ISO 20000-1 certification in Portugal at a glance
Decreto-Lei n.º 125/2025, annex on ICT service management (business to business) is the instrument itself: it applies to the organisations within its scope, and buyers and partners in Portugal ask for evidence that you meet it.
IT service management has moved closer to regulation in Portugal. Decreto-Lei n.º 125/2025 brings managed service providers into the cybersecurity regime, DORA makes banks and insurers answer for ICT third-party risk, and Portugal Global lists IT among the functions its shared-services centres perform for group companies and clients abroad. ISO/IEC 20000-1 does not appear in those texts, but it gives providers an audited structure for incidents, problems, changes, service levels and suppliers, which customers recognise. The certificate is issued by a body accredited by IPAC, never by Sterling. Sterling's Enschede office maps the service catalogue, builds the processes, prepares evidence and rehearses the audit, with Effivity and Sterling Academy included in the engagement. Confirm customer requirements before selecting scope, since service management certificates vary in what they cover and customers read the scope statement closely.
Who needs ISO 20000-1 in Portugal, and what happens without it
In Portugal the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Managed service providersDecreto-Lei n.º 125/2025 lists managed service providers under business-to-business ICT service management within the cybersecurity regime.
- IT service desks and infrastructure teams inside shared-services centresPortugal Global names IT among the functions these centres perform for group companies and clients.
- ICT suppliers to banks, insurers and investment firmsDORA's chapters on ICT incident management and third-party risk reach the suppliers of financial entities supervised by Banco de Portugal, the CMVM and the insurance supervisor.
- Software and digital service companies with enterprise customersA certified service management system shows incident, change and service level discipline to customers.

Strip away the vocabulary and ISO/IEC 20000-1 requires a company to prove six things about how it plans and delivers IT services.
In Portugal these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 20000-1 explained →

The Sterling Promise: 100% on-time completion, 100% success, 8,100+ client engagements.Sterling does not certify. Certification decisions stay with independent bodies.
How long does ISO 20000-1 certification take in Portugal?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Portugal these are the factors that set the timeline.
- Range of services and customers in scope
- Maturity of incident, problem, change and service-level processes
- Use of subcontractors and suppliers within the service chain
- Certification body scheduling around the Portuguese summer holiday period
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 20000-1 certification cost in Portugal?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Portugal these factors move both.
- Number of services, sites and service desks in scope
- Tooling and process remediation
- Certification body audit fees, quoted separately from consulting
- Service reporting and continual improvement effort
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 20000-1 consultants and certification bodies in Portugal
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 20000-1 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Portugal are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive ISO 20000-1 in Portugal (4)
| Instrument | How it treats the standard |
|---|---|
| Decreto-Lei n.º 125/2025, annex on ICT service management (business to business) | The instrument itself The annex lists managed service providers under information and communication technology service management between companies, bringing them within the cybersecurity regime; it does not name ISO/IEC 20000-1. |
| Regulation (EU) 2022/2554 (DORA), with Banco de Portugal, the CMVM and the insurance supervisor as national authorities | The regulation itself Its chapters cover ICT risk management, ICT incident management and reporting, digital operational resilience testing and ICT third-party risk, and it refers to an ICT business continuity policy; the Portuguese authorities are named in Decreto-Lei n.º 125/2025. |
| Portugal Global (AICEP) description of shared services and global business services | Market driver Portugal Global lists the sector among key industries and names finance, human resources, procurement, customer service, IT and compliance among the functions the centres perform. |
| IPAC (Instituto Português de Acreditação, I.P.) as Portugal's national accreditation body | Recognition IPAC's general regulation describes it as the national accreditation body under Regulation (EC) No 765/2008, covering testing and calibration laboratories, clinical laboratories, inspection, certification, validation and verification bodies. |
Accreditation, audit language and remote audits in Portugal
Choose a certification body accredited for ISO/IEC 20000-1 by IPAC, Portugal's national accreditation body, or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Check that the body's accreditation scope covers the standard and your sector. No body is named here. Edition and transition details: ISO/IEC 20000-1 hub →
Audit language
Portuguese is the official language and English is widely used in international business. Agree the audit language and the language of controlled documents with the certification body at application, and follow any language requirement in a contract or a regulator's procedure.
Remote and on-site
Stage 1 and stage 2 audits are normally on site or at the service desk, with remote observation of tooling and records at the certification body's discretion.
ISO 20000-1 in Portugal: questions clients ask
Are managed service providers covered by the Portuguese cybersecurity regime?
Yes. The annex to Decreto-Lei n.º 125/2025 lists managed service providers under ICT service management between companies, so they can be essential or important entities depending on size and the criteria in the law. Whether your company is covered is for the CNCS or your counsel to confirm.
Does DORA require ISO/IEC 20000-1 from ICT suppliers in Portugal?
No, DORA does not name the standard. It places responsibility on the financial entity for ICT third-party risk, incident management and resilience testing, under Banco de Portugal, the CMVM and the insurance supervisor. A certified service management system can help answer a customer's due diligence, but the customer decides what evidence it accepts.
Which IT functions do Portuguese shared-services centres perform?
Portugal Global lists IT among the functions alongside finance, human resources, procurement, customer service and compliance. For centres that run service desks and infrastructure for foreign group companies, ISO/IEC 20000-1 gives the service management structure customers can audit. Each customer sets its own requirements.
Who issues an ISO/IEC 20000-1 certificate in Portugal?
Certificates are issued by accredited certification bodies, and Sterling issues none. In Portugal that means a body holding IPAC accreditation, or an equivalent, whose scope covers IT service management. Request the scope document, and expect Sterling to have your service processes and internal audit ready beforehand.
