Clause 7.2ISO 14001:2026 · Give people the capability and information to act

ISO 14001 clause 7.2: establish and demonstrate competence

ISO 14001:2026 clause 7.2 requires the organisation to determine the competence needed by people working under its control whose work affects environmental performance or the ability to fulfil compliance obligations. It must ensure competence through appropriate education, training or experience, identify relevant training needs, take applicable development actions and evaluate their effectiveness.

What clause 7.2 requires in practice

Clause 7.2 covers people doing work under the organisation's control whose activities affect environmental performance or its ability to meet compliance obligations. That includes contractors and temporary personnel where the arrangement places their work under that control. Four duties follow:

  • determine the competence these people need;
  • make sure they have it, on the basis of suitable education, training or experience;
  • determine training needs linked to the organisation's environmental aspects and its EMS;
  • where applicable, act to acquire the missing competence and evaluate whether those actions worked.

The standard's note lists training, mentoring, reassignment, hiring or contracting as possible actions. Appropriate documented information must exist as evidence of competence. The clause leaves open the format, the refresher interval and the evaluation method, but it does require the organisation to check effectiveness, which attendance records alone rarely show.

Define competence from the task

Begin with work that influences environmental outcomes. What must the person understand, decide and do? Consider the aspects and EMS responsibilities connected with the work. A purchasing specialist may need to evaluate relevant provider information; a process operator may need to recognise an abnormal condition and follow the appropriate response arrangements.

Avoid defining competence solely as a course title. Training can provide knowledge, while experience, supervised practice or other development may be needed for application. Technical or legally regulated work may require additional qualifications or authorisation according to applicable requirements; an awareness course does not replace them.

Choose development actions and evaluate the result

Compare required competence with current capability. Where action is needed, select a suitable approach: training, mentoring, reassignment, recruitment or access to competent external support may be relevant. The standard does not prescribe one method for every role.

Plan how effectiveness will be evaluated. A knowledge assessment may suit a learning objective, while observation, a work sample or review of a decision may be more appropriate for practical capability. The method should reflect the task and potential consequences. Passing an unrelated quiz is weak evidence that someone can perform a specialised environmental duty.

Why demonstrated competence matters to the business

Environmental failures often begin with a capable person who was never checked for the specific task: an operator who misreads an alarm, a buyer who accepts a provider's evidence without understanding it, an engineer who changes a process without recognising an obligation. Verified competence reduces these risks and the cost of incidents, rework and penalties that follow. It also gives the organisation a defensible answer when a customer, regulator or insurer asks who is allowed to perform sensitive activities and on what basis. Properly evaluated development spending is more efficient than repeated generic courses. Leaders gain confidence that work is being done by people who can do it, including when roles change or staff leave.

How to implement clause 7.2

Competence is best defined from the task, with the evidence chosen to match the consequence of getting the task wrong.

  1. Identify roles whose work touches significant aspects or compliance obligations, including contractors working under your control.
  2. For each role, describe what the person must understand, decide and do, and any authorisation required by applicable rules.
  3. Compare this with current capability, using qualifications, experience, observation or work samples.
  4. Choose the development action that fits the gap: training, supervised practice, mentoring, reassignment or specialist support.
  5. Decide in advance how effectiveness will be judged, matching the method to the task rather than defaulting to a quiz.
  6. Keep records that support the conclusion you claim, such as the assessment outcome and the evidence examined.
  7. Revisit when equipment, materials, obligations or responsibilities change.

A competence matrix is one common way to hold the results, but it is optional, and the real test is whether the person can perform the task safely and correctly.

Two illustrative competence assessments

Illustrative example 1

A manufacturer asks operators to recognise when a process is outside defined environmental operating conditions. The team identifies the relevant indicators and escalation decisions, provides suitable instruction and observes performance in a safe, planned assessment. The record shows what was assessed and the outcome. Attendance at a general induction is not treated as proof of that specific capability.

Illustrative example 2

A software business assigns an employee to evaluate equipment disposal documentation. The competence requirement includes understanding the accepted provider requirements, recognising missing information and escalating uncertainty. The employee reviews representative records with a competent colleague before working independently. Later sampling checks whether the decisions remain consistent.

Keep competence current

Changes in equipment, materials, obligations, procedures or responsibilities can create new needs. Include competence in change planning and investigate whether performance problems reveal a capability gap. Do not assume that a qualification obtained years earlier remains sufficient for every new task.

People outside the organisation’s payroll can also work under its control. Determine relevant competence needs according to the work and control arrangements rather than limiting the process to permanent employees. Provider management and communication may help establish and verify expectations.

Required evidence and common errors

What counts as evidence

Appropriate documented information is required as evidence of competence. Records should support the conclusion being claimed: relevant qualifications, experience, assessments or other evidence may contribute. The standard does not prescribe a universal competence-matrix layout or a fixed refresher interval for all roles.

Typical weaknesses include recording only attendance, setting identical requirements for unrelated tasks and prescribing retraining whenever something goes wrong without examining other causes. A person may understand the task but lack time, equipment or authority; that requires a different response.

Common nonconformities with clause 7.2

Auditors usually find that competence is recorded as activity rather than demonstrated as ability.

  • Training records show attendance only, with no evaluation that the person can perform the environmental task.
  • No defined competence requirement exists for a role that handles significant aspects, so adequacy cannot be judged.
  • Contractors or temporary staff working under the organisation's control were not considered at all.
  • Evidence for a regulated or specialist duty is missing, such as qualification or authorisation held by the person doing the work.
  • The organisation retrained staff after an incident without examining whether the cause was capability, resources or unclear instructions.

Frequently asked questions

Is training always required?

Competence can arise through appropriate education, training or experience. Determine the need and take suitable action where capability is insufficient.

Does a course certificate prove job competence?

It may support evidence of learning, but the organisation must evaluate capability for the actual work and any additional requirements.

Must contractors be considered?

Yes, where people working under the organisation’s control perform relevant work. The arrangement should reflect the task and degree of control.
