In short

ISO 50001 certification in Portugal at a glance

Decreto-Lei n.º 68-A/2015 and the SGCIE energy-audit regime run by the DGEG is the instrument itself: it applies to the organisations within its scope, and buyers and partners in Portugal ask for evidence that you meet it.

Energy management in Portugal has a regulatory hook. DGEG runs the SGCIE, which requires periodic energy audits and rationalisation plans for installations consuming at or above 500 tep a year, and Decreto-Lei n.º 68-A/2015 releases companies that are not SMEs from the separate audit duty when they run a certified energy or environmental management system whose audits meet its criteria. Neither text names ISO 50001, but the standard is the established way to run such a system. The certificate comes from a body accredited by IPAC, never from Sterling. Sterling's Enschede office builds the energy review, baseline, indicators and action plans and rehearses the audit, with Effivity and Sterling Academy included with the engagement. DGEG or your counsel can confirm whether the exemption applies.

The need

Who needs ISO 50001 in Portugal, and what happens without it

In Portugal the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Installations inside the SGCIE regimeDGEG's regime applies to installations consuming at or above 500 tep a year and requires periodic energy audits and rationalisation plans.
  • Companies that are not SMEs seeking relief from separate energy auditsDecreto-Lei n.º 68-A/2015 releases them where a certified energy or environmental management system meets the decree's criteria.
  • Energy-intensive industrial exportersPortugal Global presents advanced manufacturing, automotive and chemicals as significant export industries with energy-heavy processes.
  • Ports, logistics and free-zone operatorsSines and Madeira's industrial free trade zone host industrial and cargo activity with sizeable energy use.

ISO 50001 requirements in Portugal

Strip away the vocabulary and ISO 50001 requires a company to prove six things about how it manages and improves energy performance.

You know where the energy goesAn energy review shows how energy is used and consumed and identifies the areas of significant energy use.
Baselines and indicators are setEnergy performance is measured against a baseline using indicators that suit your operations.
Leadership commits to improvementTop management sets an energy policy, objectives and targets, and appoints a team with authority to act.
Significant uses are controlledOperation, maintenance and design affecting significant energy uses follow defined criteria, and energy is considered in purchasing.
Data is collected and checkedEnergy data is planned, measured and analysed so that improvement can be demonstrated rather than assumed.
Performance actually improvesAction plans are delivered, results are evaluated, and the system is audited and reviewed so energy performance keeps improving.

In Portugal these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 50001 explained →

How Sterling gets a Portuguese company certified

How to get ISO 50001 certified in Portugal

One team from the Enschede office carries the work from scoping to certificate. Clients in Portugal are served from Sterling's Enschede office, on-site where the work needs it and remotely otherwise.

  1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
  2. Gap assessment against ISO 50001 and the Portuguese requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
  3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
  4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.
  5. Certification body stage 1 and stage 2, then surveillanceAn accredited body audits and decides. Sterling supports the audits and the three-year cycle.

Time

How long does ISO 50001 certification take in Portugal?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Portugal these are the factors that set the timeline.

  • Energy uses, meters and baseline data available
  • Whether the site is inside the SGCIE regime or a non-SME company seeking an audit exemption
  • Maturity of energy review, performance indicators and action plans
  • Certification body scheduling around the Portuguese summer holiday period

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 50001 certification cost in Portugal?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Portugal these factors move both.

  • Size and number of energy-intensive sites
  • Metering and data collection upgrades
  • Certification body audit fees, quoted separately from consulting
  • Energy review and action plan effort

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 50001 consultants and certification bodies in Portugal

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 50001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Portugal are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 50001 in Portugal (4)

    InstrumentHow it treats the standard
Decreto-Lei n.º 68-A/2015 and the SGCIE energy-audit regime run by the DGEGThe instrument itself
Companies that are not SMEs and run an energy or environmental management system certified by a body accredited under Regulation (CE) n.º 765/2008 are released from the periodic energy-audit duty if the system's audits meet the decree's minimum criteria; the text does not name ISO 50001 or ISO 14001.
DGEG's description of the SGCIERegulator page
The SGCIE promotes energy efficiency and monitors consumption of intensive energy users through periodic audits, rationalisation plans and agreements with DGEG; exceptions include autonomous cogeneration, transport companies and fleets, buildings covered by Decreto-Lei n.º 101-D/2020 and installations in the EU emissions trading scheme.
IPAC (Instituto Português de Acreditação, I.P.) as Portugal's national accreditation bodyRecognition
IPAC's general regulation describes it as the national accreditation body under Regulation (EC) No 765/2008, covering testing and calibration laboratories, clinical laboratories, inspection, certification, validation and verification bodies.
    EA directory entry for IPACRecognition
The European co-operation for Accreditation lists IPAC as an MLA signatory with scopes that include management system certification, product certification, certification of persons, inspection, calibration, testing and validation and verification.

Accreditation, audit language and remote audits in Portugal

Choose a certification body accredited for ISO 50001 by IPAC, Portugal's national accreditation body, or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Check that the body's accreditation scope covers the standard and your sector. The energy decree speaks of a certified energy or environmental management system and does not name the standard. No body is named here. Edition and transition details: ISO 50001 hub →

    Audit language

Portuguese is the official language and English is widely used in international business. Agree the audit language and the language of controlled documents with the certification body at application, and follow any language requirement in a contract or a regulator's procedure.

    Remote and on-site

Stage 1 and stage 2 audits are normally on site because energy uses, metering and operational controls must be seen; document review can be partly remote.

ISO 50001 in Portugal: questions clients ask

Which installations does the Portuguese SGCIE regime cover?

DGEG says it applies to energy-intensive installations consuming at or above 500 tep a year. Autonomous cogeneration plants, transport companies and fleets, buildings under Decreto-Lei n.º 101-D/2020 and installations in the EU emissions trading scheme are excluded. Confirm your own status with DGEG or your counsel.

Can a certified energy management system replace energy audits in Portugal?

For companies that are not SMEs, potentially. Decreto-Lei n.º 68-A/2015 excuses the periodic energy audit where an energy or environmental management system is certified by a body accredited under Regulation (CE) n.º 765/2008 and its audits meet the decree's minimum criteria. Ask DGEG whether your system qualifies.

    Does DGEG name ISO 50001?

Not in the texts cited here. The SGCIE description and Decreto-Lei n.º 68-A/2015 refer to audits, rationalisation plans and to a certified energy or environmental management system, without naming ISO 50001. The standard is a recognised way to run such a system, so check with DGEG that your approach satisfies the audit criteria.

Who accredits ISO 50001 certification bodies in Portugal?

IPAC, the national accreditation body, whose accreditation the decree's wording points to through Regulation (CE) n.º 765/2008. The EA directory lists IPAC as an MLA signatory with a management system certification scope. Verify the certification body's IPAC scope for energy management before relying on its certificate.
