In short

ISO 20000-1 certification in Germany at a glance

Two German instruments bear on ISO/IEC 20000-1. Not one of them names it. So why do buyers in Germany keep asking for the certificate?

Banks and insurers supervised by BaFin now manage their ICT third-party risk under the Digital Operational Resilience Act, and that pressure lands on the managed service providers, data-centre operators and outsourcing firms that run their systems. ISO/IEC 20000-1 is one of the clearest ways for a provider to show controlled service delivery: defined service levels, incident and problem management, change and release control, capacity and continuity planning, all audited by an independent certification body. The same logic applies to IT suppliers of NIS-2 entities, because § 30 of the BSI-Gesetz lists supply-chain security and maintaining operations among the required measures. Neither DORA nor the BSIG names the standard, so it is evidence rather than an obligation. Certification is by a certification body accredited by DAkkS or another recognised accreditation body. Sterling builds the service management system alongside any existing ISO/IEC 27001 controls, from its Frankfurt office. Local questions follow.

The need

Who needs ISO 20000-1 in Germany, and what happens without it

In Germany the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Managed service and IT outsourcing providers to banks and insurersDORA makes financial entities manage ICT third-party risk and pass requirements to providers.
  • IT service providers to NIS-2 entities§ 30 BSIG covers supply-chain security and business continuity of IT services.
  • Internal IT organisations of groupsA certified service management system shows control of service levels and change.

Requirements

ISO 20000-1 requirements in Germany

Strip away the vocabulary and ISO/IEC 20000-1 requires a company to prove six things about how it plans and delivers IT services.

Services are defined and agreedA service catalogue and service-level agreements state what you deliver and to what standard.
Management owns the service systemTop management sets the service management policy and objectives and provides the people and tools to meet them.
Changes and releases are controlledChanges, releases and deployments are assessed, approved and tracked so live services stay stable.
Incidents and problems are resolvedIncidents and requests are handled to agreed targets, and recurring problems are traced back to their cause.
Capacity, continuity and security are plannedCapacity, availability, continuity and information security are planned so agreed service commitments can be met.
Suppliers and performance are reviewedSuppliers and internal teams are managed against agreements, performance is reported, and the system is audited and reviewed.

In Germany these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 20000-1 explained →

How Sterling gets a German company certified

How to get ISO 20000-1 certified in Germany

One team from the Frankfurt office carries the work from scoping to certificate. All German states (Länder), on-site from Frankfurt; remote delivery for distributed teams.

  1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
  2. Gap assessment against ISO/IEC 20000-1 and the German requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
  3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
  4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.
  5. Certification body stage 1 and stage 2, then surveillanceAn accredited body audits and decides. Sterling supports the audits and the three-year cycle.

Time

How long does ISO 20000-1 certification take in Germany?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Germany these are the factors that set the timeline.

  • Number of services and customers in scope
  • Maturity of incident, change and service-level processes
  • Existing ISO/IEC 27001 controls that can be shared
  • Certification-body availability

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 20000-1 certification cost in Germany?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Germany these factors move both.

  • Number of services, sites and support teams
  • Tooling for service management records
  • Certification body fees quoted separately from consulting

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 20000-1 consultants and certification bodies in Germany

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 20000-1 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Germany are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 20000-1 in Germany (3)

    InstrumentHow it treats the standard
Digital Operational Resilience Act (DORA) — BaFinExpected in practice
ICT third-party risk management by financial entities; no standard named.
    BSI-Gesetz § 30 — supply-chain security and business continuity measuresExpected in practice
Measures include security of the supply chain and maintaining operations; no standard named.
DAkkS accreditation of management-system certification bodies (DIN EN ISO/IEC 17021-1)Market driver
Accredited certification is available through Germany's national accreditation body; no mandate.

"Expected in practice" means the instrument asks for the outcomes ISO/IEC 20000-1 covers without naming a standard, and ISO/IEC 20000-1 is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in Germany

Use a certification body accredited for this standard by DAkkS or by another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. No body is named here unless its accreditation scope has been verified. Edition and transition details: ISO/IEC 20000-1 hub →

    Audit language

Audits are held in German or English; agree the audit language and the language of controlled documents with the certification body at application.

    Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

ISO 20000-1 in Germany: questions clients ask

    Does DORA require ISO 20000-1?

No. DORA sets outcomes for ICT risk management and ICT third-party risk, supervised by BaFin, and no certification standard is named on the BaFin page. Providers therefore choose how to evidence their controls. A certified service management system is one option, but check what your financial-entity customers ask for in contracts.

Can ISO 20000-1 and ISO 27001 share one system?

Yes, and it is common. The two standards share management-system clauses, and integrated audits that cover both are routine, so one system can serve both. Raise it with the certification body when you apply, as it can tell you whether it offers a combined audit for your scope.

Who certifies ISO 20000-1 in Germany?

Certification bodies accredited for the standard, with DAkkS as the national accreditation body that accredits management-system certification bodies against DIN EN ISO/IEC 17021-1. Look at a candidate's accreditation scope to see that ISO/IEC 20000-1 is covered, rather than relying on its general accreditation alone.
