In short

PCI DSS compliance in Bangladesh at a glance

Bangladesh Bank Guideline on ICT Security, Version 4.0 (2023) refers to PCI DSS, yet none of the Bangladeshi instruments checked makes it compulsory. Buyers in Bangladesh ask for it anyway.

Card data security in Bangladesh sits at the junction of a regulator's guideline and the payment brands' rules. Bangladesh Bank's ICT security guideline, version 4.0, lists payment card data security among the areas in which banks and financial institutions should obtain industry-standard certification and includes a section on payment cards, while the new Personal Data Protection Act, 2026 defines financial data to include card and account details. BPO and contact-centre firms handling card data for overseas clients are usually asked by the client's acquirer for validated compliance. PCI DSS produces no certificate. Depending on volume, either a Qualified Security Assessor writes a Report on Compliance or the firm completes a self-assessment, and the brands and acquirers decide which. Sterling does not validate it, nor do ISO certification bodies. Sterling's Mumbai office helps define the cardholder data environment, close gaps and assemble evidence, with Effivity software and Sterling Academy training included with the engagement.

Requirements

PCI DSS requirements in Bangladesh

Strip away the vocabulary and PCI DSS asks any business that stores, processes or transmits card data to comply in six areas.

You know where card data livesThe cardholder data environment is scoped, data flows are mapped and the environment is segmented where possible.
Networks are protectedNetwork security controls restrict traffic to and from systems that handle card data, and configurations are hardened.
Stored data is minimised and protectedOnly the card data you need is kept, sensitive authentication data is not retained after authorisation except under issuer rules, and the rest is protected.
Access is restricted and authenticatedAccess to card data is limited to people who need it, with unique IDs and multi-factor authentication where required.
Systems are logged and testedActivity is logged and reviewed, vulnerabilities are scanned and patched, and penetration testing is carried out.
Policies and people keep it runningSecurity policies, staff awareness, vendor management and incident response keep controls working between assessments.

In Bangladesh these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: PCI DSS explained →

Time

How long does PCI DSS compliance take in Bangladesh?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Bangladesh these are the factors that set the timeline.

  • Size of the cardholder data environment and segmentation
  • Number of payment channels, systems and service providers
  • Maturity of logging, vulnerability management and access control
  • Assessor and acquirer scheduling

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does PCI DSS compliance cost in Bangladesh?

The cost has two parts: the consulting work to build and prove the system, and any external assessor’s fees, which are quoted separately. In Bangladesh these factors move both.

  • Scale of the in-scope environment and merchant or service-provider level
  • Assessor fees quoted separately from readiness consulting
  • Segmentation, tokenisation or tooling changes
  • Penetration testing and scanning

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

PCI DSS consultants and assessors in Bangladesh

Two different organisations are involved. A consultant helps you build the system and prove it works; your regulators, customers and auditors then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers PCI DSS and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Bangladesh are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive PCI DSS in Bangladesh (3)

    InstrumentHow it treats the standard
Bangladesh Bank Guideline on ICT Security, Version 4.0 (2023)Refers to / expects
Payment card data security is one of the examples of areas for industry-standard certification, and the guideline has a section on payment cards within its digital payment security chapter.
PCI Security Standards Council programmesScheme rule
The Council lists assessor programmes; the payment brands and acquirers decide who must validate and how.
Personal Data Protection Act, 2026 (Act No. 63 of 2026)Context
Defines financial data to include card and account information that identifies a person; it sets data duties but does not make PCI DSS a legal requirement.

Accreditation, audit language and remote audits in Bangladesh

PCI DSS is a compliance obligation set by the payment brands, not a certificate. Depending on volume and role, validation is by a Qualified Security Assessor producing a Report on Compliance, or by a self-assessment questionnaire, as the acquirer or payment brand requires. Neither Sterling nor an ISO certification body validates it. Confirm your own obligation with your acquirer and, for banks, with Bangladesh Bank. Edition and transition details: PCI DSS hub →

    Audit language

Reports on compliance are written in English; interviews and evidence can be in Bangla if the assessor's team can work in it. Agree the working language with the assessor at the outset.

    Remote and on-site

Assessors review systems, networks and records; walkthroughs and evidence collection are often remote, and data centres or payment operations rooms in scope may be visited.

PCI DSS in Bangladesh: questions clients ask

Does Bangladesh Bank require PCI DSS?

Not by name in the clause on certification, which lists payment card data security among areas for industry-standard certification and names no standard. Its ICT guideline, version 4.0 of 2023, also has a payment cards section. Banks should confirm with their supervisors what evidence is expected, and agree PCI DSS validation with their card schemes.

    Who validates PCI DSS compliance?

The route depends on your volume and role. Either a Qualified Security Assessor writes a Report on Compliance, or you complete a self-assessment questionnaire, whichever your acquirer or card brand demands. This is not an ISO-type certificate, and Sterling and ISO certification bodies play no validating part. Assessor programmes are listed by the PCI Security Standards Council.

Does a Bangladeshi BPO need PCI DSS?

If it handles card data for overseas clients, usually yes, because the client's acquirer or payment brand requires validation from service providers. The need comes from those contracts rather than Bangladesh law. Ask the client which level, scope and evidence it expects, and agree the assessor's scope early.

Does the data law change card data handling?

The Personal Data Protection Act, 2026 defines financial data to include card and account details that identify a person, so card data also falls under its duties on lawful processing and security. It does not replace PCI DSS or the brands' rules. Take advice on how both apply to your systems.
