ISO 14001 certification in the UK: UKAS accreditation, supplier pre-qualification and the climate check
Clause by clause: ISO 14001:2026 requirements: every clause explained →
What is different about ISO 14001 in the United Kingdom: how UKAS accredits EMS certification bodies, how buyers check a certificate, how PAS 91 and public tenders treat certification, and what UK auditors expect on climate change.
Key points
- UKAS, appointed by government as the United Kingdom's national accreditation body, accredits the bodies that audit environmental management systems. It does not certify organisations, and neither does Sterling.
- In UK construction pre-qualification, the PAS 91 questionnaire carries an environmental module, and Constructionline accepts ISO certificates only from UKAS or other recognised accredited certification bodies.
- UKAS has told certification bodies to raise a finding where an organisation cannot show it has decided whether climate change is a relevant issue. UK auditors test that decision.
- Where energy is the largest aspect, plan ESOS separately: its guidance names ISO 50001 certification as a compliance route, so an EMS project should decide early whether ISO 50001 is also needed.
Why UK organisations pursue ISO 14001 certification
The usual trigger in the UK is a buyer. A main contractor's supply chain team, a facilities management client, a housing association or a corporate customer with its own net zero commitments sends a supplier questionnaire, and one line asks for an accredited environmental management system certificate or equivalent evidence.
Construction and its supply chain feel this most. PAS 91, the standard pre-qualification questionnaire adopted by Constructionline, has an environmental module alongside quality, health and safety and BIM, and holders of recognised certificates are exempt from some sections. Public buyers are the other source of demand, and here the rules have changed: new public procurement rules came into force on 24 February 2025 under the Procurement Act 2023. Certification remains voluntary in law. The decision guide covers whether you need it at all.
UKAS accreditation and checking a UK certificate
UKAS is the national accreditation body for the United Kingdom, appointed by government to assess organisations that provide certification, testing, inspection and calibration. It accredits certification bodies to audit environmental management systems; it does not audit or certify your business. UKAS does not comment on bodies it does not accredit, so ask every quoting body who accredits it and for what scope.
UKAS is a signatory to the European co-operation for Accreditation multilateral agreement. It states that its accreditations continue to be recognised under the Global ACI arrangement, which took over the IAF and ILAC arrangements from 1 January 2026. When the Global ACI list of recognised bodies was checked, UKAS did not appear on it, so confirm the current position on both sites before relying on it for an export customer.
A UK buyer checking your certificate will usually start with UKAS CertCheck, a free database of UKAS-accredited management system certificates. IAF CertSearch covers other accreditation bodies, but uploading there is voluntary, so a missing entry is a reason to ask the issuing body, not proof of a fake. The certificate verification guide explains the full check.
Local practice that changes the project
Climate change in the context review
Since the 2024 climate action amendment, UKAS has told certification bodies to include the climate text in their audits and to raise a finding where an organisation cannot show that its internal and external issues, including climate change, have been determined as relevant or not. ISO 14001:2026 carries that expectation forward. Expect a UK auditor to ask for a recorded, reasoned decision.
Transition timing for existing certificates
UK sites certified to the 2015 edition have until 30 April 2029 under the Global ACI transition, and accredited bodies issue new certificates only to the 2026 edition from 31 October 2027. Agree with your certification body now whether the transition falls at a surveillance visit or at recertification. The transition guide sets out the changes.
Tenders and equivalents
Government guidance on conditions of participation says a public buyer cannot require a particular qualification without allowing for its equivalents. Read each tender's conditions: ISO 14001 is often the fastest way to evidence environmental management, but a buyer cannot make it the only way.
Energy, ESOS and ISO 50001
Where energy is your largest aspect, the Energy Savings Opportunity Scheme guidance names ISO 50001 certification as a compliance route for Phase 4, valid at the compliance date of 5 December 2027. Decide at scoping whether ISO 50001 sits beside the EMS or ESOS is met another way. The ISO 50001 and ISO 14001 comparison covers running both.
UK items to check, and where
| Local item | What it means for your project | Where to verify it |
|---|---|---|
| UKAS accreditation for environmental management systems | The certification body you choose must be accredited for EMS and for the activities in your scope | UKAS's own site and the body's accreditation schedule |
| Climate change as a context issue | A recorded, reasoned decision on relevance, ready for Stage 1 | UKAS technical bulletins on the UKAS site |
| Construction pre-qualification | An accredited certificate can exempt you from parts of the PAS 91 environmental module | Constructionline's guidance and your client's questionnaire |
| Public tender conditions | Equivalent evidence must be accepted, so plan what you will submit | The tender documents and the Procurement Act guidance on GOV.UK |
| ESOS obligations | Decide early whether ISO 50001 is also needed | The ESOS guidance on GOV.UK |
| Your certificate after issue | Buyers check it online during supplier approval | UKAS CertCheck, IAF CertSearch and the body's register |

Book a free discovery callISO 14001 in the UK: questions buyers ask
Does ISO 14001 certification in the UK have to be UKAS accredited?
No law requires UKAS in particular, but many buyers do. Constructionline, for example, accepts ISO certificates from UKAS-accredited bodies or bodies accredited by other recognised members, so check what each buyer accepts before you choose.
Do UK public tenders require ISO 14001?
Not as a fixed rule. Under the Procurement Act 2023 guidance, a buyer asking for a particular qualification must also accept its equivalents, so ISO 14001 is strong evidence but not the only acceptable evidence.
Is our ISO 14001:2015 certificate still valid in the UK?
Yes, until 30 April 2029, the end of the Global ACI transition. From 31 October 2027 accredited bodies issue new certificates only to ISO 14001:2026, so agree your transition audit date with your certification body.
How do I check a UK ISO 14001 certificate?
Search UKAS CertCheck first, then confirm that the body's accreditation schedule covers environmental management systems. If the certificate is not listed, ask the issuing body directly before drawing any conclusion.
