two different organisations are involved. A consultant helps you build the system and prove it works; your regulators, customers and auditors then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers PCI DSS and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Portugal are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive PCI DSS in Portugal (4)

    InstrumentHow it treats the standard
    PCI Security Standards CouncilScheme rule
The Council describes itself as the global forum that develops and disseminates the account data security standards, and its qualified professionals programme lists the assessors payment brands rely on.
Regulation (EU) 2022/2554 (DORA), with Banco de Portugal, the CMVM and the insurance supervisor as national authoritiesThe regulation itself
Its chapters cover ICT risk management, ICT incident management and reporting, digital operational resilience testing and ICT third-party risk, and it refers to an ICT business continuity policy; the Portuguese authorities are named in Decreto-Lei n.º 125/2025.
Portugal Global (AICEP) description of shared services and global business servicesMarket driver
Portugal Global lists the sector among key industries and names finance, human resources, procurement, customer service, IT and compliance among the functions the centres perform.
CNCS Regulamento n.º 756/2026 (voluntary certification and the national reference framework)Regulator instrument
Essential and important entities may benefit from a presumption of compliance when they give the competent authority a certificate from a duly accredited certification body, and the text lists ISO/IEC 27001 where the scope fully covers the networks and systems behind the regulated services.

Accreditation, audit language and remote audits in Portugal

Compliance, not certification: PCI DSS is validated through a Report on Compliance by a Qualified Security Assessor or through a self-assessment questionnaire, as the payment brands and acquirers require. Sterling prepares the scope, controls and evidence; it does not validate. Edition and transition details: PCI DSS hub →

    Audit language

Portuguese is the official language and English is widely used in international business. Agree the audit language and the language of controlled documents with the certification body at application, and follow any language requirement in a contract or a regulator's procedure.

    Remote and on-site

Scoping and gap work can be remote or on site; the assessor decides how much fieldwork is on site.

PCI DSS in Portugal: questions clients ask

Who validates PCI DSS compliance for a Portuguese company?

A Qualified Security Assessor issues a Report on Compliance, or the company completes a self-assessment questionnaire, depending on what its acquirer and the payment brands require. The PCI Security Standards Council runs the assessor programme. No Portuguese authority validates compliance, and Sterling prepares the evidence without assessing it.

Does Portuguese law require PCI DSS?

Not directly. PCI DSS is a payment industry standard enforced through contracts with acquirers and brands. DORA, which applies from 17 January 2025, covers ICT risk and third-party risk for financial entities under Banco de Portugal, the CMVM and the insurance supervisor, but does not name PCI DSS. Check your acquirer's rules for the obligation.

Why do Portuguese BPOs and shared-services centres need PCI DSS?

Because they handle card data for other companies. Portugal Global lists customer service and finance among centre functions, and when agents take payments, process refunds or store card details for overseas clients, those clients require evidence under PCI DSS. Scope depends on the call and payment flow, so map it before choosing a validation route.

Does the CNCS presumption of compliance cover PCI DSS?

No. The CNCS regulation's list of schemes that support a presumption of compliance names ISO/IEC 27001, the national EC QNRCS scheme, the Selo Digital specification for public entities and other schemes the authority approves. PCI DSS is a payment standard with its own validation. Ask the CNCS if you want evidence recognised under the cyber regime.
