In short

ISO 37301 certification in Hong Kong at a glance

One Hong Kong instrument bears on ISO 37301. It does not name the standard. So why do buyers in Hong Kong keep asking for the certificate?

Compliance obligations stack up quickly for a Hong Kong business. A bank answers to the HKMA's supervisory modules, a designated infrastructure operator to the Protection of Critical Infrastructures (Computer Systems) Ordinance in force since 1 January 2026, and almost every company to the Personal Data (Privacy) Ordinance and the Prevention of Bribery Ordinance. ISO 37301 gives the governing body one system for all of them: an obligations register, compliance risk assessment, assigned responsibilities, monitoring, raising concerns, investigation and reporting. It does not replace any legal duty, and no Hong Kong regulator requires certification; its value lies in showing that obligations are identified and controlled rather than managed case by case. HKCAS does not list ISO 37301, so certification is by bodies accredited for it within the international recognition arrangements. Sterling's expert and experienced consultants build the register, design controls and reporting, and pair the work with ISO 37001 where bribery risk is material. The local questions follow.

The need

Who needs ISO 37301 in Hong Kong, and what happens without it

In Hong Kong the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Banks, insurers and fintechsMultiple supervisory regimes (HKMA, Insurance Authority) create overlapping compliance obligations.
  • Designated critical infrastructure operatorsNew statutory obligations under Cap. 653 since 1 January 2026.
  • Any organisation handling personal data and dealing with business partnersPDPO and POBO obligations apply across the private sector.

Requirements

ISO 37301 requirements in Hong Kong

Strip away the vocabulary and ISO 37301 requires a company to prove six things about how it meets its legal and other obligations.

You know your obligationsObligations from laws, regulators, contracts and voluntary commitments are identified and kept current.
The governing body and management leadThe governing body and top management set the compliance policy and support a culture in which compliance is expected.
A compliance function has authorityA compliance function is resourced, independent enough to act and has direct access to the governing body.
Compliance risks are assessedRisks of failing to meet obligations are assessed, and controls are designed in proportion to them.
Concerns are raised and handledPeople can raise concerns without fear of retaliation, and suspected breaches are investigated and corrected.
You monitor and reportCompliance performance is monitored, reported to leadership, audited and reviewed so the system improves.

In Hong Kong these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 37301 explained →

How Sterling gets a Hong Kong company certified

How to get ISO 37301 certified in Hong Kong

One team from the Hong Kong office carries the work from scoping to certificate. Across Hong Kong Island, Kowloon and the New Territories, on-site and remote, by Sterling's expert and experienced consultants.

    1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
    2. Gap assessment against ISO 37301 and the Hong Kong requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.

      Time

How long does ISO 37301 certification take in Hong Kong?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Hong Kong these are the factors that set the timeline.

      • Number of compliance obligations and regulators to map
      • Maturity of the obligations register and monitoring
      • Reporting lines to the governing body
      • Certification body scheduling around general holidays and Tropical Cyclone Signal No. 8 or Black Rainstorm disruptions

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

      Cost

How much does ISO 37301 certification cost in Hong Kong?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Hong Kong these factors move both.

      • Number of business units and jurisdictions in scope
      • Certification body fees quoted separately from consulting
      • Tooling for the obligations register
      • Integration with ISO 37001

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

        Choosing a partner

ISO 37301 consultants and certification bodies in Hong Kong

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

        • Check that the body’s accreditation or approval covers ISO 37301 and your sector, and that its certificates can be verified online.
        • Ask the consultant how the local requirements in Hong Kong are mapped into the same system, so nothing runs twice.
        • Ask for client references in your sector; Sterling’s client letters are available on request.
        • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

          InstrumentHow it treats the standard
Protection of Critical Infrastructures (Computer Systems) Ordinance (Cap. 653)Context
Statutory obligations on designated operators from January 1, 2026; ISO 37301 not cited.
Personal Data (Privacy) Ordinance (Cap. 486)Context
Compliance obligations for data users; ISO 37301 not cited.
HKCAS scope (Hong Kong Accreditation Service)Does not name the standard
HKCAS lists no accreditation for ISO 37301 certification; accredited certificates come from bodies accredited elsewhere within the international arrangements.

Accreditation, audit language and remote audits in Hong Kong

HKCAS does not list accreditation for ISO 37301 certification. Use a certification body accredited for ISO 37301 by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the scope covers the standard and your sector. No body is named here unless its accreditation scope has been verified. Edition and transition details: ISO 37301 hub →

          Audit language

Agree the audit language and the language of controlled documents (English or Chinese) with the certification body at application.

          Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

ISO 37301 in Hong Kong: questions clients ask

Is ISO 37301 required by any Hong Kong regulator?

No. None of the drivers recorded for Hong Kong cites ISO 37301: not Cap. 653, not the PDPO, and not the HKCAS scope. The standard is a voluntary way to organise compliance obligations. What a regulator expects of your organisation is for that regulator, or your counsel, to confirm.

How does ISO 37301 relate to ISO 37001?

They are listed as related standards, and integration with ISO 37001 is among the factors that shape the effort and cost of ISO 37301. Organisations may therefore run them as one system under shared governance, subject to what the certification body agrees to audit together.

Can ISO 37301 be certified in Hong Kong?

Yes, though the route lies outside HKCAS, which has no ISO 37301 listing. Certification comes from a body that another accreditation body in the international mutual recognition arrangements has accredited for it. Verify that scope yourself; this page does not recommend any body, because none has been verified.
