ISO 13485 certification in Portugal at a glance
In Portugal, ISO 13485 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.
For medical device makers selling into Portugal and the wider EU, Infarmed's guidance is clear: CE marking is the precondition, higher-risk classes need a notified body, and the manufacturer may choose any designated body in any Member State. Infarmed does not name ISO 13485, yet its conformity routes rest on a quality management system, which is why the standard is the usual foundation. Portugal Global describes a health industry that spans research, production and support services, so contract manufacturers and suppliers to device makers also ask for it. An ISO 13485 certificate comes from a body accredited by IPAC, never from Sterling. Sterling's Enschede office builds design controls, risk management and post-market procedures, with Effivity and Sterling Academy included with the engagement.
Who needs ISO 13485 in Portugal, and what happens without it
In Portugal the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Medical device manufacturers placing products on the EU market from PortugalInfarmed says CE marking is a precondition for market access, and conformity routes under the EU regulations rest on a quality management system.
- Manufacturers outside the EEA appointing a Portuguese-based representativeInfarmed explains that a manufacturer outside the EEA needs a written mandate with an entity in the Union, which then answers to the authorities.
- Contract manufacturers and component suppliers to device makersDevice manufacturers pass quality system expectations to their suppliers, who then show a certified system.
- Importers, distributors and companies building a health products portfolioPortugal Global describes a growing health industry with an international focus that spans research, production and support services.

Strip away the vocabulary and ISO 13485 requires a company to prove six things about making medical devices that are safe and work as intended.
In Portugal these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 13485 explained →

How long does ISO 13485 certification take in Portugal?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Portugal these are the factors that set the timeline.
- Device classes and whether a notified body is involved
- Maturity of design controls, risk management and post-market surveillance
- Number of sites and outsourced processes
- Certification body scheduling and any regulatory submission dates
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 13485 certification cost in Portugal?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Portugal these factors move both.
- Scope, device range and number of sites
- Depth of design, validation and traceability remediation
- Certification body audit fees, quoted separately from consulting
- Clinical evaluation and technical documentation work running alongside
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 13485 consultants and certification bodies in Portugal
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 13485 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Portugal are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Portugal
Choose a certification body accredited for ISO 13485 by IPAC, Portugal's national accreditation body, or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Check that the body's accreditation scope covers the standard and your sector. An ISO 13485 certificate is separate from the notified body's conformity assessment certificate under the EU device regulations; Infarmed designates notified bodies based in Portugal. No body is named here. Edition and transition details: ISO 13485 hub →
Audit language
Portuguese is the official language and English is widely used in international business. Agree the audit language and the language of controlled documents with the certification body at application, and follow any language requirement in a contract or a regulator's procedure.
Remote and on-site
Audits are on site because design, production, cleanroom and sterilisation controls must be seen; document review can be partly remote.
ISO 13485 in Portugal: questions clients ask
Does Infarmed require ISO 13485 certification?
Infarmed's pages on conformity assessment and notified bodies do not name ISO 13485. They set out the EU regulations' routes, in which CE marking follows a conformity assessment, and some routes rest on a quality management system. A certificate under the standard is voluntary evidence. Confirm your route with a notified body and your counsel.
When does a Portuguese device manufacturer need a notified body?
According to Infarmed, under Regulation (EU) 2017/745, sterile class I devices, devices with a measuring function, reusable surgical instruments, and devices in classes IIa, IIb and III need a notified body. Other cases follow different conformity routes. Check your device classification before you plan the quality system.
Can a Portuguese manufacturer choose a notified body in another country?
Yes. Infarmed states that the manufacturer may choose any notified body designated under the regulation, whichever Member State it sits in. Infarmed itself designates and monitors notified bodies based in Portugal. That choice is separate from picking an ISO 13485 certification body, which must be accredited for the standard by IPAC or an equivalent body.
Who represents a non-EEA device manufacturer in Portugal?
An authorised representative, called a mandatário, established in the Union and appointed by written mandate. Infarmed explains that this entity acts for the manufacturer and can be approached by the authorities, with an exception for Türkiye because of its customs union with the EU. Registration details are set out on Infarmed's registration page.
