In short

ISO 20000-1 certification in Bangladesh at a glance

Bangladesh Bank Guideline on ICT Security, Version 4.0 (2023) refers to ISO/IEC 20000-1, yet none of the Bangladeshi instruments checked makes it compulsory. Buyers in Bangladesh ask for it anyway.

Service management is where a Bangladeshi IT or BPO provider's promises meet daily practice: incidents, changes, capacity and service levels. ISO 20000-1 turns those into a certifiable system. No statute names it, but Bangladesh Bank's ICT security guideline, version 4.0, lists ICT service delivery among the areas in which banks and financial institutions should obtain industry-standard certification, and clients abroad often write the standard into outsourcing contracts. Public tenders under the Public Procurement Act, 2006 set their own evidence for IT services. An accredited certification body issues the certificate against a stated service scope, so define that scope carefully. Sterling's Mumbai office helps providers define the service catalogue, build incident, change and problem processes and prepare for audit, with Effivity software and Sterling Academy training included with the engagement.

The need

Who needs ISO 20000-1 in Bangladesh, and what happens without it

In Bangladesh the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • IT outsourcing and managed service providersClients abroad and at home ask providers to show a controlled service management system.
  • Banks and financial institutions running ICT servicesBangladesh Bank's guideline lists ICT service delivery among the areas for industry-standard certification.
  • Telecom, data-centre and hosting operatorsService levels, change control and incident handling are the daily substance of their business.
  • Shared-service and BPO operationsClients monitor service performance and expect a documented method for improving it.

Requirements

ISO 20000-1 requirements in Bangladesh

Strip away the vocabulary and ISO/IEC 20000-1 requires a company to prove six things about how it plans and delivers IT services.

Services are defined and agreedA service catalogue and service-level agreements state what you deliver and to what standard.
Management owns the service systemTop management sets the service management policy and objectives and provides the people and tools to meet them.
Changes and releases are controlledChanges, releases and deployments are assessed, approved and tracked so live services stay stable.
Incidents and problems are resolvedIncidents and requests are handled to agreed targets, and recurring problems are traced back to their cause.
Capacity, continuity and security are plannedCapacity, availability, continuity and information security are planned so agreed service commitments can be met.
Suppliers and performance are reviewedSuppliers and internal teams are managed against agreements, performance is reported, and the system is audited and reviewed.

In Bangladesh these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 20000-1 explained →

How Sterling gets a Bangladeshi company certified

Time

How long does ISO 20000-1 certification take in Bangladesh?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Bangladesh these are the factors that set the timeline.

  • Service catalogue and number of services in scope
  • Incident, change, problem and configuration management maturity
  • Supplier and customer agreements and service level reporting
  • Certification body scheduling

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 20000-1 certification cost in Bangladesh?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Bangladesh these factors move both.

  • Number of services, sites and teams in scope
  • Tooling for service desk, configuration and monitoring
  • Certification body audit fees quoted separately from consulting
  • Training of service management staff

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 20000-1 consultants and certification bodies in Bangladesh

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 20000-1 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Bangladesh are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 20000-1 in Bangladesh (3)

    InstrumentHow it treats the standard
Bangladesh Bank Guideline on ICT Security, Version 4.0 (2023)Refers to / expects
The examples of areas for industry-standard certification include ICT service delivery; the clause names no standard.
Public Procurement Act, 2006 (Act No. 24 of 2006)Expected in practice
Tender documents for IT services set their own evidence of service capability.
    Bangladesh Accreditation BoardAccreditation
The national accreditation body; confirm that a certification body's scope covers IT service management.

"Expected in practice" means the instrument asks for the outcomes ISO/IEC 20000-1 covers without naming a standard, and ISO/IEC 20000-1 is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in Bangladesh

Choose a certification body whose accreditation covers this standard and your sector: accreditation by the Bangladesh Accreditation Board (BAB) or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Ask for the accreditation certificate and read its scope. Edition and transition details: ISO/IEC 20000-1 hub →

    Audit language

Buyer standards, export documents and most management system records are in English, and Bangla is the state language under the Constitution; interviews with workers and supervisors are normally in Bangla. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.

    Remote and on-site

Audits combine remote reviews of tools and records with on-site visits to service desks and operations centres.

ISO 20000-1 in Bangladesh: questions clients ask

Does Bangladesh Bank mention IT service management certification?

Its ICT security guideline, version 4.0 of 2023, lists ICT service delivery among the areas in which the organisation should obtain industry-standard certification, without naming a standard. Banks should confirm with their supervisors whether ISO 20000-1 meets that expectation, and how it fits with their other certificates.

Who asks Bangladeshi IT providers for ISO 20000-1?

Mostly clients with outsourcing contracts, such as overseas firms, banks and large enterprises that want a controlled service management system behind their service level agreements. The demand comes from contracts rather than a statute. Ask each client whether it requires a certificate or accepts evidence of the practices.

How does ISO 20000-1 differ from ISO 27001?

ISO 20000-1 certifies how services are planned, delivered and improved, including incident, change and problem management, while ISO 27001 certifies how information security is managed. Providers often hold both, because clients ask about service quality and security together. Decide the order with your client's contract in mind.

Can one project cover several services?

Yes, the scope can list several services, but each adds records, reporting and interfaces to audit, so timing grows with the number in scope. Start with the services your clients actually ask about, and extend later. Agree the scope statement with the certification body before the audit is planned.
