HACCP certification in Canada at a glance

One Canadian instrument bears on HACCP. It does not name the standard. So why do buyers in Canada keep asking for the certificate?

The preventive control plan is where hazard analysis meets Canadian law. Under the Safe Food for Canadians Regulations, licence holders must keep a written plan describing critical control points, their critical limits, monitoring procedures and the evidence that control measures work, which is the familiar HACCP logic, even though the regulations never use the word. The Canadian Food Inspection Agency enforces that requirement; it does not issue HACCP certificates. Certification is a separate, commercial step, taken when a retailer, distributor or food service customer wants independent confirmation that the plan is applied on the floor, and is issued by a certification body against a recognised HACCP standard. For many smaller processors it is also the stepping stone to ISO 22000 or FSSC 22000. Sterling helps from its Toronto office: hazard analysis workshops, prerequisite programmes, monitoring and verification records, and staff training through Sterling Academy, which is included. Common questions follow.

The need

Who needs HACCP in Canada, and what happens without it

In Canada the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Food businesses licensed under the Safe Food for Canadians RegulationsA written preventive control plan with critical control points is required.
  • Small processors and food service suppliersCustomers ask for HACCP-based evidence before listing a supplier.
  • Exporters seeking export certificatesThe regulations tie preventive control plan duties to export certification in some cases.

HACCP requirements in Canada

Strip away the vocabulary and HACCP asks a food business to prove six things about how it controls food safety hazards.

A team knows the product and processA competent team has described each product, its intended use and a verified flow diagram of how it is made.
Hazards are analysedEvery significant hazard at each step is identified, and the measures that will control it are decided.
Critical control points have limitsThe steps where control is essential are identified, each with critical limits that separate safe from unsafe.
Monitoring and correction are routineEach critical point is monitored, and corrective action is defined in advance and taken whenever a limit is breached.
The plan is verifiedChecks confirm the plan works, from validating limits to reviewing records and reassessing when anything changes.
Records prove itDocuments and records show the plan was followed, ready for customers, auditors and food inspectors.

In Canada these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: HACCP explained →

How Sterling gets a Canadian company certified

  2. Gap assessment against HACCP and the Canadian requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.

Time

How long does HACCP certification take in Canada?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Canada these are the factors that set the timeline.

  • Number of products and processes in the hazard analysis
  • State of prerequisite programmes
  • Time to generate monitoring and verification records

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does HACCP certification cost in Canada?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Canada these factors move both.

  • Number of production lines and products
  • Corrective work on premises and equipment
  • Certification body audit fees quoted separately from consulting

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

HACCP consultants and certification bodies in Canada

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers HACCP and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Canada are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive HACCP in Canada (2)

    InstrumentHow it treats the standard
Safe Food for Canadians Regulations (SOR/2018-108)Expected in practice
Preventive control plan elements include critical control points, critical limits and monitoring; HACCP not named.
FSSC 22000 scheme (Foundation FSSC)Progression route
Certification scheme based on ISO 22000 that builds on HACCP principles.

"Expected in practice" means the instrument asks for the outcomes HACCP covers without naming a standard, and HACCP is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in Canada

HACCP certification, where a buyer asks for it, is issued by a certification body against a recognised HACCP standard; the CFIA does not certify HACCP. No body is named here unless verified. Edition and transition details: HACCP hub →

    Audit language

Audits are commonly conducted in English, or in French where the certification body offers it; agree the audit and document language at application.

    Remote and on-site

HACCP audits are carried out on-site at the processing facility.

HACCP in Canada: questions clients ask

    Is HACCP mandatory in Canada?

Not under that name. The Safe Food for Canadians Regulations require licence holders to prepare, keep and maintain a written preventive control plan, including critical control points, critical limits and monitoring procedures, but they do not use the term HACCP. Ask the CFIA or your counsel whether your business needs a licence.

Does a HACCP certificate replace CFIA inspection?

No. The CFIA enforces the regulations, and a HACCP certificate does not replace its inspection. Certification is customer-facing assurance: it shows buyers that an independent assessment found your system in place. Your legal obligations stay with the business whatever certificate you hold.

Should we go further than HACCP?

Possibly, if your buyers require a recognised food safety management scheme. In that case FSSC 22000 or ISO 22000 is the natural step beyond HACCP. If no buyer asks for either, ask your customers what they accept before committing to a wider scheme.
