In short

ISO 20000-1 certification in Belgium at a glance

In Belgium, ISO/IEC 20000-1 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Belgian financial entities have carried responsibility for the ICT providers behind their services since DORA became applicable on 17 January 2025, and the National Bank of Belgium supervises that. DORA names no service-management standard, yet providers meet the same questions in every procurement round: how incidents are handled, how changes are controlled, what happens when capacity runs short. ISO/IEC 20000-1 gives managed-service firms, data-centre operators and shared-service IT teams an independently certified answer. The certificate is issued by a certification body, ideally accredited by BELAC. Sterling designs the service catalogue, processes and reporting with providers from its Enschede office and aligns them with ISO/IEC 27001 where clients hold both. No Belgian law cited here requires the certificate. The Belgian questions most providers raise, about DORA, integration with security and certification bodies, are answered below.

The need

Who needs ISO 20000-1 in Belgium, and what happens without it

In Belgium the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Managed service and IT outsourcing providersFinancial-sector customers carry ICT third-party risk under DORA and ask providers for evidence of controlled service management.
  • Data-centre and cloud operatorsCustomers in regulated sectors ask how incidents, changes and capacity are managed.
  • Internal IT departments of large Belgian groupsShared-service IT teams use the standard to structure delivery.

Requirements

ISO 20000-1 requirements in Belgium

Strip away the vocabulary and ISO/IEC 20000-1 requires a company to prove six things about how it plans and delivers IT services.

Services are defined and agreedA service catalogue and service-level agreements state what you deliver and to what standard.
Management owns the service systemTop management sets the service management policy and objectives and provides the people and tools to meet them.
Changes and releases are controlledChanges, releases and deployments are assessed, approved and tracked so live services stay stable.
Incidents and problems are resolvedIncidents and requests are handled to agreed targets, and recurring problems are traced back to their cause.
Capacity, continuity and security are plannedCapacity, availability, continuity and information security are planned so agreed service commitments can be met.
Suppliers and performance are reviewedSuppliers and internal teams are managed against agreements, performance is reported, and the system is audited and reviewed.

In Belgium these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 20000-1 explained →

How Sterling gets a Belgian company certified

How to get ISO 20000-1 certified in Belgium

One team from the Enschede office carries the work from scoping to certificate. Clients in Belgium are served from Sterling's Enschede office, on-site where the work needs it and remotely otherwise.

  1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
  2. Gap assessment against ISO/IEC 20000-1 and the Belgian requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
  3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
  4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.
  5. Certification body stage 1 and stage 2, then surveillanceAn accredited body audits and decides. Sterling supports the audits and the three-year cycle.
Included in every engagement
  • End to end, from one team
  • Effivity ISO & GRC software
  • Preferential Sterling Academy access, with complimentary awareness training for your people
  • Internal auditor training for your audit team, as applicable to your standard
  • Vulnerability assessment on ISMS engagements

The Sterling Promise: 100% on-time completion, 100% success, 8,100+ client engagements.Sterling does not certify. Certification decisions stay with independent bodies.

Time

How long does ISO 20000-1 certification take in Belgium?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Belgium these are the factors that set the timeline.

  • Number of services and customers in scope
  • Maturity of incident, change and problem processes
  • Tooling and reporting evidence
  • Certification body scheduling around the summer holiday period

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 20000-1 certification cost in Belgium?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Belgium these factors move both.

  • Services, sites and headcount in scope
  • Effort to build service catalogue and reporting
  • Certification body audit fees quoted separately from consulting
  • Integration with ISO/IEC 27001

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 20000-1 consultants and certification bodies in Belgium

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 20000-1 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Belgium are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 20000-1 in Belgium (2)

    InstrumentHow it treats the standard
Regulation (EU) 2022/2554 (DORA), supervised in Belgium by the National Bank of BelgiumThe regulation itself
Applies to financial entities since 17 January 2025; covers ICT risk management, incident reporting, resilience testing and ICT third-party risk; the Bank's report does not name ISO/IEC 27001.
Royal Decree of 31 January 2006 creating the BELAC system for accreditation of conformity assessment bodiesThe system itself
It sets the national accreditation framework that certification bodies work within; the decree does not name any ISO management system standard.

Accreditation, audit language and remote audits in Belgium

Use a certification body accredited for this standard by BELAC, the national accreditation body, or by another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that its accreditation scope covers the standard and your sector. No body is named here unless its accreditation scope has been verified. Edition and transition details: ISO/IEC 20000-1 hub →

    Audit language

Dutch, French and German are the official languages and English is common in business. Agree the audit language and the language of controlled documents with the certification body at application, and follow any language requirement in a contract or a regulator's procedure.

    Remote and on-site

Stage audits are usually on-site; service-desk and tooling evidence can be reviewed remotely at the certification body's discretion.

ISO 20000-1 in Belgium: questions clients ask

Does DORA require ISO/IEC 20000-1 for Belgian financial entities?

No. The National Bank of Belgium's report describes DORA as covering ICT governance and risk management, incident reporting, resilience testing and third-party ICT risk, and it names no ISO standard. Certification to ISO/IEC 20000-1 is therefore a voluntary way for a provider to evidence controlled service management to its financial-sector customers.

Why would a managed service provider in Belgium certify to ISO/IEC 20000-1?

Because customers must manage the risk of relying on ICT providers, and a provider with an independently certified service management system answers their due-diligence questions more easily. The standard covers service delivery, incident, change and capacity processes. It is a commercial advantage rather than a legal requirement under the instruments cited here.

    Can ISO/IEC 20000-1 and ISO/IEC 27001 be certified together?

Yes. Many providers run both within one management system, sharing policy, internal audit and management review, and some certification bodies audit them in a single visit. The standards address different things, service quality and information security, so each keeps its own scope statement and evidence.

Who certifies ISO/IEC 20000-1 in Belgium?

A certification body, not Sterling, and ideally one accredited by BELAC, the national accreditation body created by Royal Decree of 31 January 2006. Ask for the written accreditation scope and confirm that it covers ISO/IEC 20000-1 for IT service providers. Accreditation is scope-specific, so a general logo is not enough.
