ISO 13485 certification in Sri Lanka at a glance
National Medicines Regulatory Authority Act No. 05 of 2015 and NMRA dossier requirements requires ISO 13485 for the organisations it covers. Most Sri Lankan buyers ask for it anyway.
A device importer in Colombo and a medical consumables maker in a Board of Investment zone meet the same document in the registration dossier: the quality management system certificate. Under the National Medicines Regulatory Authority Act No. 05 of 2015, medical devices must be registered and licensed, and the NMRA's dossier requirements require ISO 13485:2016/2021 for devices other than listed devices, while listed devices may use ISO 13485 or ISO 9001:2015. Foreign manufacturers apply through a local Marketing Authorization Holder. SLAB's recognition page does not name medical device quality systems among its management systems scopes, so accreditation needs a direct question. Certificates come from accredited certification bodies, never from Sterling. Sterling's Mumbai office helps manufacturers build design, risk and complaint handling controls and prepare for audit, with Effivity software and Sterling Academy training included with the engagement.
Who needs ISO 13485 in Sri Lanka, and what happens without it
For some organisations in Sri Lanka it is a legal requirement. For most, the question comes from a buyer, a regulator or a partner that wants proof before it signs. These are the organisations that get asked.
- Manufacturers of medical devices and consumables registering with the NMRAThe NMRA's dossier requirements require ISO 13485:2016/2021 for medical devices other than listed devices.
- Foreign manufacturers appointing a local Marketing Authorization HolderForeign manufacturers apply through a local agent, and the dossier carries their quality management system certificate.
- Importers and distributors of medical devicesLicences are needed for importation, sale and distribution, and suppliers are asked to evidence their manufacturers' certificates.
- Rubber-based product makers entering the medical fieldKatunayake hosts rubber-based product manufacturing, and makers moving into medical products need a device quality system.

Strip away the vocabulary and ISO 13485 requires a company to prove six things about making medical devices that are safe and work as intended.
In Sri Lanka these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 13485 explained →

How long does ISO 13485 certification take in Sri Lanka?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Sri Lanka these are the factors that set the timeline.
- Device classification and whether the device is a listed device
- Maturity of design, risk management and complaint handling
- Regulatory requirements of other target markets
- Certification body scheduling and sector-qualified auditor availability
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 13485 certification cost in Sri Lanka?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Sri Lanka these factors move both.
- Headcount and number of sites in scope
- Number of device families and sterilisation or outsourced processes
- Certification body audit fees quoted separately from consulting
- Validation, testing and clean-area upgrades
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 13485 consultants and certification bodies in Sri Lanka
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 13485 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Sri Lanka are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Sri Lanka
Choose a certification body accredited for this standard by the Sri Lanka Accreditation Board (SLAB) or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. SLAB's management systems scope list on its recognition page does not show ISO 13485, so ask the certification body which accreditation covers medical device quality systems and confirm that the NMRA accepts the certificate before you apply. Audit language
Business records, standards and tenders are mostly in English, and the Constitution names English as the link language alongside Sinhala and Tamil; interviews with operators and workers may run in Sinhala or Tamil. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.
Remote and on-site
Audits are on-site at manufacturing and storage areas; document review can be remote at the certification body's discretion.
ISO 13485 in Sri Lanka: questions clients ask
Is ISO 13485 required to register a medical device in Sri Lanka?
Generally yes. For devices other than listed devices, the NMRA dossier asks for an ISO 13485:2016/2021 certificate as the quality management system evidence, while listed devices have a wider choice. The Authority decides which category your product falls into, so confirm that with the NMRA before you apply.
Who applies to the NMRA for a foreign manufacturer's device?
A local Marketing Authorization Holder, because foreign manufacturers must apply through a local agent who is responsible for registration, licensing, importation, sale, distribution and handling of quality failures. The agent's dossier carries the manufacturer's quality certificate. Check current dossier rules directly with the NMRA.
Does SLAB accredit certification bodies for ISO 13485?
Its recognition page does not list medical device quality systems among the management systems scopes it signs, although it lists several others. Ask any certification body which accreditation covers ISO 13485 and check with the NMRA that the certificate is accepted in a dossier before you commit to an audit.
Can an ISO 9001 certificate be enough for a device dossier?
Only for listed devices. The NMRA lists ISO 13485:2016/2021 or ISO 9001:2015 for listed devices but asks for ISO 13485:2016/2021 for medical devices other than listed devices. Confirm your product's category with the Authority first, because an ISO 9001 certificate will not satisfy the requirement for the wider group of devices.
