HACCP certification in Sri Lanka at a glance

One Sri Lankan instrument bears on HACCP. It does not name the standard. So why do buyers in Sri Lanka keep asking for the certificate?

A Sri Lankan exporter of processed food products is usually asked to show how hazards are controlled, and a verified HACCP plan is the common answer. The Food Act, No. 26 of 1980 and the Food (Hygiene) Regulations 2011 apply to all establishments dealing with food, yet neither names HACCP, so the certificate is a customer requirement and not a legal one. Where a certification scheme exists, the certificate is issued by a certification body, and SLAB's recognition page lists food safety management systems within its management systems scope. Sterling's Mumbai office helps food businesses build the hazard analysis, set critical control points, keep monitoring records and prepare for the audit, with Effivity software and Sterling Academy training included with the engagement.

The need

Who needs HACCP in Sri Lanka, and what happens without it

In Sri Lanka the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Food processors and manufacturers selling to retailersRetail and export customers commonly ask for a documented HACCP plan on top of the hygiene rules.
  • Catering and food service operators supplying larger buyersPremises handling food fall under the Food (Hygiene) Regulations 2011, and customers ask how hazards are controlled.
  • Food and agri-food exportersExport buyers set their own food safety approval conditions.
  • Cold storage and distribution operatorsStorage and transport of food are within the scope of the hygiene regulations.

Requirements

HACCP requirements in Sri Lanka

Strip away the vocabulary and HACCP asks a food business to prove six things about how it controls food safety hazards.

A team knows the product and processA competent team has described each product, its intended use and a verified flow diagram of how it is made.
Hazards are analysedEvery significant hazard at each step is identified, and the measures that will control it are decided.
Critical control points have limitsThe steps where control is essential are identified, each with critical limits that separate safe from unsafe.
Monitoring and correction are routineEach critical point is monitored, and corrective action is defined in advance and taken whenever a limit is breached.
The plan is verifiedChecks confirm the plan works, from validating limits to reviewing records and reassessing when anything changes.
Records prove itDocuments and records show the plan was followed, ready for customers, auditors and food inspectors.

In Sri Lanka these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: HACCP explained →

Time

How long does HACCP certification take in Sri Lanka?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Sri Lanka these are the factors that set the timeline.

  • Number of products, process steps and lines
  • State of prerequisite programmes and monitoring records
  • Validation of critical control points
  • Certification body scheduling around Poya days and seasonal production

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does HACCP certification cost in Sri Lanka?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Sri Lanka these factors move both.

  • Headcount and number of sites and lines
  • Number of hazards, products and suppliers
  • Certification body audit fees quoted separately from consulting
  • Laboratory testing, calibration and facility upgrades

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

HACCP consultants and certification bodies in Sri Lanka

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers HACCP and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Sri Lanka are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive HACCP in Sri Lanka (2)

    InstrumentHow it treats the standard
Food Act, No. 26 of 1980 and the Food (Hygiene) Regulations 2011Does not name HACCP
The Regulations apply to all establishments dealing with the processing, transport, distribution, handling, storage or sale of food.
Buyer and export approval conditionsExpected in practice
Buyers define the food safety evidence they accept; none of the instruments cited here makes a HACCP certificate compulsory.

"Expected in practice" means the instrument asks for the outcomes HACCP covers without naming a standard, and HACCP is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in Sri Lanka

HACCP certification, where a certification scheme exists, is issued by a certification body, and a plan is often verified within a wider food safety standard. Ask the certification body what it is accredited for; SLAB's recognition page lists food safety management systems and not HACCP by name, so confirm what your customer accepts before you apply. Edition and transition details: HACCP hub →

    Audit language

Business records, standards and tenders are mostly in English, and the Constitution names English as the link language alongside Sinhala and Tamil; interviews with operators and workers may run in Sinhala or Tamil. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.

    Remote and on-site

Audits are on-site at the process lines; document review can be remote at the certification body's discretion.

HACCP in Sri Lanka: questions clients ask

Is a HACCP certificate required for food businesses in Sri Lanka?

None of the instruments cited here makes it compulsory. The Food (Hygiene) Regulations 2011 under the Food Act, No. 26 of 1980 apply to all establishments dealing with food and set hygiene requirements, but they do not name HACCP. Customers may still require it, so ask each buyer and confirm licensing duties with the Ministry of Health.

What is the difference between a HACCP plan and a certificate?

A plan is your own documented analysis of hazards and controls. A certificate is a certification body's finding that your system conforms to a scheme. The Sri Lankan hygiene regulations name neither. Decide with your customers whether a verified plan, a HACCP certificate or a wider scheme such as ISO 22000 will satisfy their approval conditions.

Do export buyers ask Sri Lankan exporters for HACCP?

Frequently, in some form. Importers write their own supplier approval conditions, and some accept a HACCP certificate while others want a full management system. No Sri Lankan law dictates this. Ask the buyer in writing which evidence it accepts before you spend on certification.

Which accreditation should a HACCP certification body hold in Sri Lanka?

Ask for its accreditation certificate and scope. SLAB's recognition page lists food safety management systems within the management systems scope but does not name HACCP, so what a body is accredited for may differ by scheme. Check that your customer accepts the accreditation before you commit to an audit.
