ISO 27701 certification in the Philippines at a glance
One Philippine instrument bears on ISO/IEC 27701. It does not name the standard. So why do buyers in the Philippines keep asking for the certificate?
Privacy programmes built for the Data Privacy Act of 2012 often stall at the same point: the organisation has policies, notices and an accountable officer, but cannot show an outsider a system that keeps them working. ISO/IEC 27701 sets out a privacy information management system with controls for controllers and processors, and is commonly implemented alongside ISO/IEC 27001, so one audited system can carry the Act's requirement for reasonable and appropriate organisational, physical and technical measures. The Act applies to controllers and processors that have an office, branch or agency in the Philippines or process data of Philippine citizens or residents, which makes the standard relevant to outsourcing providers handling foreign clients' data as well. The National Privacy Commission enforces the Act and does not issue or require ISO certificates. Certification comes from an accredited certification body. Sterling's Manila office maps the Act's obligations to the standard's controls, with Effivity and Sterling Academy included in the engagement.
Who needs ISO 27701 in the Philippines, and what happens without it
In the Philippines the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Personal information controllers and processors in the PhilippinesThe Data Privacy Act requires appropriate security and accountability; a PIMS evidences them.
- BPOs processing foreign clients' personal dataClients ask for certified privacy management; the Act also applies to processors with an office in the Philippines.
- Banks and fintechsBSP Circular No. 982 lists the Data Privacy Act among laws the security programme must consider.

Strip away the vocabulary and ISO/IEC 27701 requires a company to prove six things about how it handles personal data.
In the Philippines these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 27701 explained →

How long does ISO 27701 certification take in the Philippines?
There is no standard duration: it depends on your scope and on how much of the system already runs. In the Philippines these are the factors that set the timeline.
- Number of processing activities and systems
- Status of the existing ISO/IEC 27001 ISMS
- Controller and processor roles across client contracts
- Certification body scheduling around Holy Week, the year-end holidays and weather-related work suspensions
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 27701 certification cost in the Philippines?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In the Philippines these factors move both.
- Number of processing activities and sites
- Certification body audit fees quoted separately from consulting
- Privacy impact assessments to complete
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 27701 consultants and certification bodies in the Philippines
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 27701 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in the Philippines are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive ISO 27701 in the Philippines (3)
| Instrument | How it treats the standard |
|---|---|
| Data Privacy Act of 2012 (Republic Act No. 10173) | Expected in practice Security and accountability duties; the NPC does not require ISO certification. |
| BSP Circular No. 982, Series of 2017 | Related Data Privacy Act named among laws BSFIs must consider in the information security programme; ISO/IEC 27701 not named. |
| Philippine Accreditation Bureau (PAB) — national accreditation body accrediting management system certification bodies (ISO/IEC 17021) | Market driver Accredited certification is available through the national accreditation body or bodies within the international arrangements; PAB's published IAF MLA scopes do not list this standard. |
"Expected in practice" means the instrument asks for the outcomes ISO/IEC 27701 covers without naming a standard, and ISO/IEC 27701 is what buyers and regulators commonly accept as evidence of them.
Accreditation, audit language and remote audits in the Philippines
Use a certification body accredited for this standard by the Philippine Accreditation Bureau (PAB) or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. PAB's published IAF MLA scopes list QMS, EMS and FSMS only, so confirm that the chosen body's accreditation covers this standard. No body is named here unless its accreditation scope has been verified. Edition and transition details: ISO/IEC 27701 hub →
Audit language
Audits in the Philippines are normally conducted in English; agree the audit and document language with the certification body at application and plan interpretation for interviews in Filipino or a regional language.
Remote and on-site
Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.
ISO 27701 in the Philippines: questions clients ask
Does ISO/IEC 27701 certification prove Data Privacy Act compliance?
No. ISO/IEC 27701 certification evidences a privacy management system, but the National Privacy Commission enforces the Data Privacy Act and certification does not discharge your obligations under it. Treat the certificate as supporting evidence. Take advice from your counsel on any Act-specific duties.
Do we need ISO/IEC 27001 too?
Check the hub for the current edition and how the standard relates to ISO/IEC 27001. The record says only that this relationship should be confirmed there, and the status of your existing ISMS is a major factor in how long the work takes. Look at the hub before planning scope.
Which accreditation should our certification body have?
Privacy information management is a narrow scope, so verify it. A body accredited by PAB or by an accreditation body within the international mutual recognition arrangements may still lack ISO/IEC 27701 in its scope, because PAB's published IAF MLA scopes list QMS, EMS and FSMS only. Request the scope in writing before applying. No body is named here.
