In short

ISO 13485 certification in Belgium at a glance

In Belgium, ISO 13485 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Belgium's medical device obligations run through the FAMHP, which registers distributors on its web portal and requires operators who relabel or repackage under Regulation (EU) 2017/745 to supply a notified body certificate showing that their quality management system meets Article 16(3). That page does not name ISO 13485, but the standard is the common framework for such systems and for the partners and notified bodies manufacturers deal with in Flanders' life-science cluster. An ISO 13485 certificate comes from an accredited certification body, ideally under BELAC, and is separate from any notified body certificate. Sterling's Enschede office builds the quality system, risk and complaint processes and internal audit, with Effivity and Sterling Academy included, and explains which certificate answers which question.

The need

Who needs ISO 13485 in Belgium, and what happens without it

In Belgium the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Medical device distributors and importersThose who relabel or repackage must give the FAMHP a notified body certificate showing their quality management system meets Article 16(3).
  • Manufacturers in Flanders' life sciences ecosystemPartners and notified bodies expect a documented quality management system.
  • Contract manufacturers and component suppliers to device makersDevice makers qualify suppliers against their own quality requirements.
  • Pharmaceutical and perishables logistics operators at BrucargoHealthcare supply chains ask for controlled handling and records.

Requirements

ISO 13485 requirements in Belgium

Strip away the vocabulary and ISO 13485 requires a company to prove six things about making medical devices that are safe and work as intended.

Regulatory requirements are built inThe quality system covers the regulatory requirements of each market you supply and your role in the device supply chain.
Design is controlledDesign and development are planned, verified and validated, with changes controlled and a file kept for each device.
Risk management runs through the life cycleRisks to safety and performance are managed from design through production, delivery and use.
Production and suppliers are controlledProduction, process validation, cleanliness, sterilisation where relevant and purchased components are controlled and recorded.
Every device can be tracedIdentification and traceability let you find the components, batches and records behind any device you have released.
Complaints and feedback drive actionComplaints and nonconformities are handled, reported to regulators where required, and closed through corrective and preventive action.

In Belgium these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 13485 explained →

How Sterling gets a Belgian company certified

One team from the Enschede office carries the work from scoping to certificate. Clients in Belgium are served from Sterling's Enschede office, on-site where the work needs it and remotely otherwise.

  1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
  2. Gap assessment against ISO 13485 and the Belgian requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
  3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.

Time

How long does ISO 13485 certification take in Belgium?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Belgium these are the factors that set the timeline.

  • Device class and regulatory role (manufacturer, importer, distributor)
  • Maturity of design, risk and complaint-handling processes
  • Number of sites and outsourced processes
  • Certification body scheduling around the summer holiday period

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 13485 certification cost in Belgium?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Belgium these factors move both.

  • Sites and headcount in scope
  • Depth of design and development controls
  • Certification body audit fees quoted separately from consulting
  • Integration with an existing ISO 9001 system

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 13485 consultants and certification bodies in Belgium

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 13485 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Belgium are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 13485 in Belgium (3)

    InstrumentHow it treats the standard
Regulation (EU) 2017/745 as applied by the FAMHP — distributors and importersRegulator page
Operators who relabel or repackage must send the FAMHP a notified body certificate showing that their quality management system meets Article 16(3); the page does not name ISO 13485.
Royal Decree of 31 January 2006 creating the BELAC system for accreditation of conformity assessment bodiesThe system itself
It sets the national accreditation framework that certification bodies work within; the decree does not name any ISO management system standard.
European co-operation for Accreditation (EA) — BELAC as MLA signatoryRecognition
EA describes BELAC as Belgium's National Accreditation Body and an EA MLA signatory, with scopes that include certification of management systems (ISO/IEC 17021-1).

Accreditation, audit language and remote audits in Belgium

Use a certification body accredited for this standard by BELAC, the national accreditation body, or by another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that its accreditation scope covers the standard and your sector. No body is named here unless its accreditation scope has been verified. Edition and transition details: ISO 13485 hub →

    Audit language

Dutch, French and German are the official languages and English is common in business. Agree the audit language and the language of controlled documents with the certification body at application, and follow any language requirement in a contract or a regulator's procedure.

    Remote and on-site

Audits are on-site because production, storage and records must be observed; document review can be remote.

ISO 13485 in Belgium: questions clients ask

Does the FAMHP require ISO 13485?

The FAMHP's distributor page does not name ISO 13485. It says distributors and importers who relabel or repackage must send a notified body certificate showing that their quality management system meets Article 16(3) of Regulation (EU) 2017/745. How that certificate is obtained for your activity is a regulatory question, so check with the FAMHP.

Is an ISO 13485 certificate the same as an MDR certificate?

No. ISO 13485 certification comes from an accredited certification body, whereas the certificate the FAMHP refers to is a notified body certificate under Regulation (EU) 2017/745. The two can overlap in the quality system content, but they are separate. Confirm what your device class and role require with your regulatory counsel or the FAMHP.

Who can certify ISO 13485 in Belgium?

A certification body accredited for this standard, not Sterling. BELAC is the national accreditation body, set up by Royal Decree of 31 January 2006. Check the body's accreditation scope covers medical device quality systems, and ask whether it also acts as a notified body if you need that service as well.

Do Belgian distributors need a quality system even if they do not manufacture?

If they relabel or repackage, yes. Those activities trigger a notification to the FAMHP and the supply of a notified body certificate showing a compliant quality management system. Distributors who do not carry out those activities have other obligations. Ask the FAMHP, or your regulatory counsel, which apply to your business.
