ISO 45001 certification in the US at a glance

One US instrument bears on ISO 45001. It does not name the standard. So why do buyers in the US keep asking for the certificate?

OSHA's Recommended Practices for Safety and Health Programs set out the core elements American employers are encouraged to build on, among them management leadership, worker participation, hazard identification and assessment, and hazard prevention and control. ISO 45001 takes the same ideas into a certifiable occupational health and safety management system with documented risk and opportunity assessment, legal requirements tracking, contractor and procurement controls, incident investigation, internal audit and management review. OSHA standards remain the legal obligation; the demand for certification comes from general contractors' prequalification, multinational parents, insurers and customers' supplier audits. Construction, manufacturing, warehousing and logistics, energy and facilities-management companies are the main applicants, often integrating ISO 45001 with ISO 9001 and ISO 14001. Certification is issued by a certification body accredited within the international mutual recognition arrangements. Sterling, with 8,100+ client engagements in 60+ countries, runs the gap assessment, hazard register and worker consultation, with Effivity and Sterling Academy included. Questions follow.

The need

Who needs ISO 45001 in the US, and what happens without it

In the US the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Construction contractorsGeneral contractors' prequalification asks for safety management evidence.
  • Manufacturing, warehousing and logistics employersOSHA's recommended practices set the programme elements; ISO 45001 makes them certifiable.
  • Energy and facilities-management companiesCustomers' supplier audits and multinational parents.

ISO 45001 requirements in the US

Strip away the vocabulary and ISO 45001 requires a company to prove six things about keeping its people safe and healthy at work.

Leadership takes responsibility for safetyTop management is accountable for preventing work-related injury and ill health, and sets a policy and objectives to do so.
Workers have a real sayWorkers and their representatives are consulted and take part in decisions on hazards, controls, incidents and the system itself.
You know the hazards and the risksHazards are identified on an ongoing basis, risks are assessed, and health and safety legal requirements are known and met.
Controls follow the right orderRisks are reduced using the hierarchy of controls, from eliminating the hazard down to protective equipment, including for contractors.
You are prepared for emergenciesEmergency situations are identified, response plans are in place, people are trained and drills are carried out.
Incidents lead to learningIncidents and nonconformities are investigated, causes are corrected, and performance is monitored, audited and reviewed.

In the US these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 45001 explained →

Time

How long does ISO 45001 certification take in the US?

There is no standard duration: it depends on your scope and on how much of the system already runs. In the US these are the factors that set the timeline.

  • Number of sites and states in scope
  • Hazard identification and legal register completeness
  • Worker consultation and participation evidence
  • Certification body availability

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 45001 certification cost in the US?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In the US these factors move both.

  • Number of sites and headcount in scope
  • Contractor management controls
  • Certification body audit fees quoted separately from consulting
  • Integration with ISO 9001 and ISO 14001

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 45001 consultants and certification bodies in the US

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 45001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in the US are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 45001 in the US (2)

InstrumentHow it treats the standard
OSHA Recommended Practices for Safety and Health ProgramsExpected in practice
Core programme elements; ISO 45001 not cited.
IAS accreditation of management systems certification bodiesMarket driver
Accredited certification for management-system standards is available through a US accreditation body; no mandate.

"Expected in practice" means the instrument asks for the outcomes ISO 45001 covers without naming a standard, and ISO 45001 is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in the US

Use a certification body accredited for this standard by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA), US-based (for example IAS, which accredits management systems certification bodies) or foreign; check that the accreditation scope covers the standard and your sector. No body is named here unless its accreditation scope has been verified. Edition and transition details: ISO 45001 hub →

Audit language

Audits are conducted in English; agree the audit and document language with the certification body at application.

Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

ISO 45001 in the US: questions clients ask

Does OSHA require ISO 45001?

No. OSHA's Recommended Practices for Safety and Health Programs do not cite ISO 45001, and they are recommendations. Contractors and customers may still ask for ISO 45001 certification when they prequalify suppliers, so read your contracts. Confirm legal duties with your counsel or OSHA.

How do OSHA's recommended practices relate to ISO 45001?

They share core elements: management leadership, worker participation, hazard identification and assessment, and hazard prevention and control. An organisation that follows OSHA's practices already has much of the groundwork for ISO 45001, which wraps those elements in a certifiable system.

Who issues the certificate?

A certification body accredited for ISO 45001. Accreditation can come from the US-based International Accreditation Service or from a foreign body within the international recognition arrangements, and the IAF's functions passed to Global Accreditation Cooperation Incorporated in 2026. Make sure the scope covers your sector, especially if you work in construction or manufacturing.
