ISO 14001 certification in the UAE and GCC: EIAC and GAC accreditation, site-by-site legal registers and local practice
Clause by clause: ISO 14001:2026 requirements: every clause explained →
What is different about ISO 14001 in the UAE and GCC: where the demand comes from, how to check a body's EIAC, GAC or SAAC scope for environmental management, Dubai registration, free-zone and mainland scope and legal registers by emirate.
Key points
- EIAC, the Dubai Government's accreditation body, accredits certification bodies to ISO/IEC 17021-1. Confirm in its directory that a body's scope names environmental management systems, not only quality, before you accept its quote.
- According to EIAC, certification bodies working in Dubai must be registered there under local regulation; outside Dubai, EIAC accreditation is voluntary.
- For operations elsewhere in the Gulf, GAC publishes a directory of accredited management system certification bodies by country, and SAAC keeps one for Saudi Arabia.
- The UAE federal supplier register does not ask for ISO 14001, so the requirement usually arrives through a customer, a main contractor or a parent group.
Why organisations in the UAE and GCC pursue ISO 14001
Registering as a supplier to the federal government is a paperwork exercise: the Ministry of Finance's Federal Supplier Register lists a trade licence, a VAT or tax registration certificate and a passport copy of the owner, for domestic, free-zone and foreign suppliers alike.
The pressure for an environmental certificate therefore comes from the commercial chain. A facilities management firm bidding for a property portfolio, a fabrication yard on an energy project, a logistics operator serving a multinational and a manufacturer exporting to European buyers all meet the same line in a pre-qualification file: which environmental management certificate do you hold, for which sites, and from which accredited body? The decision guide helps you test whether that demand justifies certification now.
Accreditation for ISO 14001 in the UAE and GCC
EIAC, the Emirates International Accreditation Centre, works under the Executive Council of the Government of Dubai. It was set up under Dubai Law No. 27 of 2015 and replaced the former Dubai Accreditation Department. Its certification bodies service accredits against ISO/IEC 17021-1, and its Conformity Assessment Bodies Directory shows what each body is accredited for. That directory, not the body's brochure, tells you whether environmental management systems sit within the accreditation.
GAC, the Gulf Cooperation Council's accreditation body, with a branch in Oman, accredits bodies that audit and certify management systems to ISO/IEC 17021-1 together with the IAF requirements. SAAC, Saudi Arabia's national accreditation body, lists accredited conformity assessment bodies, certification bodies among them, in its own directory.
Cross-border recognition passed on 1 January 2026 to Global ACI, which took over the roles of the IAF and ILAC. EIAC describes itself as an IAF MLA and ILAC MRA signatory and SAAC names Global ACI among its affiliations, yet Global ACI had not published a list of recognised accreditation bodies when we last checked. Ask the certification body which accreditation will appear on your certificate, confirm that accreditation body's current standing with Global ACI, then follow the certificate verification guide.
Local practice that changes an ISO 14001 project
Free-zone and mainland licences in one scope
Many groups here hold a free-zone licence for trading and a mainland licence for the plant, yard or warehouse. Each is a separate legal entity with its own premises and, often, its own environmental approvals. Decide early which entities and addresses the certificate will name, and make them match the licences a customer's auditor will compare.
A legal register for each emirate and country
Permits, approvals and reporting duties differ between emirates, and again for a site in Saudi Arabia or Oman. The compliance obligations register has to be compiled site by site from the permits and approvals each location actually holds, then evaluated against its monitoring data. The legal register guide sets out how to build it; the regulator that applies to each site is something we confirm with you from your own permits.
Contractors who hold the evidence
Waste collection, effluent tankering, stack sampling and laboratory analysis are commonly outsourced. Clause 8.1 extends control to externally provided processes, so contractor licences, waste manifests and sampling reports have to reach you on a schedule, not only when an auditor asks.
Records, languages and the 2026 edition
Keep monitoring logs and operating criteria in the language each shift's operators actually read. A first-time project should build straight to ISO 14001:2026: from 31 October 2027 accredited bodies issue new certificates only to that edition, and 2015 certificates must transition by 30 April 2029.
What to check locally, and where
| Local item | What it means for your project | Where to verify it |
|---|---|---|
| EIAC accreditation scope | The body's scope must include environmental management systems for your kind of activity | The Conformity Assessment Bodies Directory on the EIAC website |
| Dubai registration of the body | Required, according to EIAC, for bodies operating in Dubai | The EIAC FAQ, then the body's registration evidence |
| GAC or SAAC accreditation | Relevant where a Gulf customer or a Saudi site calls for it | The GAC accredited bodies directory, filtered for management system certification, and the SAAC directory |
| Recognition under Global ACI | Determines how widely the certificate is accepted abroad | The Global ACI website, then the accreditation body's own statement |
| Supplier registration | Federal registration needs licence and tax documents, not ISO 14001 | The Ministry of Finance Federal Supplier Register page, then each buyer's pre-qualification file |

Book a free discovery callISO 14001 certification in the UAE: questions buyers ask
Does an ISO 14001 certification body in Dubai need EIAC accreditation?
It needs to be registered in Dubai, according to EIAC, but EIAC accreditation itself is voluntary outside Dubai. Customers often accept another recognised accreditation, so check what your buyer's pre-qualification file asks for.
Do we need ISO 14001 to register as a UAE government supplier?
No. The Federal Supplier Register asks for a trade licence, a tax registration certificate and an owner's passport copy. Individual buyers and main contractors may still require ISO 14001 in their own supplier approval.
Can one ISO 14001 certificate cover our free-zone and mainland companies?
Yes, if both entities run the same environmental management system and the certification body audits every site in scope. The certificate should name each legal entity and address, so share your licences when you request quotes.
How do we verify an ISO 14001 certificate issued in the UAE or Saudi Arabia?
Search for the certification body in the directory of the accreditation body shown on the certificate: EIAC, GAC or SAAC. Then confirm that its accreditation covers environmental management systems and that the certificate's sites match the supplier's.
