In short

ISO 37001 certification in Norway at a glance

In Norway, ISO 37001 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Norwegian criminal law treats corruption in broad terms. Økokrim explains that straffeloven § 387 covers giving, offering, demanding, receiving or accepting an undue advantage in connection with a position, office or assignment, in private as well as public dealings, and it does not name ISO 37001. The Transparency Act pushes larger enterprises to ask their suppliers for information about due diligence. In that climate, exporters, offshore contractors and public sector suppliers use an anti-bribery management system to show prevention. Norsk akkreditering's register lists ISO 37001 for accredited bodies, with both the 2016 and 2025 editions appearing in different scopes. Sterling's Enschede office builds the risk assessment, third-party due diligence, gifts and hospitality rules and reporting channels, with Effivity and Sterling Academy included with the engagement.

The need

Who needs ISO 37001 in Norway, and what happens without it

In Norway the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Exporters and contractors working in high-risk marketsStraffeloven § 387 covers giving or accepting an undue advantage, and a management system helps show prevention.
  • Offshore energy suppliers and engineering contractorsCustomers in a sector supervised by Havtil may set conduct conditions on contractors.
  • Larger enterprises with supply chain due diligence dutiesThe Transparency Act expects risk-based due diligence that overlaps with integrity controls.
  • Public sector suppliersPublic buyers may look for anti-bribery controls as part of supplier assurance.

Requirements

ISO 37001 requirements in Norway

Strip away the vocabulary and ISO 37001 requires a company to prove six things about how it prevents, detects and responds to bribery.

Leadership says no to briberyTop management and the governing body set an anti-bribery policy and show visible, consistent commitment to it.
Someone independent oversees complianceAn anti-bribery compliance function has the authority and independence to oversee the system.
You assessed your bribery risksBribery risks across activities, locations, business partners and transactions are assessed and kept up to date.
People and partners are checkedDue diligence covers relevant staff, business partners and projects, with controls on gifts, hospitality and donations.
Financial and other controls workFinancial and non-financial controls make it hard to pay or receive a bribe without it being noticed.
Concerns can be raised and investigatedStaff can report concerns in confidence without retaliation, and suspected bribery is investigated and acted on.

In Norway these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 37001 explained →

Time

How long does ISO 37001 certification take in Norway?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Norway these are the factors that set the timeline.

  • Number of sites, countries and business partners in scope
  • Bribery risk assessment and third-party due diligence
  • Gifts, hospitality and conflict of interest procedures
  • Investigation and reporting channel records

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 37001 certification cost in Norway?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Norway these factors move both.

  • Number of countries and third parties in scope
  • Risk assessment depth for intermediaries
  • Certification body fees quoted separately from consulting
  • Integration with ISO 37301 or ISO 9001

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 37001 consultants and certification bodies in Norway

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 37001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Norway are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 37001 in Norway (3)

    InstrumentHow it treats the standard
    Straffeloven § 387 — Økokrim's description of corruptionRelated
Defines corruption in criminal law as giving, offering, demanding, receiving or accepting an undue advantage in connection with a position, office or assignment, and does not distinguish private from public corruption; ISO 37001 is not named.
    Åpenhetsloven (Transparency Act) — ForbrukertilsynetRelated
Larger enterprises must carry out due diligence in line with the OECD guidelines, publish an account and answer information requests; suppliers may be asked for information.
Norsk akkreditering — register of accredited management-system certification bodiesAccreditation
ISO 37001 appears in the scope of accredited bodies in the public register, with 2016 and 2025 editions listed.

Accreditation, audit language and remote audits in Norway

Certification by a certification body accredited by Norsk akkreditering or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). ISO 37001 appears in the scope of accredited bodies in the register kept by Norsk akkreditering, which lists both the 2016 and 2025 editions against different bodies. Edition and transition details: ISO 37001 hub →

    Audit language

Norwegian and English are both workable for audits; agree the audit language and the language of controlled documents with the certification body at application, and follow any language clause in a tender or customer contract.

    Remote and on-site

Remote audit elements are at the certification body's discretion; production, office and service sites are normally visited.

ISO 37001 in Norway: questions clients ask

What does Norwegian criminal law say about corruption?

Økokrim explains that straffeloven § 387 defines corruption in criminal law as giving, offering, demanding, receiving or accepting an undue advantage in connection with a position, office or assignment. The provision does not distinguish private from public corruption. ISO 37001 is not named, so the standard is a way to manage the risk, not a legal requirement.

Is ISO 37001 certification available through accredited Norwegian bodies?

Yes. Norsk akkreditering's public register lists ISO 37001 in the scope of accredited bodies, with the 2016 edition against some and the 2025 edition against others. Ask a body which edition its accreditation covers before you apply, and check that scope again at the certification decision.

How does the Transparency Act relate to anti-bribery controls?

They overlap in practice. Forbrukertilsynet explains that the Act requires larger enterprises to carry out due diligence in line with the OECD guidelines, publish an account and answer information requests. Suppliers to those enterprises may be asked for information, and integrity controls can form part of that answer. The Act focuses on human rights and decent working conditions, so take advice on scope.

Who is likely to be asked for ISO 37001 in Norway?

Mostly exporters and contractors entering higher-risk markets, offshore energy suppliers whose customers set conduct conditions, and suppliers to larger enterprises that must manage supply chain due diligence. No statute is recorded as requiring the certificate, so the request normally comes from a customer, a tender or an internal risk decision.
