In short

ISO 13485 certification in New Zealand at a glance

In New Zealand, ISO 13485 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Selling a medical device in New Zealand starts with Medsafe: the sponsor notifies the device to the Web Assisted Notification of Devices (WAND) database, and Medsafe sets sponsor requirements and a risk classification. The WAND page does not name ISO 13485, so the certificate usually comes from elsewhere, namely customers, distributors and the regulators of the export markets that New Zealand technology and manufacturing firms target, two sectors NZTE names among its exports. The standard defines a quality management system for design, manufacture and distribution, and certification is granted by a certification body, ideally accredited by JASANZ for the standard. Sterling, supporting New Zealand device companies from its Sydney office, helps with scope, design controls, risk management and audit preparation, with Effivity software and Sterling Academy training included with the engagement.

The need

Who needs ISO 13485 in New Zealand, and what happens without it

In New Zealand the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Medical device sponsors, importers and suppliersMedsafe states that medical devices must be notified to the WAND database to be legally supplied in New Zealand, and it sets requirements for sponsors.
  • New Zealand device makers selling abroadDestination markets set their own requirements, which Medsafe's WAND notification page does not cover.
  • Component, packaging and contract manufacturers for device makersDevice makers pass quality-system expectations down to their suppliers; Medsafe's WAND page itself does not require a certificate.
  • Technology and manufacturing firms entering medtechNZTE names technology and manufacturing among the sectors New Zealand sells to the world.

ISO 13485 requirements in New Zealand

Strip away the vocabulary and ISO 13485 requires a company to prove six things about making medical devices that are safe and work as intended.

Regulatory requirements are built inThe quality system covers the regulatory requirements of each market you supply and your role in the device supply chain.
Design is controlledDesign and development are planned, verified and validated, with changes controlled and a file kept for each device.
Risk management runs through the life cycleRisks to safety and performance are managed from design through production, delivery and use.
Production and suppliers are controlledProduction, process validation, cleanliness, sterilisation where relevant and purchased components are controlled and recorded.
Every device can be tracedIdentification and traceability let you find the components, batches and records behind any device you have released.
Complaints and feedback drive actionComplaints and nonconformities are handled, reported to regulators where required, and closed through corrective and preventive action.

In New Zealand these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 13485 explained →

How Sterling gets a New Zealand company certified

One team from the Sydney office carries the work from scoping to certificate. Clients across New Zealand are served from Sterling's Sydney office, on-site where the work needs it and remotely otherwise.

  1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
  2. Gap assessment against ISO 13485 and the New Zealand requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
  3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.

Time

How long does ISO 13485 certification take in New Zealand?

There is no standard duration: it depends on your scope and on how much of the system already runs. In New Zealand these are the factors that set the timeline.

  • Device types, risk classes and number of sites in scope
  • Design controls, risk management and complaint-handling processes to formalise
  • Regulatory requirements of each target market
  • Certification body scheduling around public holidays

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 13485 certification cost in New Zealand?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In New Zealand these factors move both.

  • Number of sites and device families in scope
  • Validation of processes and software
  • Certification body audit fees quoted separately from consulting
  • Integration with ISO 9001 or ISO 14971 work

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 13485 consultants and certification bodies in New Zealand

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 13485 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in New Zealand are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 13485 in New Zealand (3)

    InstrumentHow it treats the standard
Medsafe WAND notification and sponsor requirementsDoes not name ISO 13485
Devices must be notified to the WAND database to be legally supplied, with a risk classification and sponsor requirements.
NZTE focus sectors — technology and manufacturingMarket driver
NZTE lists both among the sectors New Zealand sells to the world; buyers and overseas regulators set their own quality-system requirements.
    JASANZ accreditation of certification bodiesAccreditation
JASANZ is the joint Australia–New Zealand body that accredits organisations that certify; confirm the scope for the standard.

Accreditation, audit language and remote audits in New Zealand

Use a certification body accredited for ISO 13485 by JASANZ or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check the accreditation scope. Some export markets recognise certificates only from bodies they have approved, so confirm the target market's requirements before choosing. No body is named here unless its accreditation scope has been verified. Edition and transition details: ISO 13485 hub →

    Audit language

English is the usual working language of audits; Māori and New Zealand Sign Language are official languages. Agree the audit language and the language of controlled documents with the certification body at application, and follow any language requirement in a tender or customer contract.

    Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; sites and operations in scope are normally visited on-site.

ISO 13485 in New Zealand: questions clients ask

Does Medsafe require ISO 13485 certification to supply a device in New Zealand?

Medsafe's WAND page requires notification of the device to the WAND database, not an ISO 13485 certificate. It describes sponsor requirements and a risk classification of devices without naming the standard. A certificate may still be asked for by customers or export markets, so confirm requirements with Medsafe and with each buyer.

What does WAND notification involve for a sponsor?

The sponsor notifies device information to the WAND database, which Medsafe says is free with no ongoing fees, and does so promptly after becoming the sponsor. Medsafe's pages explain who counts as a sponsor, exempt devices and risk classes. Read those pages or take advice, because notification is the legal gateway to supply.

Why would a New Zealand maker pursue ISO 13485 if WAND does not require it?

Mainly because customers and overseas regulators ask for it. NZTE shows technology and manufacturing among New Zealand's export sectors, and device makers and their suppliers sell into markets with their own quality-system rules. Check the target market's requirements and the buyer's supplier terms, since those decide whether a certificate is needed.

Can a risk class change the effort needed for ISO 13485?

It can shape the scope. Medsafe classifies devices by risk, and higher-risk families tend to need deeper design control, risk management and validation evidence. The number of device families, sites and target markets sets timing as well. Agree the scope with the certification body and the destination regulators before planning the project.
