ISO 27701 certification in Malaysia at a glance
Two Malaysian instruments bear on ISO/IEC 27701. Not one of them names it. So why do buyers in Malaysia keep asking for the certificate?
Privacy programmes in Malaysia changed shape with the Personal Data Protection (Amendment) Act 2024. Data processors now answer to the Security Principle, data protection officers are appointed, and personal data breaches are notified to the Personal Data Protection Commissioner, whose office has issued guidelines on each of these and on cross-border transfers. ISO/IEC 27701 extends an ISO/IEC 27001 information security management system into a privacy information management system, giving controllers and processors one auditable framework for those obligations and for the privacy expectations of overseas clients. It suits outsourcing and shared-service providers handling records for foreign principals, fintechs, e-commerce platforms and healthcare groups. Certification is an option, not a legal requirement: an accredited certification body certifies the system, while compliance with the PDPA remains the organisation's own duty. Sterling's Kuala Lumpur consultants map processing, write the controls and records, and run combined internal audits with ISO/IEC 27001. Local questions follow.
Who needs ISO 27701 in Malaysia, and what happens without it
In Malaysia the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Data processors such as outsourcing, cloud and shared-service providersAct A1727 brings processors under the Security Principle.
- Data users appointing DPOs and preparing for breach notificationA privacy management system gives structure to the new duties.
- Financial institutions and fintechsCustomer information protection sits within BNM's technology requirements.
- Providers serving foreign principalsOverseas clients ask for an auditable privacy framework.

Strip away the vocabulary and ISO/IEC 27701 requires a company to prove six things about how it handles personal data.
In Malaysia these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 27701 explained →

The Sterling Promise: 100% on-time completion, 100% success, 8,100+ client engagements.Sterling does not certify. Certification decisions stay with independent bodies.
How long does ISO 27701 certification take in Malaysia?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Malaysia these are the factors that set the timeline.
- Existing ISO/IEC 27001 certification or not
- Number of processing activities and systems
- Controller and processor roles across group entities
- Cross-border transfer review
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 27701 certification cost in Malaysia?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Malaysia these factors move both.
- Scope of processing and entities
- Privacy tooling and records
- Certification body audit fees quoted separately from consulting
- Contract updates with processors and sub-processors
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 27701 consultants and certification bodies in Malaysia
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 27701 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Malaysia are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive ISO 27701 in Malaysia (3)
| Instrument | How it treats the standard |
|---|---|
| Personal Data Protection (Amendment) Act 2024 [Act A1727] | Expected in practice Processor Security Principle, DPO, breach notification; no standard cited. |
| Commissioner's guidelines on DPO, Data Breach Notification and Cross-Border Transfer | Expected in practice Process requirements a PIMS can operationalise; ISO/IEC 27701 not cited. |
| Standards Malaysia (JSM) Accreditation of Certification Bodies scheme — IAF MLA recognition for information security management systems (ISO/IEC 27701 is an extension of ISO/IEC 27001; check the body's accreditation for 27701) | Market driver Accredited certification is available through Malaysia's national accreditation body; no mandate. |
"Expected in practice" means the instrument asks for the outcomes ISO/IEC 27701 covers without naming a standard, and ISO/IEC 27701 is what buyers and regulators commonly accept as evidence of them.
Accreditation, audit language and remote audits in Malaysia
Use a certification body accredited for this standard by the Department of Standards Malaysia (Standards Malaysia) or by another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. No body is named here unless its Malaysian accreditation scope has been verified. Certification to ISO/IEC 27701 does not demonstrate legal compliance with the PDPA on its own. Audit language
English audits are the norm; agree the audit and document language (English or Malay) with the certification body at application.
Remote and on-site
Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.
ISO 27701 in Malaysia: questions clients ask
Does ISO/IEC 27701 certification mean PDPA compliance?
No. ISO/IEC 27701 is an auditable framework, and certification does not by itself demonstrate legal compliance with the PDPA, which remains the organisation's own duty. Use the certificate as supporting evidence, and confirm your legal position with counsel or the Personal Data Protection Commissioner.
Do we need ISO/IEC 27001 first?
In practice, yes: ISO/IEC 27701 extends an ISO/IEC 27001 information security management system, so the privacy requirements sit on top of an existing one. Without that base, plan to build it alongside the privacy extension, and ask your certification body how it audits the two together.
Which PDPA changes does it help with?
It maps onto the amended duties: the processor Security Principle, data protection officers and breach notification under Act A1727, plus the Commissioner's guidelines on DPOs, data breach notification and cross-border transfer. A privacy management system can operationalise those processes, but the law cites no standard, so confirm requirements with the Commissioner.
