What it is

What is SQF and what is it used for?

SQF, the Safe Quality Food Program, is a food safety certification programme owned by the SQF Institute (SQFI), a division of FMI – The Food Industry Association. Rather than one standard stretched across the whole food chain, SQF publishes a Food Safety Code for each part of it: primary plant and animal production, aquaculture, the manufacture of food, pet food, animal feed, animal products and dietary supplements, food sector packaging, and storage and distribution. Each code combines system elements, such as management commitment, the food safety plan and traceability, with good practice requirements written for its sector, and a site is audited and scored against the code that fits what it does. SQFI reports more than 14,000 certified sites and says SQF has been benchmarked by the Global Food Safety Initiative (GFSI) since 2004.

The usual trigger is a buyer. Supplier approval forms ask for a certificate from a GFSI-benchmarked scheme, and SQF answers that request. The more useful question for the business is whether the food safety plan, the prerequisite controls and the people on every shift would stand up to an auditor who arrives unannounced; SQF's scoring turns the answer into a number that buyers read.

Current edition. SQFI has published Edition 10 of the SQF Code as digital codes on its website; the Food Manufacturing and Quality codes were updated on 1 September 2026 to reflect the new requirements. Edition 10 introduces risk-weighted audit scoring with core clauses, strengthens the expectations on food safety culture, change management and environmental monitoring, renumbers the requirements, and extends certificate validity from 75 to 80 days beyond the anniversary date. SQFI sets the date from which audits are conducted against Edition 10 and offers an Edition 10 Conversion Course; confirm with your certification body which edition your next audit will use. Sites starting now should build to Edition 10. SQF Edition 10: what changes and how to plan the move

Who it is for

Who needs SQF certification?

SQF certifies sites: the scope names the site, its food sector categories and the products covered, and multi-site certification has its own SQFI requirements. SQFI also publishes codes for food safety services and for agents and brokers. Food businesses come to Sterling for SQF from four situations:

  • A buyer's supplier approval names SQF, or any GFSI-benchmarked scheme. We confirm at the start whether the buyer wants SQF specifically or any recognised scheme, which code and scope it expects, and whether it wants the Quality Code or annual unannounced audits.
  • You are choosing between SQF, BRCGS, FSSC 22000 and IFS. Where the buyer leaves the choice to you, SQF suits a site that wants requirements written for its own sector, a numerical score to show customers and the option of certifying quality as well as safety.
  • You are a smaller supplier starting from the basics. SQF Fundamentals, at Basic and Intermediate levels, introduces the SQF system for small and medium-sized businesses. It is not GFSI-benchmarked, so we use it as a first step and plan the route to the full Food Safety Code.
  • You are certified, but the score is not where it should be. A score in the seventies brings a six-month surveillance audit, and under Edition 10 a score below 70 at recertification suspends the certificate. We rebuild the system around the findings, starting with the core clauses.

Business benefits

What SQF certification does for a food business

An SQF system pays for itself in production long before it shows in an audit report, so we begin where the auditor begins: the food safety plan against the process as it actually runs, the controls on the floor, and whether supervisors can explain why each one exists.

  • A score buyers can readEvery Edition 10 audit ends with a number out of 100, with core clauses weighted more heavily. Scoring 80 or more keeps the site on a twelve-month cycle and gives buyers a simple measure of control.
  • One certificate instead of many auditsSupplier approvals that ask for GFSI-benchmarked certification can accept SQF, so a single annual recertification can take the place of repeated customer audits.
  • Requirements written for your sectorGrowers, feed mills, pet food plants, packaging converters and warehouses each work to a code written for what they do, not to a factory standard bent to fit.
  • Fewer incidents and faster recoveryA validated food safety plan, an allergen risk assessment, environmental monitoring built on the site's own hazards, and a traceability and recall system that has been tested.
  • Ready on the unannounced dayOne recertification audit in every three-year cycle arrives unannounced, and a site can choose that for every audit. A system that runs the same on every shift has nothing to prepare.
  • Quality as well as safetyA site certified to its Food Safety Code can add the SQF Quality Code, which addresses quality threats and leads to a separate certificate, using the same arrangement of a primary and a substitute practitioner.

Choose a handful of measures that show whether the system works: repeat findings between audits, CCP deviations, allergen and labelling incidents, positive environmental results and how quickly corrective actions close.

Requirements

What are the main SQF requirements?

Each SQF Food Safety Code has two parts. Part A sets out how the Code is implemented and maintained and how certification works; Part B holds the auditable requirements: the system elements in Module 2 and a good practice module for the sector. The table follows the Edition 10 Food Manufacturing code; the other codes pair their system elements with good practice requirements for their own sector. It is a plain-language map, and your site is checked against the Code's own wording, requirement by requirement, during the programme.

SectionWhat it requires of youWhat it looks like in practice
Part A Implementing and maintaining the CodeRegister the site, appoint the SQF practitioners, define the scope, and follow the rules for audits, scoring, corrective action and certificatesA current registration in the SQFI Assessment Database, a scope naming products and food sector categories, and a certification body chosen from SQFI's licensed list
2.1 Management commitmentLead the system: a signed food safety policy, a food safety culture that leadership drives and measures, defined responsibilities and resources, and a primary and a substitute SQF practitionerA policy people can explain, culture actions with measures, job descriptions with deputies, and a practitioner who owns the system day to day
2.2 Food safety management systemDocument the system and keep it under control, with procedures, controlled documents and recordsOne current version of every document in use, records completed at the time, and a register the practitioner can navigate in front of the auditor
2.3 New products and commercialisationBring new and changed products into production under control, with food safety confirmed before launchA development file per product, trial runs reviewed against the food safety plan, shelf life confirmed where it matters, and agreed specifications
2.4 Food safety planDevelop and maintain a HACCP-based food safety plan, with hazards analysed, critical control points set and monitoring in placeFlow diagrams confirmed on the floor, a hazard analysis the team can defend step by step, critical limits with their basis, and monitoring records made at the time
2.5 Validation and effectivenessShow that control measures achieve their purpose, and verify on a schedule that the system is effectiveValidation evidence for each critical limit and key prerequisite control, a verification schedule that is followed, and results trended and acted on
2.6 Product identification and traceabilityIdentify materials and product throughout, trace them from supplier to customer, and withdraw or recall when neededLot codes linking raw material, work in progress and dispatch, a trace exercise that reconciles quantities, and a recall procedure that has been tested
2.7 Food defenceProtect product from deliberate contamination with an assessed and maintained food defence planAccess to sensitive areas controlled, the threat assessment reviewed, and staff who know what to report and to whom
2.8 Allergen risk assessmentAssess allergen risk across materials, equipment, processes and labels, and control itAn allergen map by material and line, validated cleaning between allergen changeovers, and label checks against the formulation
2.9 Training programmeDetermine the training each role needs, deliver it and keep the records that show competenceA training matrix by role, records for permanent, temporary and agency workers, and refreshers on schedule
GMP Good manufacturing practices for food manufacturingKeep the site, premises, equipment, people and processes hygienic and under controlBuilding and equipment condition, maintenance, personal hygiene, cleaning and sanitation, pest control, water and air, storage, waste, and environmental monitoring designed from the site's hazards

What does useful SQF evidence look like?

A food safety plan built from the real process and validated; monitoring and verification records made at the time on every shift; allergen cleaning validated; a trace exercise that reconciles quantities; environmental results trended and acted on; and corrective actions that removed causes, not symptoms. Kept in Effivity from the first workshop, each record carries its date, owner and follow-up, which is what an auditor samples.

Certification process

How do you get SQF certified?

Implement the Code and run it; then a certification body licensed by SQFI audits the site, scores it and decides. Sterling prepares your site and builds the system with your team. The audit, the score and the certificate belong to the certification body, and that independence is why a buyer accepts the certificate.

  1. 01
Choose the code and define the scope. The Food Safety Code that fits the site, the products and food sector categories to cover, whether to add the Quality Code, and registration in the SQFI Assessment Database before the audit.
  2. 02
Gap analysis: review the current site against the requirements.Part A and every applicable requirement of Module 2 and the good practice module, checked against the building, the process, the HACCP plan and the records; actions, owners, budget and dates agreed.
  3. 03
Implement, appoint and train.Prepare the primary and substitute practitioners, complete and validate the food safety plan, put good practice controls in place, train every role and run the records in daily production.
  4. 04
Audit internally and test the system.A full internal audit against the Code, a trace and recall exercise and a management review; findings raised by us first and closed with evidence before the certification audit is booked.
  5. 05
Complete the certification audit.A registered SQF auditor conducts it, with at least half of the audit time on site; corrective actions are approved by the auditor and closed in the SQFI Assessment Database within 40 calendar days, and the certification body decides.
  6. 06
Hold the score between audits.Recertification within 30 days either side of the anniversary, a surveillance audit at six months after a score of 70 to 79, and an unannounced recertification in every three-year cycle, or every year if you choose.

Test the route before the price. Ask which certification body will audit, confirm in SQFI's certification body directory that it holds an SQF licence, ask whether its auditors are registered for your food sector categories, and verify its ISO/IEC 17065 accreditation with the accreditation body. Offers that skip implementation end in a low score or a failed audit, with the fee already spent. How to choose a credible SQF provider · The certification buyer's checklist

Cost

How much does SQF certification cost?

An SQF price only means something once the site is understood. A dry-goods warehouse with a working HACCP plan is a short project; a ready-to-eat plant that has to design its environmental monitoring and repair its premises is a long one. A Sterling proposal prices the site in front of us, as one all-inclusive proposal with each component visible.

Cost componentWhat affects it
Consulting and implementationThe state of the food safety plan and prerequisite controls, the code and the number of food sector categories, lines, shifts and languages, the Quality Code if added, and how much of the work your team carries (Design™ or Drive™)
Independent certificationThe certification body's audit days, fee and travel; the recertification audit every year; a six-month surveillance audit if the score falls between 70 and 79; and the site's annual registration in the SQFI Assessment Database
Internal resourcesPractitioner and HACCP team time, supervision on every shift, training hours, validation studies, laboratory testing and environmental sampling, and any building, equipment or pest control works
Software and learningIncluded in every Sterling engagement: Effivity for the food safety system and Sterling Academy access for your people; users, courses and the access period are confirmed in the proposal
Continued supportInternal audits, trace and recall exercises, practitioner support, refresher training, readiness for the unannounced audit and the move to Edition 10, under Sustain™

What moves the price

  • The code, the food sector categories and products in scope, and whether the Quality Code is added
  • Whether a validated food safety plan exists, or the plan starts from the flow diagram
  • The condition of the building, equipment and prerequisite programmes against the good practice module
  • Shifts, languages and the number of workers to train, including temporary and agency staff
  • The deadline, and how much of the work your practitioner and team can take on

What a Sterling proposal always shows

  • Deliverables, responsibilities, assumptions and exclusions, written down
  • Certification-body and SQFI registration fees shown separately, for a like-for-like comparison
  • Effivity, training and Academy access listed at no additional cost
  • Payments linked to deliverables rather than to dates
  • One all-inclusive proposal. No surprises, ever

Timeline

How long does SQF certification take?

An SQF auditor samples records as well as the floor, so the system has to operate before it can be audited: the food safety plan validated and monitored, prerequisite programmes working, verification done on schedule, and enough production under the system for the records to show a pattern across shifts. That is why the realistic range is five to nine months: the shorter end for a site with a validated HACCP plan and sound premises, the longer end where the plan, the building or environmental monitoring has to be built.

PhaseWhat determines the pace
Code choice and gap analysisAccess to the site during production, the existing HACCP plan and records, the buyer's requirements and the scope decision
Food safety plan and good practice controlsThe number of products and process flows, validation work, building and equipment works, and approval times for spend
Operation and verificationRecords building up across shifts, followed by an internal audit, a trace and recall exercise and a management review
Certification auditThe certification body's availability for your food sector categories, the audit itself and the 40 days allowed for corrective actions

If a buyer's deadline, a new contract or a season fixes the date, say so in the first conversation. We will tell you what is achievable and which decisions have to be made in the first month.

Challenges

Common SQF implementation challenges

SQF projects tend to stall for the same five reasons, and each has a practical answer.

The practitioner is carrying the system alone.

The Code makes the practitioner responsible for overseeing the system, not for doing all of it. We prepare the substitute practitioner, share ownership with production, maintenance and warehouse leads, and move routine checks into Effivity so the system keeps running when one person is on leave.

The food safety plan does not match the line.

A plan copied from a template or a sister site misses hazards and lists steps the process does not have. We rebuild it from flow diagrams confirmed on the floor, validate critical limits before monitoring relies on them, and take the HACCP team through the result.

Environmental monitoring is a sampling calendar, not a programme.

Edition 10 puts the emphasis on a site-specific hazard analysis behind pathogen monitoring. We map the zones, choose sampling points and organisms from the product and process risk, define the response to a positive result, and trend the results so they drive cleaning and maintenance.

The score depends on who is on shift.

Under Edition 10 a finding against a core clause costs more points than the same finding elsewhere, and a single critical nonconformity takes the score below 70. We identify the core clauses that apply to your site, test them in internal audits, and make sure the evidence is there on nights, weekends and unannounced days.

Moving an existing certificate to Edition 10.

New numbering, risk-weighted scoring and firmer expectations on culture, change management and environmental monitoring call for a review of procedures and records, not a rewrite. We map your system to the Edition 10 code, close the differences and coordinate the first Edition 10 audit with your certification body.

How we deliver

How Sterling supports your SQF implementation

Every SQF engagement runs on Sterling OS™, our delivery operating system, in five phases with defined deliverables, decision owners and evidence. You decide how much of the work your own team carries; the method, the software and the accountability do not change.

  1. 01
Design™Guided implementation: your practitioner and HACCP team do the work with Sterling's structure, templates, workshops and coaching.
  2. 02
Drive™Fully managed consulting: Sterling consultants carry the agreed work alongside your practitioner, production leads and maintenance team.
  3. 03
Sustain™After certification: internal audits, trace and recall exercises, refresher and new-hire training, and readiness for recertification and the unannounced audit.
  4. 04
Automate™The SQF system in Effivity: food safety plan, monitoring, verification, allergen control, environmental monitoring, traceability, training, audits and corrective actions in one workspace.
  5. 05
Revise™The move to Edition 10, a better score, the Quality Code, annual unannounced audits, new products, new sites and additional codes.

The deliverables, decision owners and weekly working session are fixed in the first week, and progress is reviewed against them every week, so a missing validation study or an unrepaired drain shows up in month two rather than on audit day.

Good manufacturing practices

Premises, hygiene, pests and environmental monitoring

Site and equipment inspections, maintenance, cleaning and sanitation schedules, pest control, water and air checks, and environmental monitoring by zone, with results trended and follow-up tracked.

What this means at the audit

An SQF auditor usually starts with the practitioner, follows the food safety plan onto the floor, picks a product and traces it, samples monitoring and verification records from different shifts, and checks allergen changeovers, environmental results, internal audits and corrective actions. In Effivity each of these is a screen with dates, owners and evidence attached. Sustain™ carries on in the same workspace, so an unannounced auditor finds the same system a scheduled one would.

Why Sterling

Want successful SQF certification? Come to Sterling.

From a single packing shed to a group of plants in several countries, Sterling fits the Code to each site's products and people while keeping one way of working across the group. We reconcile the Code, national food law and each buyer's specifications, so a single system answers all three.

Food safety work in 60+ countries since 2003

HACCP-based food safety systems implemented for growers, processors, manufacturers, packers and warehouses, with one engagement team accountable wherever your sites are.

All-inclusive proposal

Consulting, Effivity, training and Academy access in one proposal, with certification-body and SQFI registration fees shown separately. No surprises, ever.

Built for the score, not the file

Checks that supervisors actually complete, controls validated rather than assumed, and core clauses tested before the auditor tests them, so audit day looks like every other day.

Expert and experienced consultants

Consultants who have built food safety and quality systems across sectors and countries since 2003 and know how an SQF auditor samples a site, so the audit confirms a system that already works.

The Sterling Promise

What our SQF certification success guarantee means

100%on-time completion · success · 8,100+ client engagements

We stay with your site until the agreed SQF certification outcome is achieved: through consulting, audit preparation and the closure of every corrective action the certification body requires. Clear explanations, practical work on the floor, and the software and learning included in the fee leave the site with a capability of its own, not just a certificate.

The engagement defines the code, the scope, the outcome and each party's responsibilities. Your organisation provides accurate information, completes the agreed works and operates the agreed controls. The SQFI-licensed certification body audits, scores and retains its certification decision. Our commitment concerns the agreed certification support; it does not guarantee a particular score, the absence of food safety incidents or approval by every buyer.

After certification

What happens after SQF certification?

Under Edition 10 the certificate is valid for 80 days beyond the anniversary of the initial certification audit, and each year's recertification audit falls within 30 days either side of that anniversary. A score of 70 to 79 adds a surveillance audit around the six-month point, and a score below 70 at recertification suspends the certificate. One recertification in every three-year cycle is unannounced, unless the site has chosen to make every recertification unannounced. The site's registration in the SQFI Assessment Database has to be renewed every year for the certificate to stay valid.

Products, suppliers, lines, people and the Code itself change between audits, and each change is a reason to revisit the food safety plan and the controls around it. Under Sterling OS™ Sustain™ we run internal audits, trace and recall exercises and practitioner reviews with you, so the score reflects how the site runs on every day of the year.

FAQs

Frequently asked questions about SQF

What is the difference between the SQF Food Safety Code and the SQF Quality Code?

The Food Safety Code is the food safety certification, with a code for each sector, audited and scored out of 100. The Quality Code is designed to monitor and control threats to food quality and works best where a robust food safety plan is already in place. It requires certification to the SQF Food Safety Code for the site's sector, or, under Edition 10, a food or feed manufacturing or storage site certified to another GFSI-recognised programme or food safety management standard. Quality Code audits receive no score or rating, and a separate certificate is issued.

Is SQF recognised by GFSI?

Yes. GFSI's list of recognised certification programmes includes the SQF Food Safety Codes, Edition 9, benchmarked against GFSI Benchmarking Requirements version 2020 for scopes from farming and primary conversion to food processing, feed, storage and distribution and food packaging; SQFI says SQF has been benchmarked since 2004. SQF Fundamentals and the Quality Code are not on GFSI's list. With Edition 10 now published, check the current listing when you book the audit.

What does an SQF practitioner do, and do we need one?

Yes, you need one. Every certified site must have a suitably qualified primary SQF practitioner and a substitute to oversee the development, implementation, review and maintenance of the SQF system, and the Code sets out the practitioner requirements under management commitment in section 2.1. In practice the practitioner is the auditor's first point of contact and the person who keeps the system current between audits. Sterling coaches both through the implementation.

How is an SQF audit scored under Edition 10?

Each nonconformity deducts points from 100: 1 for a minor, 2 for a minor against a core clause, 5 for a major, 7 for a major against a core clause and 50 for a critical. A score of 80 to 100 is rated Certified, with the next audit in twelve months; 70 to 79 is Certified with Surveillance, with a surveillance audit six months on; below 70 fails an initial audit, and at recertification the site is immediately suspended. Core clauses carry more weight because of their role in preventing food safety failures.

How do unannounced SQF audits work?

One recertification audit in each three-year cycle is unannounced. It takes place within the usual 60-day recertification window, in the first, second or third year of the cycle, and unlike other SQF audits no part of it can be conducted remotely. A site may instead choose to have every annual recertification audit unannounced.

SQF, BRCGS or FSSC 22000: which should we choose?

Start with what your buyer accepts. All three are on GFSI's list of recognised programmes. FSSC 22000 is built on ISO 22000 with sector prerequisite programmes and scheme requirements, BRCGS is a prescriptive site standard that grades the audit, and SQF offers a code for each sector, a score out of 100 and an optional Quality Code. The right choice depends on the buyer, the sector and how your team prefers to work.

What is SQF Fundamentals?

An introduction to the SQF system for small and medium-sized businesses, published for manufacturing and for primary production at two levels: Basic, which concentrates on practical food safety tools, and Intermediate, which builds on Basic and adds documentation requirements. Fundamentals is not a GFSI-benchmarked programme, so a buyer asking for GFSI recognition needs the full Food Safety Code; for a smaller supplier it can be a sensible first step towards it.

Does Sterling issue the SQF certificate?

No. Sterling guides the system into place, trains your people and prepares the site. A certification body licensed by SQFI and accredited to ISO/IEC 17065 audits, scores and decides, using SQF auditors registered with SQFI. A provider that offers to consult and certify under one contract is selling paper.

What changes in SQF Edition 10 for a site that is already certified?

Scoring becomes risk-weighted, with core clauses; food safety culture, change management and environmental monitoring carry firmer expectations; requirements are renumbered; the codes are digital; and the certificate is valid for 80 days beyond the anniversary instead of 75. Map your procedures to the new numbering, check your evidence against the core clauses, and confirm with your certification body when your first Edition 10 audit will be. Sterling's Revise™ service runs the review.

Before the first call

Prepare a useful SQF readiness brief

Skip the paperwork before the first call. What helps is a plain picture of the site and of the buyer behind the request, and seven questions cover it:

  1. Who is asking for SQF: a named buyer, an export market or your own board? Do they accept any GFSI-recognised scheme, or SQF specifically?
  2. Which code fits the site, and which products, lines and food sector categories should the certificate cover? Is the Quality Code wanted as well?
  3. Is there a HACCP-based food safety plan today, when was it last validated, and who is on the HACCP team?
  4. Who could act as primary and substitute SQF practitioner, and how much of their time can the business release?
  5. What condition are the building, equipment, pest control and environmental monitoring in?
  6. What do complaints, customer audits, withdrawals and the last audit report say about the starting point?
  7. Is there a buyer deadline, a season, a contract or a certificate expiry that fixes the date?

From these answers we scope the work and price it realistically. They are preparation for a discussion, not an audit, a score or a certification decision.

Don’t be fooled by certification scams

If it takes ten days, it is not SQF certification.

An SQF certificate is worth something only when an SQFI-licensed certification body issued it, the site is registered with SQFI, the scope matches what the buyer needs and the system behind it survives an unannounced audit. The market also sells paper: certificates from bodies SQFI has never licensed, consultants who do everything while your people do nothing, and food safety plans copied from another plant. They cost less until a buyer checks the certificate or an auditor arrives without notice.

How to choose a credible SQF provider

  1. Ask who will issue the certificate and confirm in SQFI's certification body directory that the body holds an SQF licence.
  2. Confirm the ISO/IEC 17065 accreditation with the accreditation body itself, and whether that accreditation body is a signatory of the Global ACI arrangement, which replaced the IAF MLA and ILAC MRA in January 2026.
  3. Ask who will be your SQF practitioner when the project ends. If the accurate answer is the consultant, the system will not survive its first unannounced audit.
  4. Identify who carries each task, which audit and SQFI registration costs are separate, and what support exists during the 40-day corrective action period.
  5. Ask what your people will learn and where the records will live. Without training and a working system, monitoring stops when the consultant leaves, and the unannounced audit shows it.
  6. Walk away from "certified in 7 to 10 days", "we manage everything", a promised score and one invoice for consulting and certificate. The food safety plan has to be validated and the records generated before any credible audit, and only the certification body's auditor scores it.
