In short

PCI DSS compliance in the UK at a glance

In the UK, PCI DSS is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Card payment security in the UK is set by the payment brands and acquirers rather than by statute. The PCI Security Standards Council publishes PCI DSS, qualifies the independent assessors known as QSAs, and states that whether an entity must comply with or validate compliance is at the discretion of the organisations running compliance programmes, such as payment brands and acquirers. For a merchant, that means the acquirer's letter usually starts the work; for a service provider, client contracts do. UK law still sits alongside: the UK GDPR requires security appropriate to the risk for payment data about individuals, and the FCA's operational resilience rules cover payment and e-money institutions. Compliance is validated by a QSA through a Report on Compliance or by self-assessment questionnaire, not certified. Sterling's London office scopes the cardholder data environment, reduces it where possible, closes gaps and prepares evidence for the validation route the brands require.

The need

Who needs PCI DSS in the UK, and what happens without it

These are the organisations in the UK that most often need to show PCI DSS.

  • Merchants accepting card payments online or in storeAcquirers and payment brands decide whether and how compliance is validated.
  • Payment and e-money institutionsFCA operational resilience rules apply to them; card data security underpins important business services.
  • Service providers storing, processing or transmitting cardholder data for clientsClients require evidence of PCI DSS compliance in contracts.
  • Contact centres and outsourcers taking card paymentsCard data in calls and systems must be protected; UK GDPR security also applies.

Requirements

PCI DSS requirements in the UK

Strip away the vocabulary and PCI DSS asks any business that stores, processes or transmits card data to comply in six areas.

You know where card data livesThe cardholder data environment is scoped, data flows are mapped and the environment is segmented where possible.
Networks are protectedNetwork security controls restrict traffic to and from systems that handle card data, and configurations are hardened.
Stored data is minimised and protectedOnly the card data you need is kept, sensitive authentication data is not retained after authorisation except under issuer rules, and the rest is protected.
Access is restricted and authenticatedAccess to card data is limited to people who need it, with unique IDs and multi-factor authentication where required.
Systems are logged and testedActivity is logged and reviewed, vulnerabilities are scanned and patched, and penetration testing is carried out.
Policies and people keep it runningSecurity policies, staff awareness, vendor management and incident response keep controls working between assessments.

In the UK these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: PCI DSS explained →

Time

How long does PCI DSS compliance take in the UK?

There is no standard duration: it depends on your scope and on how much of the system already runs. In the UK these are the factors that set the timeline.

  • Cardholder data environment scope and segmentation
  • Merchant or service provider level set by the acquirer or brands
  • Remediation of technical requirements such as logging and vulnerability management
  • Third-party service providers in the payment flow

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does PCI DSS compliance cost in the UK?

The cost has two parts: the consulting work to build and prove the system, and any external assessor’s fees, which are quoted separately. In the UK these factors move both.

  • Size of the cardholder data environment
  • QSA fees where a Report on Compliance is required, separate from consulting
  • Scope reduction measures such as tokenisation or outsourced payment pages
  • Penetration testing and scanning

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

PCI DSS consultants and assessors in the UK

Two different organisations are involved. A consultant helps you build the system and prove it works; your regulators, customers and auditors then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers PCI DSS and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in the UK are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

PCI DSS in the UK: questions clients ask

Is PCI DSS a UK legal requirement?

No. PCI DSS is set by the payment card industry, not by UK law. The PCI Security Standards Council owns the standard, and whether an entity must comply or validate is at the discretion of compliance programme managers such as payment brands and acquirers. Ask your acquirer what it requires of you.

Do we need a QSA or a self-assessment questionnaire?

Your acquirer or payment brand decides. The PCI Security Standards Council says whether an entity must comply or validate sits with compliance programme managers such as payment brands and acquirers. Qualified Security Assessor companies validate adherence where that is required. Ask your acquirer which route and which merchant or service provider level applies.

Does PCI DSS overlap with UK GDPR security?

Yes, in part. The ICO's UK GDPR security principle asks for security appropriate to the risk for personal data, and that includes payment data. PCI DSS gives specific controls for card data. Neither cites the other, so compliance with one does not prove the other. Confirm your obligations with your counsel.
