ISO 21001 case study

ISO 21001 case study: an educational institution

How an educational institution with several schools used ISO 21001 to make student support, teaching, assessment and research consistent, and how closer attention to each student's needs improved graduation rates, satisfaction and success.

Key points

  • An educational institution with several schools used ISO 21001 to make student support, teaching, assessment and research consistent across its schools and programmes.
  • Closer attention to each student's needs, through personalised support and ongoing monitoring, measurably improved graduation rates, satisfaction and student success.
  • Its provost said the standard moved the institution beyond an accreditation mindset and put quality and student success at the centre of its work.
  • ISO 21001 certification, where an institution seeks it, is decided by an independent, accredited certification body. Sterling does not certify.

The organisation and what it needed

The client is an educational institution made up of several schools. Each school ran its own programmes, and the institution as a whole carried four responsibilities that matter to every student: supporting learners, teaching them, assessing them fairly and carrying out research.

What it needed was consistency. Good practice existed, but a student's experience of support, teaching and assessment should not depend on which school or programme they happened to join. The leadership wanted those four areas to be reliably good everywhere, and wanted a way of knowing when they were not.

What was implemented

The institution put an educational organisation management system in place under ISO 21001, covering student support, teaching, assessment and research across its schools and programmes.

Two changes stand out in the account the institution gave. First, practice was made consistent: the schools and programmes came to work to common expectations in those four areas instead of each following its own approach. Second, attention shifted towards the individual student, with personalised support and ongoing monitoring of each learner's needs and progress.

The case record describes the programme at that level, and this page does not add detail it does not contain.

What changed

The institution reported measurable improvement in three outcomes: graduation rates, student satisfaction and student success. It linked those gains to the closer attention paid to each student's needs.

Its provost described a change of outlook as well as of results. According to the provost, the standard led the institution to look beyond accreditation and to place quality and student success at the centre of its work, and the results were now visible in student achievement and in research.

That distinction is worth noting for any university or school group. Programme and institutional accreditation remain the business of the relevant education authorities. A management system under ISO 21001 works alongside them, as the everyday discipline that keeps teaching, support and assessment on track between reviews.

About ISO 21001

ISO 21001 sets out the requirements for a management system for educational organisations, known as an EOMS. It is intended for any organisation that uses a curriculum to develop competence, whether a school, a university, a vocational institute, an online academy or a company's training department. The current edition, ISO 21001:2025, was published in July 2025 and replaces the 2018 edition and its 2024 amendment; ISO names the revision of assessment-related text as its main change.

The standard is aligned with ISO 9001 and follows the harmonised structure of ISO management system standards, from context and leadership through planning, support, operation, performance evaluation and improvement. Its principles begin with a focus on learners and other beneficiaries, and include accessibility and equity, ethical conduct in education, and data security and protection.

Certification is carried out by an independent certification body working under ISO/IEC 17021-1 and ISO/TS 21030, through a Stage 1 readiness review and a Stage 2 audit, followed by surveillance audits and recertification every three years.

How Sterling runs a programme like this

What follows describes how Sterling generally approaches an ISO 21001 engagement; it is not an account of this client's programme.

Sterling has worked with organisations since 2003, with 8,100+ client engagements in 60+ countries and offices in 21 countries. An engagement starts by agreeing the scope, meaning the schools, programmes, campuses and delivery modes the system will cover, and then a gap analysis that compares current admission, teaching, assessment and support practice with ISO 21001:2025.

Institutions choose one of two alternative support levels. Under Design™, Sterling develops the system and the institution implements it under Sterling's expert advice and supervision. Under Drive™, Sterling designs and builds the system with the institution's approval, as a fully managed service.

Effivity, used in 50+ countries, is included with the engagement at no additional cost, so records of learner feedback, audits and corrective actions sit in one place from the start. The proposal also covers internal auditor training for your audit team, as applicable to your standard, so the institution can test its own system before the certification body does.

How Sterling supports education providers

One system across every school, built around your academic calendar

Sterling's expert and experienced consultants plan the work around term dates, so the system runs through a real teaching and assessment cycle before the audit. The certificate is issued by an accredited certification body, not by Sterling. We ensure successful certification for our clients.

ISO 21001 in higher education: questions institutions ask

Can an institution with several schools or faculties bring them all under one ISO 21001 scope?

Yes. The scope names the schools, programmes, campuses and delivery modes the system covers, and one system can span them all. The number of campuses, programmes and people in scope shapes the certification body's audit days, so some institutions start with part of the organisation and extend the scope later.

Does ISO 21001 cover research as well as teaching?

The standard is written for organisations that develop competence through teaching, learning or research, so research activity can fall within an EOMS. Whether it does in your case is a scope decision, agreed at the outset and stated clearly for the certification body.

How does a university show student satisfaction in an ISO 21001 audit?

Auditors look for evidence that the satisfaction of learners, other beneficiaries and staff is monitored and acted on. In practice that means surveys and feedback that are analysed, completion and progression indicators, and management review decisions that respond to what the data shows.
