ISO and GRC certification in Manila at a glance

Manila's case for certification starts at the quay. The Port of Manila runs on ICTSI terminals: the Manila International Container Terminal, which ICTSI describes as the country's largest international container terminal, NorthPort for domestic inter-island cargo from Tondo, and Manila Multipurpose Terminal for bulk and breakbulk at Manila Harbour Centre, a special economic zone created by presidential proclamation. Away from the waterfront, the University of the Philippines' Philippine General Hospital makes health care a major local employer, and the Metropolitan Manila Development Authority supervises solid waste disposal and other metro-wide services under Republic Act No. 7924. The City of Manila licenses local businesses under its Revised Charter. National law, regulators and accreditation are covered on the Philippines page rather than repeated here. Sterling's Manila office serves port-side operators, hospitals and city suppliers, bringing 20+ years, 8,100+ client engagements in 60+ countries, and Effivity and Sterling Academy included with the engagement. Accredited certification bodies issue the certificates.

Manila is the Philippines' port city and the historic core of Metro Manila. The Port of Manila, run through ICTSI's container, domestic and multipurpose terminals, anchors trade, and a PEZA economic zone on the Tondo waterfront sits beside it. The University of the Philippines' Philippine General Hospital makes the city a major hospital centre, while Metropolitan Manila's metro-wide services are co-ordinated by a statutory authority.

  • Port trade and logistics: The Manila International Container Terminal, which ICTSI describes as one of the three terminals in the Port of Manila and the country's largest international container terminal, and NorthPort, which ICTSI describes as the domestic gateway for passenger, inter-island and container handling at Manila North Harbor in Tondo. Standards asked for: ISO 9001, ISO 22301, ISO 45001, ISO 14001, ISO/IEC 27001
  • Bulk and breakbulk cargo at Manila Harbour Centre: Manila Multipurpose Terminal, which ICTSI says runs the largest international breakbulk and bulk operations at the Port of Manila, on the Manila Harbour Centre site in Vitas, Tondo, an economic zone created by Proclamation No. 1260. Industrial areas and zones in Manila

  • Manila Harbour Centre Special Economic Zone (PEZA special economic zone created by Proclamation No. 1260, Vitas, Tondo): port-side multipurpose cargo
  • Manila International Container Terminal (ICTSI terminal concession within the Port of Manila): international container cargo
  • Manila North Harbor (NorthPort) (ICTSI terminal operator, Manila North Harbor Port, Inc.): domestic inter-island cargo, passengers, containers

Local authorities

  • City of Manila (Revised Charter, Republic Act No. 409): The charter empowers the city to grant, refuse and revoke municipal licences and permits and to tax and regulate businesses such as hotels and restaurants.
  • Metropolitan Manila Development Authority (Republic Act No. 7924): Plans, supervises and co-ordinates metro-wide services in Metro Manila, including solid waste disposal and management, without displacing local government units on purely local matters.

National laws, regulators and accreditation are on the Philippines page.

Ports and logistics

  • Port: Port of Manila (Manila International Container Terminal, Manila North Harbor and Manila Multipurpose Terminal, operated by ICTSI companies)
  • Airport: Ninoy Aquino International Airport, operated by the Manila International Airport Authority

Container, domestic and bulk cargo all pass through the Port of Manila, so shippers, forwarders and warehouse operators in the city answer to buyers on quality, safety and continuity.

Questions Manila clients ask

Who supports ISO and GRC projects for companies in Manila?

Sterling's Manila office is based in the city, so port operators, hospitals and suppliers can be visited on their own sites and worked with remotely between visits. Effivity and Sterling Academy come with the engagement. Sterling readies you for assessment, and an accredited certification body that you choose issues the certificate.

Which Port of Manila terminals sit inside the city?

Three ICTSI-run terminals are described on ICTSI's own pages: the Manila International Container Terminal at the mouth of the Pasig River, NorthPort at Manila North Harbor in Tondo, and Manila Multipurpose Terminal at Manila Harbour Centre. Each handles a different cargo mix, so operators near them are asked different questions by their buyers.

What is the Manila Harbour Centre economic zone?

It is a special economic zone in Barangay Vitas, Tondo, created by Proclamation No. 1260 under the Special Economic Zone Act and administered by PEZA. Manila Multipurpose Terminal operates on the site. Locators inside it keep their own certification decisions; buyers or contracts, not the zone proclamation, say which standards are wanted.

Does the City of Manila require ISO certification for a business permit?

The sources reviewed show the city licensing businesses under its Revised Charter, but they do not make an ISO certificate a condition of a permit. Permit conditions can change by ordinance, so ask the City of Manila's licensing office what applies to your activity. Certification is normally a customer or tender requirement instead.
