Qatar NIA · National Information Assurance
Qatar NIA compliance, requirements and certification support for information that Qatar's public sector can trust you with.
The National Information Assurance Standard is how Qatar sets the security baseline for government information and the organisations that handle it. Sterling's expert and experienced consultants turn its governance domains and control domains into a working programme, gather the evidence an NCSA-accredited auditor samples and stay beside you until the National Cyber Security Agency reaches its decision. We ensure successful certification for our clients.

Qatar NIA client experienceWhat it is
What is the Qatar NIA Standard and what is it used for?
Qatar's National Information Assurance framework is the State's common rulebook for protecting information held by government. It began as the National Information Assurance Policy and is now maintained by the National Cyber Security Agency (NCSA) as the National Information Assurance Standard. It protects information against unauthorised disclosure, unauthorised change and loss of availability through security governance processes and security controls.
Agencies use it to organise their own security, and to judge whether a supplier or cloud provider can be trusted with their data. NCSA also runs a certification against it, so conformity can be shown through an independent audit.
Current edition. The National Information Assurance Standard, Version 2.1, published by NCSA; it follows the National Information Assurance Policy v2.0 of February 2014. Confirm with NCSA or your accredited auditor which version your audit will use before you plan.
Who it is for
Who needs Qatar NIA compliance?
The policy text addresses agencies and the information assets they hold, unless an exemption applies. Its reach extends to anyone those agencies trust with that information, which is why private firms in Qatar and abroad meet it too. Enquiries usually begin in one of four ways:
- A government customer writes it into the contract. Find out whether it expects alignment, a self-declared status or an NCSA certificate, and for which services.
- A tender asks for NIA certification. Work back from the submission date, because an accredited audit and NCSA's decision both take time to schedule.
- You host or process government data. Cloud, data centre and managed service providers are often asked to show that their controls meet the national baseline.
- Your group already holds ISO/IEC 27001. The Qatar entity wants to reuse that ISMS and close only the NIA-specific gaps.
Requirements
What are the main Qatar NIA requirements?
The NIA Policy v2.0 groups its requirements into two parts: security governance and security processes, and security controls. The areas below follow that published structure at title level. Each is checked against the Version 2.1 text during the gap analysis.
- Governance structure and risk management: security roles and oversight, and a risk-based approach to protecting information assets.
- Data labelling and third-party security: information classified and handled by its label, and suppliers held to the same controls.
- Change, personnel and awareness: managed change, people security and security awareness for everyone with access.
- Incidents and continuity: incident management, business continuity, logging and security monitoring.
- Records and assurance: data retention and archival, documentation, and audit and certification.
- Communications, networks and gateways: communications security, network security, information exchange and gateway security.
- Products, software and system use: product security, software security and system usage security.
- Media, access and cryptography: media security, access control security and cryptographic security.
- Mobile, physical and virtual environments: portable devices and working off-site, physical security and virtualisation.
What does useful Qatar NIA evidence look like?
A scope statement that names the systems and services, an asset register with a classification against each asset, a risk assessment linked to the controls chosen, approved policies, supplier agreements carrying security terms, access reviews, log and monitoring records, incident tickets and training records, each drawn from real operations rather than built for the visit.
Certification process
How do you get Qatar NIA certified?
NCSA operates NIA Certification under its National Information Security Compliance Framework (NISCF). An auditor NCSA has accredited carries out the audit; NCSA reviews the outcome and awards the certificate of compliance.
- 01Fix the scope and the data in it.Agree the entities, services, systems, sites and information classifications the certificate should cover.
- 02Gap analysis: test current controls against the NIA Standard. Each governance area and control domain is compared with your policies, systems and records, and every gap gets an owner and a date.
- 03Implement and keep the records.Policies approved, controls configured, suppliers bound, people trained, each step leaving evidence behind it.
- 04Audit internally and review with management. An internal audit against the applicable controls and a management review close the weaknesses before the accredited auditor arrives.
- 05Complete the accredited audit and NCSA's decision.Engage an NCSA-accredited auditor, respond to its findings, and await NCSA's certification decision; then keep the controls running for any maintenance audits the scheme sets.
Check the route before you sign. NCSA publishes its own accreditation of NIA auditors and a certification status service. Ask which audit organisation will assess you, confirm its NIA accreditation with NCSA, and verify any certificate you are shown through NCSA's status service. The certification buyer's checklist
Cost
How much does Qatar NIA certification cost?
An NIA budget depends less on headcount than on the number of systems in scope, the classification of the data they carry and how much security technology is already in place.
| Cost component | What affects it |
|---|---|
| Consulting and implementation | Systems, services and sites in scope, the maturity of existing controls, and whether you choose Design™ or Drive™ |
| Accredited audit | Audit days, locations and any maintenance audits, quoted by the NCSA-accredited audit organisation |
| Any NCSA charges | Confirmed with NCSA directly and shown separately |
| Remediation | Tools that may be missing, such as logging, access management, encryption or backup, plus your team's time |
| Software and learning | Effivity and Sterling Academy access, itemised at no additional cost |
What moves the price
- The highest data classification handled in scope
- Cloud, hosted and outsourced services to bring under control
- Whether an ISO/IEC 27001 ISMS already exists
What a Sterling proposal always shows
- Deliverables, assumptions and exclusions in writing
- Audit and NCSA charges listed apart from our fee
- One all-inclusive proposal for our work
Timeline
How long does Qatar NIA certification take?
Technical remediation sets the pace: an estate with a mature ISO/IEC 27001 system moves faster than one still building logging, access reviews or encryption. As an estimate, most programmes take six to twelve months to reach the accredited audit, with the audit organisation's calendar and NCSA's review added on top.
| Phase | What sets the pace |
|---|---|
| Scope and gap analysis | Agreement on systems and classifications, and access to IT and records owners |
| Implementation | Change windows, procurement of missing tools and supplier negotiations |
| Evidence and review | Controls running long enough to leave records, then internal audit and management review |
| Accredited audit and decision | The auditor's availability, time to close findings and NCSA's review |

What our Qatar NIA certification success guarantee means
We stay with you until your agreed Qatar NIA certification outcome is achieved, through implementation, the accredited audit and the closure of any findings it raises.
The engagement identifies the standard, scope, outcome and responsibilities. Your organisation supplies accurate information and puts the agreed controls into use. FAQs
Frequently asked questions about Qatar NIA
Does ISO/IEC 27001 certification make us Qatar NIA compliant?
No, not on its own. A working ISMS covers much of the governance, but NIA has its own control domains and classification-based rules, so each control still has to be checked against the NIA text.
Is Qatar NIA compliance mandatory for private companies?
It depends on your contracts. The policy is addressed to government agencies, and private firms usually meet it because an agency customer requires it for the information they handle.
Can a company outside Qatar get NIA certification?
Ask NCSA before you plan. Eligibility and the scope a certificate can cover are for NCSA to confirm, and the answer shapes the whole programme.
What is the difference between the NIA Policy v2.0 and the NIA Standard V2.1?
V2.1 is the current NCSA edition of the same national framework. Anyone who built to v2.0 should run a gap check against V2.1 before the next audit.
How do we verify a supplier's Qatar NIA certificate?
Use the certification status service on NCSA's website. Check that the scope and the data classification on the certificate cover the service you are buying.
