ISO 13485 certification in Mexico at a glance
NOM-241-SSA1-2021, Buenas prácticas de fabricación de dispositivos médicos refers to ISO 13485, yet none of the Mexican instruments checked makes it compulsory. Buyers in Mexico ask for it anyway.
For a Mexican device maker, ISO 13485 earns its place twice: customers abroad ask for it, and COFEPRIS's manufacturing practices norm gives an accredited certificate a defined weight. NOM-241-SSA1-2021, published in the Diario Oficial on 20 December 2021, is partially concordant with ISO 13485:2016, and it treats a certificate from a body authorised by a national or internationally recognised accreditation entity as equivalent to its quality management system chapter, with reduced inspection on the remainder. Global ACI shows the Entidad Mexicana de Acreditación as recognised for ISO 13485 since April 2018. The certificate does not replace sanitary registration or the norm's other chapters. Sterling's New York office helps manufacturers and suppliers build design controls, risk management and validation files, run internal audits and prepare for the certification body, with Effivity and Sterling Academy included with the engagement. Certification itself comes from the accredited body.
Who needs ISO 13485 in Mexico, and what happens without it
In Mexico the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Medical device manufacturers selling in MexicoCOFEPRIS's manufacturing practices norm recognises an accredited ISO 13485 certificate as equivalent to its quality management system chapter, with reduced inspection on the rest.
- Contract manufacturers making devices for foreign brand ownersBrand owners usually require a certified system from their contract manufacturers, and the Mexican norm gives it a regulatory use as well.
- Component, packaging and sterilisation suppliers to device makersDevice makers must control subcontracted activities, so suppliers are asked to show a managed system.
- Warehousing and distribution operators handling devicesThe norm covers storage and distribution as well as manufacture, so logistics firms are drawn into the quality system.
- Exporters needing evidence for foreign regulators and customersForeign customers and regulators ask for a certified quality system as a baseline.

Strip away the vocabulary and ISO 13485 requires a company to prove six things about making medical devices that are safe and work as intended.
In Mexico these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 13485 explained →

How long does ISO 13485 certification take in Mexico?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Mexico these are the factors that set the timeline.
- Design and development controls and the device technical file
- Risk management and post-market feedback processes
- Validation of processes, software and sterilisation where used
- Certification body scheduling
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 13485 certification cost in Mexico?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Mexico these factors move both.
- Number of device families, processes and sites in scope
- Validation, cleanroom and equipment qualification work
- Certification body audit fees, quoted separately from consulting
- Regulatory affairs and documentation effort for each market
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 13485 consultants and certification bodies in Mexico
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 13485 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Mexico are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Mexico
Use a certification body accredited for ISO 13485 by the Entidad Mexicana de Acreditación (EMA) or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); the NOM-241-SSA1-2021 equivalence applies to a certificate from a body authorised by a national or internationally recognised accreditation entity, so check the accreditation scope and ask COFEPRIS how it treats your certificate. An ISO 13485 certificate is not a sanitary registration. The accredited certification body decides, not Sterling. Edition and transition details: ISO 13485 hub →
Audit language
Spanish is the usual language of Mexican law, tenders and regulatory filings, while audits for exporters and multinationals often run in English or in both languages; agree the audit language, any interpreter and the language of controlled documents with the certification body at application.
Remote and on-site
Remote audit elements are at the certification body's discretion; manufacturing areas, cleanrooms, storage and records are normally visited, and design and risk management files can be reviewed remotely.
ISO 13485 in Mexico: questions clients ask
Does COFEPRIS accept an ISO 13485 certificate in place of an inspection?
Only in part. The device norm treats an ISO 13485 certificate from a body authorised by a national or internationally recognised accreditation entity as equivalent to its quality management system chapter, and inspection of the rest takes a reduced approach. Other chapters and sanitary registration still apply, so ask COFEPRIS how your certificate is treated.
Is an ISO 13485 certificate the same as a sanitary registration?
No. The certificate is a private certification of your quality management system from an accredited body, while the sanitary registration is the regulator's authorisation for the product and is held by a registration holder. The norm recognises the certificate within its own inspections, but neither document replaces the other.
Which accreditation backs ISO 13485 certification in Mexico?
The Entidad Mexicana de Acreditación, which Global ACI shows as recognised for ISO 13485 since April 2018 and whose own site lists medical devices among its recognition scopes. A certificate from a body accredited elsewhere in the same arrangements can also be relevant. Ask the body for its accreditation scope and check what COFEPRIS accepts.
Which Mexican norm governs medical device manufacturing practices?
NOM-241-SSA1-2021, published in the Diario Oficial on 20 December 2021, which replaced the 2012 norm of the same number. It sets minimum requirements for design, development, manufacture, storage and distribution by risk level, and says it is partially concordant with ISO 13485:2016.
