ISO 13485 certification in Bangladesh at a glance

One Bangladeshi instrument bears on ISO 13485. It does not name the standard. So why do buyers in Bangladesh keep asking for the certificate?

Medical devices sit awkwardly between pharmaceutical and general manufacturing law in Bangladesh. The Drugs and Cosmetics Act, 2023 regulates production, import and quality of drugs and cosmetics, defines Good Manufacturing Practice by World Health Organization guidelines and refers to devices in its provisions on trials, but it does not name ISO 13485. The standard is therefore driven by buyers, distributors and importing regulators who want a device-specific quality system with design controls, risk management, traceability and complaint handling. ILAC says the Bangladesh Accreditation Board's signatory status covers medical testing and inspection, which is not the same as a device quality system scope, so verify the certification body's accreditation. Sterling's Mumbai office helps clients build and test the system, with Effivity software and Sterling Academy training included with the engagement. Confirm regulatory duties with the Directorate or counsel.

The need

Who needs ISO 13485 in Bangladesh, and what happens without it

In Bangladesh the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Medical device and consumable manufacturersThe Drugs and Cosmetics Act, 2023 refers to medical devices, and export buyers and distributors ask for a device quality system.
  • Contract manufacturers of components for device makersDevice manufacturers flow their quality system requirements down to component suppliers.
  • Distributors, importers and service providers handling devicesBuyers and regulators look for controlled storage, traceability and complaint handling.
  • Pharmaceutical firms diversifying into devicesThey need design, risk and post-market controls that a medicines-only system may lack.

Requirements

ISO 13485 requirements in Bangladesh

Strip away the vocabulary and ISO 13485 requires a company to prove six things about making medical devices that are safe and work as intended.

Regulatory requirements are built inThe quality system covers the regulatory requirements of each market you supply and your role in the device supply chain.
Design is controlledDesign and development are planned, verified and validated, with changes controlled and a file kept for each device.
Risk management runs through the life cycleRisks to safety and performance are managed from design through production, delivery and use.
Production and suppliers are controlledProduction, process validation, cleanliness, sterilisation where relevant and purchased components are controlled and recorded.
Every device can be tracedIdentification and traceability let you find the components, batches and records behind any device you have released.
Complaints and feedback drive actionComplaints and nonconformities are handled, reported to regulators where required, and closed through corrective and preventive action.

In Bangladesh these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 13485 explained →

How Sterling gets a Bangladeshi company certified

Time

How long does ISO 13485 certification take in Bangladesh?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Bangladesh these are the factors that set the timeline.

  • Device classes, markets and regulatory routes in scope
  • Design and development, risk management and complaint-handling maturity
  • Sterile or controlled-environment processes
  • Certification body availability for a medical-device-qualified auditor

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 13485 certification cost in Bangladesh?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Bangladesh these factors move both.

  • Number of products, classes and sites
  • Validation, cleanroom or sterilisation work
  • Certification body audit fees quoted separately from consulting
  • Regulatory submissions for export markets

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 13485 consultants and certification bodies in Bangladesh

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 13485 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Bangladesh are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 13485 in Bangladesh (3)

    InstrumentHow it treats the standard
Drugs and Cosmetics Act, 2023 (Act No. 29 of 2023)Context
Covers drugs and cosmetics and refers to medical devices in provisions on trials; it defines Good Manufacturing Practice by World Health Organization guidelines and does not name ISO 13485.
    Bangladesh Accreditation BoardAccreditation
ILAC says BAB's signatory status covers medical testing and inspection; certification of medical device quality systems is a separate scope to confirm with the certification body.
Public Procurement Act, 2006 (Act No. 24 of 2006)Expected in practice
Tender documents for medical supplies set their own evidence of quality.

"Expected in practice" means the instrument asks for the outcomes ISO 13485 covers without naming a standard, and ISO 13485 is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in Bangladesh

Choose a certification body whose accreditation covers this standard and your sector: accreditation by the Bangladesh Accreditation Board (BAB) or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Ask for the accreditation certificate and read its scope. Regulatory acceptance of the certificate is decided by the importing market's authority, so ask the buyer or authority which certification route it recognises. Audit language

Buyer standards, export documents and most management system records are in English, and Bangla is the state language under the Constitution; interviews with workers and supervisors are normally in Bangla. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.

    Remote and on-site

Audits are on-site at manufacturing and storage areas; design and risk documentation can be partly reviewed remotely.

ISO 13485 in Bangladesh: questions clients ask

Does the Drugs and Cosmetics Act, 2023 require ISO 13485?

The Act does not name it. It regulates drugs and cosmetics, defines Good Manufacturing Practice by reference to World Health Organization guidelines and mentions medical devices in its provisions on trials. Ask the Directorate of Drug Administration what applies to your device, and ask your export market's regulator what certificate it needs.

Is ISO 13485 the same as Good Manufacturing Practice for medicines?

No. The Act's Good Manufacturing Practice is the medicines practice described in World Health Organization guidelines, while ISO 13485 is a management system standard for medical device organisations with design, risk and traceability requirements. A firm making both may need to run both systems. Confirm each requirement with the Directorate and your buyers.

Is the Bangladesh Accreditation Board recognised for medical-device certification?

ILAC says BAB's signatory status was extended to medical testing and inspection, which is different from certifying medical device quality systems. Ask any certification body for its accreditation certificate and scope, and ask the importing market's authority whether it accepts that certificate for your device class.

What affects the length of an ISO 13485 project?

Device classes and target markets, how mature design controls, risk management and complaint handling already are, any sterile or controlled-environment processes, and auditor availability. Map each target market's regulatory route early, since it decides which records you need. Agree timing with the certification body once the scope is clear.
