In short

ISO 27701 certification in Ghana at a glance

In Ghana, ISO/IEC 27701 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Privacy evidence in Ghana is built on Act 843 and shown to the Data Protection Commission, but customers increasingly ask for something independent. ISO/IEC 27701 is the privacy extension to ISO/IEC 27001, certified by an accredited body, and it gives a BPO, bank, health provider or software company an auditable system for processing records, notices, processor control, data subject requests and breach handling. The Act does not name it, the Commission issues no certificate of compliance beyond registration, and the standard does not replace registering, renewing with a compliance report or notifying security compromises. Overseas clients of Ghanaian processors add their own laws because Act 843 requires foreign data subjects' data to be handled in line with their home law. The Ghana Accreditation Service is an Associate Member of Global ACI, so certificates usually carry accreditation from another economy. Data mapping, role assignment and evidence preparation come from Sterling's Lagos office, and the engagement includes Effivity and Sterling Academy.

The need

Who needs ISO 27701 in Ghana, and what happens without it

In Ghana the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • BPO and shared-service firms processing overseas clients' personal dataAct 843 requires processing of foreign data subjects' data to follow the law of their jurisdiction, and clients ask for privacy evidence beyond a policy.
  • Data controllers and processors on the Commission's registerRegistration and renewal need a compliance report, and a privacy information management system produces the records behind it.
  • Banks, insurers and fintechs holding customer dataHigh data volumes and the Bank of Ghana's security expectations make a documented privacy system a practical control.
  • Hospitals, laboratories and health technology firmsHealth data is special personal data, so handling rules and access control need clear evidence.
  • Software-as-a-service providers selling to regulated customersCustomers send privacy questionnaires and processor clauses that a certified system answers consistently.

Requirements

ISO 27701 requirements in Ghana

Strip away the vocabulary and ISO/IEC 27701 requires a company to prove six things about how it handles personal data.

You know whose data you hold and whyYou know what personal data you process, for which purposes and on what basis, and whether you act as controller, processor or both.
Privacy has an ownerManagement assigns responsibility for privacy and sets objectives, so everyone who handles personal data knows their role.
You assessed the privacy risksRisks to the people whose data you process are assessed and treated, including when new products and processes are designed.
People can exercise their rightsRequests to access, correct or delete data, and other individual rights, run through a defined and timely process.
Sharing and suppliers are controlledDisclosures, transfers and processors are governed by agreements and checks, so data is used only as agreed.
You can demonstrate itRecords of processing, notices and decisions are kept, and the privacy system is audited and reviewed like any management system.

In Ghana these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 27701 explained →

Time

How long does ISO 27701 certification take in Ghana?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Ghana these are the factors that set the timeline.

  • Register of processing activities and data flows to build
  • Existing ISO/IEC 27001 maturity
  • Processor and transfer agreements to review
  • Certification body scheduling

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 27701 certification cost in Ghana?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Ghana these factors move both.

  • Number of entities, systems and data subjects in scope
  • Privacy impact assessment and data subject request tooling
  • Certification body audit fees, quoted separately from consulting
  • Remediation of processor and client agreements

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 27701 consultants and certification bodies in Ghana

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 27701 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Ghana are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 27701 in Ghana (3)

    InstrumentHow it treats the standard
Data Protection Act, 2012 (Act 843)Related
Sets principles, processor contract duties, security measures and notification duties; ISO/IEC 27701 is a recognised way to organise privacy controls but is not named and creates no certificate under the Act.
Data Protection Commission — compliance guidanceRegulator scheme
Recommends a Data Protection Supervisor, compliance reports at renewal and, for inexperienced supervisors, use of a Data Protection accredited institution; it does not name ISO/IEC 27701.
Ghana Accreditation Service (GHAS) and Global ACI membershipAccreditation
Global ACI lists the Ghana Accreditation Service as an Associate Member and not among its Full Members, so ISO/IEC 27701 certification usually rests on accreditation from another economy.

Accreditation, audit language and remote audits in Ghana

Use a certification body accredited for ISO/IEC 27701 by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Ghana's own accreditation body, the Ghana Accreditation Service, is listed by Global ACI as an Associate Member and not among its Full Members, so a certificate that carries recognition across the arrangements normally comes from a body accredited in another economy. Certification is normally added to an ISO/IEC 27001 certificate, and it is not a registration or a certificate under Act 843. Ask each body for its accreditation certificate and check that the scope covers the standard and your sector. The accredited certification body decides, not Sterling. Audit language

English is the usual audit and document language; agree it with the certification body at application, and say early if interviews will run in a local language.

    Remote and on-site

Document review and interviews on privacy governance can be remote; systems that hold personal data and the teams that handle requests are checked on-site or by live demonstration.

ISO 27701 in Ghana: questions clients ask

Does ISO 27701 mean I comply with Ghana's Data Protection Act?

No, not by itself. The certificate shows a privacy management system exists and is audited, but Act 843 has its own duties: registering with the Commission, renewing with a compliance report, notifying security compromises and honouring data subject rights. Use the standard to organise evidence, and confirm what is still required with counsel or the Commission.

Is ISO 27701 recognised by the Data Protection Commission?

The Commission's published guidance names registration, compliance reports and Data Protection Supervisors, and it does not name ISO/IEC 27701. It accredits training institutions and recommends accredited institutions for inexperienced supervisors, which is a different scheme. Treat the certificate as supporting evidence for your own compliance report, and ask the Commission whether it expects anything more specific.

Can a BPO in Ghana use ISO 27701 for overseas clients?

Yes, it is a common reason to certify. Act 843 requires processing of foreign data subjects' data sent to Ghana to follow the data protection law of their jurisdiction, so a BPO answers to two regimes, and clients' privacy questionnaires repeat the same points. A certified system gives one consistent answer. Take legal advice on each client's home law.

Do I need ISO 27001 before ISO 27701?

In practice yes, or at the same time. ISO/IEC 27701 extends the information security management system with privacy requirements, so certification bodies normally assess it together with ISO/IEC 27001. If you hold a certificate already, the privacy extension adds roles, records and controls for personal data. Ask your certification body how it audits both.
