In short

PCI DSS compliance in Belgium at a glance

In Belgium, PCI DSS is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

PCI DSS reaches Belgian businesses through contracts, not statute: the card brands and acquirers set how each merchant or service provider validates, whether by a Qualified Security Assessor or by self-assessment. Financial entities supervised by the National Bank of Belgium also face DORA, applicable since 17 January 2025, which makes ICT third-party risk their own responsibility and prompts questions to every provider that handles card data. Cardholder data is personal data too, so the GDPR and the Gegevensbeschermingsautoriteit are part of the picture. Sterling does not validate compliance. From Enschede it scopes the cardholder data environment, reduces scope where possible, closes control gaps and prepares the evidence a QSA or acquirer will assess. Belgian questions about who decides validation, DORA, personal data and scope reduction follow.

The need

Who needs PCI DSS in Belgium, and what happens without it

These are the organisations in Belgium that most often need to show PCI DSS.

  • Payment institutions, e-money firms and other financial entitiesDORA applies to them from 17 January 2025 and puts ICT third-party risk on the financial entity, so providers handling card data face security questions.
  • E-commerce and retail merchantsCard brands and acquirers decide merchant validation levels and the validation method.
  • Service providers such as payment gateways, hosting and outsourcersCustomers need evidence that card data is protected in the provider's environment.
  • Logistics and travel firms taking card paymentsCard acceptance brings contractual card-brand rules.

Requirements

PCI DSS requirements in Belgium

Strip away the vocabulary and PCI DSS asks any business that stores, processes or transmits card data to comply in six areas.

You know where card data livesThe cardholder data environment is scoped, data flows are mapped and the environment is segmented where possible.
Networks are protectedNetwork security controls restrict traffic to and from systems that handle card data, and configurations are hardened.
Stored data is minimised and protectedOnly the card data you need is kept, sensitive authentication data is not retained after authorisation except under issuer rules, and the rest is protected.
Access is restricted and authenticatedAccess to card data is limited to people who need it, with unique IDs and multi-factor authentication where required.
Systems are logged and testedActivity is logged and reviewed, vulnerabilities are scanned and patched, and penetration testing is carried out.
Policies and people keep it runningSecurity policies, staff awareness, vendor management and incident response keep controls working between assessments.

In Belgium these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: PCI DSS explained →

Time

How long does PCI DSS compliance take in Belgium?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Belgium these are the factors that set the timeline.

  • Size of the cardholder data environment
  • Validation level and method set by the acquirer or brand
  • Segmentation and third-party service providers
  • Assessor scheduling

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does PCI DSS compliance cost in Belgium?

The cost has two parts: the consulting work to build and prove the system, and any external assessor’s fees, which are quoted separately. In Belgium these factors move both.

  • Scope reduction opportunities such as tokenisation
  • Remediation of controls
  • QSA fees quoted separately from consulting
  • Number of payment channels in scope

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

PCI DSS consultants and assessors in Belgium

Two different organisations are involved. A consultant helps you build the system and prove it works; your regulators, customers and auditors then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers PCI DSS and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Belgium are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive PCI DSS in Belgium (2)

    InstrumentHow it treats the standard
Regulation (EU) 2022/2554 (DORA), supervised in Belgium by the National Bank of BelgiumThe regulation itself
Applies to financial entities since 17 January 2025; covers ICT risk management, incident reporting, resilience testing and ICT third-party risk; the Bank's report does not name ISO/IEC 27001.
Regulation (EU) 2016/679 (GDPR) — card data as personal dataThe regulation itself
Card data relates to identifiable people, so processing it falls under the GDPR as supervised by the Gegevensbeschermingsautoriteit; the GDPR does not name PCI DSS.

Accreditation, audit language and remote audits in Belgium

Compliance, not certification: PCI DSS compliance is validated by a Qualified Security Assessor (QSA) or by a self-assessment, as the payment brands and your acquirer require. Sterling prepares the environment and evidence; it does not validate. Edition and transition details: PCI DSS hub →

    Audit language

Dutch, French and German are the official languages and English is common in business. Agree the audit language and the language of controlled documents with the certification body at application, and follow any language requirement in a contract or a regulator's procedure.

    Remote and on-site

Scoping and gap assessment can be remote; a QSA assessment normally includes on-site or direct review of the cardholder data environment.

PCI DSS in Belgium: questions clients ask

Who decides whether I need a QSA for PCI DSS in Belgium?

The payment brands and your acquirer, not a Belgian regulator. They set the validation level and whether a Qualified Security Assessor or a self-assessment is required. Ask your acquirer which applies to your volumes and channels before you scope any project, and keep their instruction in writing.

Does DORA mention PCI DSS for Belgian financial entities?

The National Bank of Belgium's report on DORA does not name PCI DSS. DORA, applicable since 17 January 2025, covers ICT risk management, incident reporting, resilience testing and third-party ICT risk for financial entities. PCI DSS remains a card-brand requirement, so the two overlap in practice without replacing each other.

Is cardholder data personal data under Belgian law?

In general, yes, when it relates to an identifiable person, so the GDPR applies and the Gegevensbeschermingsautoriteit supervises it. PCI DSS does not replace GDPR duties, and the GDPR does not name PCI DSS. Take advice from your counsel on how both apply to your card processing.

Can we cut the PCI DSS scope?

Often, yes. Using a compliant payment provider, tokenisation and network segmentation can shrink the cardholder data environment, which reduces controls and assessment effort. Sterling reviews data flows to find what can be removed from scope, then prepares evidence for the validation your acquirer requires.
