In short

HACCP certification in Germany at a glance

In Germany, HACCP is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Hygiene law, not a buyer, is what puts HACCP on a German food business's agenda. EU food hygiene law — Regulation (EC) No 852/2004 — expects food business operators to run procedures based on HACCP principles, and the Lebensmittelhygiene-Verordnung implements and supplements those EU rules in Germany. Official food control checks that the hazard analysis, critical control points, monitoring and records exist and work. A HACCP certificate from a certification body is a separate, voluntary step that some retailers, caterers and export customers ask for as independent evidence; it does not replace official inspection. For manufacturers that need more, ISO 22000, IFS Food or FSSC 22000 build on the same foundations. Sterling's consultants work from the Frankfurt office, writing the hazard analysis and verification records with the team, training the people who run the critical control points and preparing for the certification audit where one is wanted. Local questions are answered below.

The need

Who needs HACCP in Germany, and what happens without it

In Germany the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Food manufacturers, caterers and food retailersEU food hygiene law requires procedures based on HACCP principles.
  • Food businesses supplying retailers and caterersBuyers may ask for third-party HACCP certification as evidence.
  • Food logistics and cold-storage operatorsTemperature control and storage hazards need documented control.

HACCP requirements in Germany

Strip away the vocabulary and HACCP asks a food business to prove six things about how it controls food safety hazards.

A team knows the product and processA competent team has described each product, its intended use and a verified flow diagram of how it is made.
Hazards are analysedEvery significant hazard at each step is identified, and the measures that will control it are decided.
Critical control points have limitsThe steps where control is essential are identified, each with critical limits that separate safe from unsafe.
Monitoring and correction are routineEach critical point is monitored, and corrective action is defined in advance and taken whenever a limit is breached.
The plan is verifiedChecks confirm the plan works, from validating limits to reviewing records and reassessing when anything changes.
Records prove itDocuments and records show the plan was followed, ready for customers, auditors and food inspectors.

In Germany these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: HACCP explained →

Time

How long does HACCP certification take in Germany?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Germany these are the factors that set the timeline.

  • Number of outlets, kitchens or production areas
  • Existing hygiene and self-check documentation
  • Staff training status

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does HACCP certification cost in Germany?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Germany these factors move both.

  • Number of sites and product or menu complexity
  • Certification body fees quoted separately from consulting
  • Equipment and monitoring upgrades for critical control points

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

HACCP consultants and certification bodies in Germany

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers HACCP and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Germany are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive HACCP in Germany (1)

    InstrumentHow it treats the standard
    Lebensmittelhygiene-Verordnung (LMHV)National standard
Regulates specific food hygiene questions and implements EU food hygiene law, applying the definitions of Regulation (EC) No 852/2004.

Accreditation, audit language and remote audits in Germany

The legal duty is checked by official food control. Separate HACCP certification is issued by a certification body; choose one accredited for the scope by DAkkS or another accreditation body within the international mutual recognition arrangements. No body is named here unless verified. Edition and transition details: HACCP hub →

    Audit language

Audits are held in German or English; agree the audit language and the language of controlled documents with the certification body at application.

    Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

HACCP in Germany: questions clients ask

Is a HACCP certificate required by law?

No. The law requires the procedures themselves, and official food control checks them. A HACCP certificate is a buyer-driven option instead. Some customers want independent evidence, so whether you need one depends on what your retailers, caterers or export customers ask for, not on the statute.

Should we move from HACCP to ISO 22000 or IFS?

ISO 22000 adds management-system requirements on top of HACCP, which suits a business wanting a wider system than hazard control alone. IFS Food or FSSC 22000 come into play where buyers insist on them. The sensible order is to ask each key customer which scheme it accepts, then pick the step that satisfies them.
